PRESENT: Dean Ray, Tom Carpenter, Oscar Redden, Phyllis Richardson,
Dr Brenedette Hardy - Blake, Nancy Roberts, Manuel Acevedo -Atty, Brian
Tooley -Chief of Police, Michael McCoy- Captain, and Gracy Posley

Absent: David Johnson (excused), Jim Kidd (unexcused)
This meeting was called to order by Chairperson Mr. Ray. Mr. Ray requested approval
of CAB minutes for November 10, December 8, 1999, and January 12, 2000 if there are
no changes or corrections. Motioned by Mrs Richardson, seconded by Mr Redden,
motion adopted for the minutes to be approved.
Police Chief Tooley introduced the new Police /Administration Captain, Michael McCoy.
Captain McCoy acquainted Board members with his background. Members present
introduced themselves.
Mr. Ray requested statistics regarding traffic crashes. A citation /crash chart was
distributed for July - December 1998 vs. July - December 1999 which denoted a
significant decrease in both.
Police Chief Tooley mentioned the areas of downtown Sanford, the Historic District,
and W. 13 St. as being ideally suited for bicycle patrol. Presently the police
department's Special Tactical Unit (formerly QUAD) is being utilized for this purpose.
Police Chief Tooley introduced Cpl Mike Ansley the supervisor of STU. Cpl Ansley
introduced his two employees, Ofr Alan Smith and Ofr Eric Seifert. CpI Ansley
explained STU patrol from the vehicle, bike, and foot patrol. He also displayed a bike
and its mechanisms, and gave a description of the 40 hour bike course. Explaining the
bikes are a valuable asset to the department. Police Chief Tooley stated STU goes
wherever there's a problem. Mr. Redden commented the Bike Unit may be useful on
the lakefront area, and east 1s St. /Mellonville area; advising cyclists are taking over the
sidewalks.
Police Chief Tooley advised members an approved $182,298. Local Law Enforcement
Block Grant will be utilized largely for bike patrol overtime. Police Chief Tooley
expressed he's moving toward acquiring a full -time bike unit, possibly for the 2001
budget. Dr Hardy -Blake commented she appreciate the bike unit; it builds good
community relations. Atty Acevedo commented CpI Ansley /STU was informative and
thanked Police Chief Tooley for bringing them in.

Police Chief Tooley commented Operation Knock Knock (officers visiting citizens door -
to -door) is going well; have received positive responses from citizens. Advised Mrs
Richardson the Boys and Girls Club does qualify for a Drug Free Zone sign; the School
Board will be providing the sign. Presently the police department have five vacancies;
Capt McCoy will be implementing an aggressive recruitment campaign. CAB members
are welcomed to solicit any qualified applicants. Mr Ray inquired of citizens
volunteering at the police department. Police Chief Tooley advised to direct volunteers
to Capt McCoy, also volunteer brochures are in the Knock Knock bags and available
from the police department. Police Chief Tooley discussed the January 2000
departmental statistics and gave CAB an update on local crime. Sanford police officers
are wearing their personalized millennium badges; the badges will be worn through
December 31, 2000. These badges will be given to officers as mementos.
Mr Redden inquired once Internal Affairs Investigations are completed, will they be
forwarded to CAB? Police Chief Tooley advised once IA's are completed they are
public information and can be viewed from the police department's Professional
Standards Unit. Certain IA's will be forwarded to CAB upon request.
Mrs Roberts commented to Police Chief Tooley to consider adding www.ncpc.org
(using crime prevention through environmental design to address neighborhood
problems) as a link to the police department's website, and any other links that may be
beneficial to citizens.
Mrs Richardson have traffic/safety concerns for the crossing guard and school children
at 20 St. /Hayes Ave. Inquired if SRO's could assist the crossing guard before and
after school hours? Police Chief Tooley commented SRO's should be able to assist
during these hours; he will review this matter. Dr Hardy -Blake stated Sanford Police
Department SRO's are the only officers involved in fingerprinting School Board
employees. The school loses the officer (once per month) during this time.
Capt McCoy will review this matter. Dr Hardy -Blake advised Police Chief Tooley she
have computer labs available at Crooms for officers to utilize for computer training if
needed.
The next CAB meeting is tentatively scheduled at the police department. There being
no further business, the meeting was adjourned at 8:35 PM.
