SANFORD POLICE DEPARTMENT
PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Phyllis Richardson,
David Johnson, Manuel Acevedo -Atty, Brian Tooley- Police Chief,
Mike McCoy - Captain, and Gracy Posley
Audience: Gary Taylor - Orlando Sentinel, Nick Sifakis - Seminole Herald, and
David Hall
Absent: Jim Kidd (excused), Nancy Roberts (excused), Dr Brenedette Hardy -
Blake (unexcused)
This meeting was called to order by Chairperson Mr Ray. Mr Ray requested approval
of CAB minutes for February 9, 2000 if there are no changes or corrections. Motioned
by Mr Johnson, seconded by Mr Redden, motion adopted for the minutes to be
approved.
Mrs Richardson advised Police Chief Tooley the Goldsboro School, the parents, and
the community thanked him and the Sanford Police Department for acting so quickly re
traffic concerns at 20 St/Hayes for the Crossing Guard and school children. The
SRO's have been advised to assist the schools /crossing guard whenever possible.
Capt McCoy advised re Dr Hardy - Blake's inquiry of Sanford police officers being the
only School Resource Officers fingerprinting School Board employee. Capt McCoy
received a confirmation from Mr Jim Dawson of the School Board, the School Board will
take on the responsibility of fingerprinting County School Board employees.
Mr Redden informed Police Chief Tooley drivers are performing wheelies in their
vehicles in the grassy parking area of the Mellonville Stadium. Sport events take place
various days of the week a the Stadium, and whenever there is an event individuals are
being reckless and this is dangerous. Police Chief Tooley will have this matter
checked. Mr Redden gave Police Chief Tooley a trespassing scenario. Police Chief
Tooley advised Mr Redden trespassers must be forewarned before they can be
arrested.
Mr Ray inquired of police officers working during the day at the Airport Blvd.
construction area, as to who's paying for this? Police Chief Tooley advised the
company requesting a police officer pays the officer that is off -duty usually to assist
with traffic control. Mr Ray inquired, Police Chief Tooley advised in the near future the
Police Department will be reviewing the Special Detail policy to possibly include the
rate of an officer working a detail to consist of gas usage and maintenance of the police
vehicle for a detail.

Mr Redden stated it can be effective to see a police car stationed at various locations,
even if it is an officer working a special detail. Captain McCoy stated a goal in
progress is to have all commuters see an officer or police car during their travel in
Sanford.
Police Chief Tooley discussed the February 2000 departmental statistics and
distributed to CAB members the City Manager's City of Sanford Strategic Plan 2000
that include four goals.
Mr Redden asked what is the Police Chief doing regarding officers being more
sensitive to minorities? Police Chief Tooley stated there are initiatives underway re
this matter. More community meetings will be attended, Operation Knock Knock is
going well. Over 1,000 residents have been visited since the program's implementation
January 2000, more Chaplains from various faiths in addition to the two Chaplains
presently serving the police department. Capt McCoy added City Manager
VanDerworp will be meeting with Chief Tooley and police officers for training purposes
on "customer service and exceeding expectations ". Capt McCoy stated a citizen
should be left satisfied when an officer clears a call. Mr Redden stressed Police Chief
Tooley has a fine group of police officers, but wanted to inquire on sensitivity to
minorities. Police Chief Tooley mentioned one of the Chaplain have the dual role of
chaplain /police officer. Atty Acevedo inquired if there was a conflict between chaplain
vs police officer due to confidentiality of a chaplain at the same time the chaplain
acting in the capacity of a police officer? Police Chief Tooley stated there is no
conflict; the officer acts in the capacity of police officer while in uniform and chaplaincy
is kept separate. Police Chief Tooley also advised the police department is working
toward revitalizing neighborhood watch and that neighborhood watch is an essential
tool to the police department. Police Chief Tooley stated the Police Department
continue to examine ways and means of having the police vehicles washed. (Vehicles
cannot be washed at police department due to environmental hazard).
Mrs Richardson inquired if the Police Department had a Public Relations person?
Police Chief Tooley advised Cleo Cohen is the department's current Public Information
Officer. Mrs Cohen has been an exceptional communicator between the police
department and the media for the past several months involving various police related
articles. Police Chief Tooley thanked the Goldsboro Community and the support of the
ministers re the expedient arrests regarding the 13 St Community Service Center
arson. The rear windows of the Center will be secured with security bars. Police Chief
Tooley feels the arson is an isolated incident. Mr Ray asked of the possibilities of the
13 St Center being open 24 hours? Police Chief Tooley commented he is presently

reassigning officers with different hours to assist in the Center being open during varied
hours.
Mr Johnson asked if Operation Knock Knock was systematic? Police Chief Tooley
stated the program is loosely systematic. All neighborhoods will be contacted via
Operation Knock Knock; computer statistics are being retained. Mrs Richardson
commented utilizing Knock Knock at the churches.
There being no further business, the meeting was adjourned at 8:30 PM followed by a
tour of the police department and a K -9 demonstration concluded at 9:30 PM.
