PRESENT: Helen Mausser, Joe Torresin, Betty Jack, John Wright, Bill Lee - Police Chief and Gracy Posley
Absent: Katheryn Alexander, Carsandra Buie and Trace Trylko
Audience: A. McCollough, P. Doughty, Community Resident(s), SP.D. Staff, Commissioner Mahany and
City Manager Bonaparte
Called to Order by Ms. Mausser. Ms. Mausser welcomed and thanked all present for attending the meeting.
Ms. Mausser requested the Minutes of November 9, 2011 be approved if there were no changes. Motion was
made by Mr. Torresin, seconded by Mr. Wright. Minutes were approved as written.
Ms. Mausser explained this was the quarterly on- the -road district meeting for District 4.
CABoard members introduced themselves. Chief Lee introduced the Sanford Police Department staff that was
present.

■ Seven new officers hired January 9'
Mr. Wright inquired re Police Department's full- strength? (Chief) Police Department is at 97% in filled
positions.
■ Introduced newly promoted Captains Darren Scott (promoted from Lieutenant) and Robert O'Connor (Florida
Department of Law Enforcement and the Sheriff's Office).
■ In -car videos (grant funded). The purpose of the in -car videos is for officer safety and gathering evidence. The
equipment will provide video inside and outside the police vehicle.
■ New graphics for the police vehicles is moving forward.
New Business
■ Mr. Torresin — Inquired re SP.D.'s Training for officers. (Chief) Explained the process of training from the
police academy to the officers training in the Field Training Officers program (8 weeks) once they are hired.
Supervisors and officers have also been asked to identify any additional training that can be used as recurrent
training.
Mr. Torresin inquired re officer minimum qualifications on each shift (squad). (Chief) All officers meet
minimum qualifications and are qualified to work their assigned shift. Many of them also have expertise in
specialty areas such as elderly services, traffic, etc.
Mr. Torresin — In the Preserve subdivision, the same vehicles are parking in No Parking illegally; it is a danger.
(Chief) Will assign the Traffic Unit to this location.
Mr. Torresin inquired re red light cameras in Sanford. (Commissioner Mahany). Sanford does not have red light
cameras. This subject is still in litigation.
■Mrs. Doughty — Commented re reckless driver on her street (Grandview Ave.). A driver side - swiped one boy
and almost hit a father and daughter. It is also routine for drivers to speed on 20 Street. (Chief) Will request a
traffic study.

■ (Citizen) — (Bentley Elementary) Oregon Ave. /Quail Ridge Ct., drivers are ignoring the Do Not Block
Intersection sign. This is a high volume traffic area during school hours.
■ (Citizen) — The friend (property owner out -of- state) complemented the Sanford Police Department re
assistance and regular patrol checks officers have provided on a piece of property located on Mellonville Ave.
■ Capt. O'Connor — provided District 4 crime statistics from December 10, 2011 — January 10, 2012. During
this time of the year, crime stats are higher. Crime generally throughout the year in District 4 has been
consistent. Provided days of the week/time of day stats. Friday and Saturday are typically high crime days.
Mrs. Mausser inquired re District 4's widespread jurisdiction. Officer Buchanan-Klepp explained that the
district is cut into smaller sections for patrolling. The smaller sections coincide with the Police Department's
Regions 1 and 2.
Commissioner Mahany commented City officials are in the process of redistricting; for everyone to get equal
representation from City Commissioners in their designated district.
