PRESENT: Oscar Redden, Jim Kidd, Nancy Roberts, David Johnson, Manuel
Acevedo - Atty, Mitchell E. Tindel - Captain, and Gracy Posley
Absent: Dean Ray (excused), Dr Brenedette Blake (excused), Tom Carpenter
(excused), Phyllis Richardson (unexcused)
This meeting was called to order by Vice- Chairperson Mr. Redden. Due to there not
being a quorum, Minutes for November 10, December 8, 1999 were tabled for the
February 9 meeting.
Capt Tindel introduced himself to CAB members in the absence of Chief Brian Tooley.
Capt Tindel advised members the 98/99 traffic citations /crash statistics requested by
Mr. Ray are being compiled. Mrs. Richardson's request is the Boys and Girls Club
eligible for the Drug Free Zone sign is being researched. The Police Department
website form for reporting crime and drug dealing was circulated to members.
Capt Tindel informed CAB Y2K went well within the City. The Police Department's
organizational chart was distributed; Capt Tindel commented on each division
(administration, uniform, and investigations). Mr. Redden inquired of the Professional
Standards Unit. Capt Tindel explained this Unit handles employment and internal
affairs. He also explained the complaint process handled by Professional Standards.
Mr. Acevedo inquired; Capt Tindel advised him Police Department complaints handled
by Professional Standards are public record once a complaint/internal has been
completed.
The Police Department's December 1999 stats were distributed. Mr. Redden asked,
viewing the stats how can CAB assist the Police Department in the community?
Capt Tindel stated with growth coming in the City, supportive groups such as CAB will
be needed.
Utilizing grant funds, implementing the bike patrol, and having high
visibility will be beneficial. Mr. Redden stated he have noticed the officers partner
shipping with the citizens, and a professional effort being put forth. Capt Tindel
commented employees are coming to work with direction and the Police Department
have a mission. Mr. Acevedo inquired of the department's revenue. Capt Tindel
explained most funds are derived from the City, taxes, etc. Stated the City Manager
have an excellent five year plan. Capt Tindel looks for the City to be turned around in a

short period of time with the City Manager's plan. It was suggested by CAB to invite
the City Manager at an upcoming meeting.
Mr. Johnson inquired to the status of police officer openings. Capt Tindel gave the
background on two officers hired January 3; four openings remaining. Capt Tindel
informed CAB the Police Department is recruiting from Orlando Police Department
applicants that have been een screened, also SPD's Training Officer and a minority officer
are attending SC 's
C olive academy 9 p dem graduations for recruitment. Y 9 uatment. Effective 2005 it will
be a State requirement to have an A.A. degree to be a police officer.
Mrs. Patsy Thompson, Neighborhood Watch Captain, 900 block Maple Ave. brought to
Capt Tindel's attention drug activity and go -carts being driven recklessly in her
neighborhood. Capt Tindel will check into these issues. Mr. Kidd suggested the area
of 1714 El Portal be checked for possible drug activity.
An Operation Knock Knock information bag that will be given to citizens from house to
house by officers was passed around to members. It is anticipated for this program to
be implemented during the weekend of January 15.
There being no further business, the meeting was adjourned at 8:00 PM.
