City Commission Conference Room
PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Jim Kidd, Manuel
Acevedo -Atty, Nancy Roberts, Dave Hall, Brian Tooley -Chief of Police,
and Gracy Posley
Absent: David Johnson (excused), Phyllis Richardson (excused), and
Dr. Brenedette Hardy -Blake (excused)
Called to Order by Chairperson Mr. Ray.
Police Chief Tooley introduces new CAB member David Hall. Mr. Hall and CAB
members introduce themselves.
Mr. Ray requested approval of CAB minutes for March 8, 2000 if there are no
changes or corrections. Motioned by Mr. Kidd, seconded by Mr. Carpenter, motion
adopted for the minutes to be approved.
Mr. Hall commented the police department is in need of much refurbishing. Police
Chief Tooley stated the City Manager /City Commission has awarded the police
department $200,000. for renovations; three to five years for a new building.
Old Business
— wheelies at Mellonville Stadium (Redden) - No complaints received from
Recreation /Police Dept.; will monitor.
Police Chief Tooley Address CAB
Code Enforcement in the process of demolishing 915% Maple Ave. Complaints were
received re drug /prostitution activity. Monthly statistics were discussed. New training
blocks are in effect at the police department, 6 am & 6 pm on Wednesdays; CAB is
invited to attend. Police Chief Tooley commented on equipment/20 vehicles being
purchased, written directives, overtime grant funds of $182,000. directed for
bicycle /foot patrol, and community service area officer meetings, recruiting and
procedures, honor /color guard being utilized for civic functions /parades, presentation to
City Commission on April 10 well received, six pillars of character shared with police
officers in Training, reporting of improper conduct of another police officer, and City
Manager VanDerworp was involved in police department training re exceeding
customer service and their expectations.

Considerable positive feedback received from citizens re Police Chief Tooley's
appearance and comments on April 5 on the local radio WSDO. Police Chief Tooley
attended the Dreamwold Neighborhood Watch cookout on April S. Dreamwold has a
very active neighborhood watch.
Police Chief Tooley explained to Mr. Ray the requirements of polygraph, physical, etc.
that are completed before an officer is hired. Mr. Redden gave the scenario of an
officer being over weight with bad feet. Inquired of the procedure to retain or dismiss
the officer. Police Chief Tooley explained the process and relayed the difference in an
on duty injury and personal medical. Mr. Redden inquired if an officer pulled his /her
weapon on -duty involving a personal matter, is this a crime? Stated the matter was of
the past, but inquired if the matter was reintroduced. Police Chief Tooley commented
the matter should have been addressed and resolved during that time. Mr. Redden
stated the matter was handled and a decision was made, although the public may not
have been content with the decision. Police Chief Tooley explained to Mr. Redden
standby calls and prioritized calls. A supervisor and dispatch use their discretion in
prioritizing a call. Mr. Redden stated the public is aware of the new Administration and
is willing to wait and see results. Mr. Carpenter stated he is confident with the police
department. Mr. Hall also complimented Police Chief Tooley and the police department
for the great job they've been accomplishing.
Mr. Ray inquired of the Rosecliffe Apartments murders (03/05/99) investigation,
Mr. Redden inquired if old homicide cases are being handled? Police Chief Tooley
advised old homicide cases are being handled; Capt. Michael McCoy is also
overhauling the Investigations Division.
Mr. Ray inquired of the City Commission dissolving the K9 Unit? Police Chief Tooley
stated the PAStudy recommended K9 officers be transferred to patrol. Police Chief
Tooley is not in agreeance to out source K9's; disbanding K9 will lower service. K9s
are a valuable crime fighting tool as well as great for public relations. Twenty percent
of K9 calls have been utilized in the County. Mr. Carpenter added you can measure
the effectiveness of K9s; comparing K9s to crime watch and a police officer. CAB very
much supportive to retain K9 Unit.
Mr. Ray mentioned to Police Chief Tooley Seminole Volunteer Enterprise (downtown)
was instructed by an officer to move their truck while unloading a round of food. A
deputy and a trustee assisting in removing the food had to relocate the truck and carry
the food in by hand. Police Chief Tooley stated Seminole Volunteer Enterprise is in a
"NO PARKING" zone, the officer must adhere to the parking signs; however, if SVE
calls beforehand, Sanford Police Department will attempt to assist.

New Business
— speeding /reckless garbage trucks in the 500 block of Valencia St. Have complained
to JoAnne Legge /Public Works -Solid Waste and Florida Recycling Co. with no results.
(Roberts) - will follow up.
—Lake Jennie Apts (Florida Ave.) - BB guns activity; several apartment windows have
been shot into. STOP sign in front of 608 Osceola Dr. Can the sign be changed to
YIELD? Aileron St. (on the Airport), speeders during early morning and 5pm. (Kidd) -
will follow up.
—area of rear of Ice House (13 St), debris needs removal; will follow up. (Redden)
Speeders on Mellonville between Celery/lakefront, 6:30 am - 8:00 am and 3:30 pm -
5:00 pm. Police Chief Tooley will assign traffic officers to Mellonville Ave. between
Celery Ave. and the lakefront.
There being no further business, the meeting was adjourned at 8:45 PM.
