Wednesday, May 10, 2000 7:00 P.M.
City Commission Conference Room
PRESENT: Dean Ray, Tom Carpenter, Phyllis Richardson, Jim Kidd, David Hall, David
Johnson, Dr Brenedette Hardy- Blake, Nancy Roberts, Brian Tooley -Chief
of Police, and Gracy Posley
Audience: Patsy Thompson
Absent: Oscar Redden (excused), Manuel Acevedo (unexcused)
Called to Order by Chairperson Mr. Ray.
Mr. Ray requested approval of CAB minutes for April 12, 2000 if there are no changes or
corrections. Motioned by Mr. Hall, seconded by Mr. Carpenter, motion adopted for the minutes
to be approved.
Old Business
—(Mrs. Roberts) inquire, Police Chief Tooley explains the gas tanks/car wash contamination at
the Police Department as to why police vehicles cannot be washed at the Police Department.
Police Chief Tooley also explains the police car washing/payment procedure at the Exxon gas
station (1' St./French Ave.)

Commented regarding the special police presence well appreciated during Commissioner
McClanahan's funeral and the Helen Stairs Performing Arts Theatre grand opening. Police
Department involved in the annual Cranes Roost Public Safety Fair that included our K -9 Unit
with demonstrations and police recruitment. Discerning Officer Gary Johnson received Officer of
the Year from the Sanford Women's Club. Advised CAB of the off-site supervisors training
(05/25/00) covering the role and pointers on being a supervisor. An update of City Manager
VanDerworp's Strategic Plan was distributed and discussed for insertion into the Strategic Plan
book. Advised CAB departmental statistics will be provided periodically rather than monthly.
Stats information is sometime turned in after the due date, preventing actual figures; also looking
at developing different or better stats.

New Business
—(Mr. Ray) commented school resource officers not assisting before /after school hours at
Wicklowe Elem. Mr. Hall stated he as head of Citizens on Patrol (Seminole County) has
contacted the principal of Wicklowe Elem. regarding assisting the Crossing Guard during these
hours. Mr. Ray inquired of the 30 MPH when flashing sign at Wicklowe Elem. to be lowered to
20 MPH to coincide with all other school zone speed limits - will follow up.
—(Mr. Ray) inquired, Police Chief Tooley commented on the Training Blocks held each
Wednesday, 6am and 6pm in the Training Room for police employees; CAB members are
welcome to attend. Mr. Carpenter stated he attended the Training Block with the topic of
customer service presented by City Manager VanDerworp that was informative to him.
—(Ms. Thompson) inquired of any complaints re transients staying in the railroad playground
area (Coastline Park)- will follow up.
—(Mr. Carpenter) stated Pine Aire Apts. (Florida Ave.) is encountering problems with non-
resident children taking over the swimming pool, vandalism to laundry and game room, primarily
on Saturday's. Police Chief Tooley advised Mr. Carpenter a video tape of non - residents would be
of no benefit if turned in to police and for management to properly post non - resident signs,
pool/game room hours, etc. Police Chief Tooley stated the management (Anna Marie) could
designate the Police Department as their representative via the NO LOITERING NO
TRESPASSING form allowing the Police Department to arrest any trespassers. will follow up
—(Mrs. Richardson) asked what is the Public Works Academy listed in the City Manager's
Strategic Plan - will follow up.
Ms. Thompson inquired to Police Chief Tooley as to why police officers were asking for email
addresses for neighborhood watch contacts. Police Chief Tooley advised those with email
addresses could receive neighborhood watch and crime prevention information concurrently as
well as officers in community service areas being provided information received via email.
Neighborhood watches without emails can print/distribute information to the
Lieutenant/supervisor of the CSA for officers; this providing the same information to all officers
in that CSA.
Mrs. Richardson inquired, Police Chief Tooley commented it is extremely important to go inside
your home or a secure place when police activity is detected. For example, if the police helicopter
is circling a particular area, that's normally an indication of police movement being conducted.

Mr. Carpenter advised he did a Dreamwold Neighborhood Watch mahout to approximately 121
inactive neighborhood watch residents with a good response.
There being no further business, the meeting was adjourned at 8:10 PM.
