PRESENT: Helen Mausser, Joe Torresin, Steve Chusmir, Carsandra Buie, Katheryn Alexander,
Trace Trylko, Betty Jack, Steve Esler, John Wright, Bill Lee - Police Chief and Gracy Posley
Absent: None
Audience: A. McCollough, P. Doughty, SPD Volunteers, SPD Staff, Community Residents,
City Commissioner McCarty and City Manager Bonaparte
Called to Order by Ms. Mausser. Ms. Mausser welcomed and thanked all present for attending the meeting.
Ms. Mausser requested the Minutes of August 10, 2011 be approved if there were no changes. Motion made by
Mr. Chusmir, seconded by Mr. Esler for the Minutes to be approved as written.
CABoard members and SPD Staff introduced themselves to the audience. Chief Lee welcomed City
Commissioner McCarty and City Manager Bonaparte to the meeting.
Old Business
■On August 19 the Sanford Police Department participated with the Crimeline Kicks 4 Guns event. The
Police Department has hosted this event for the past two years; this year all law enforcement agencies in
Seminole County partnered to host two sites. The opportunity to turn in unwanted guns was a tremendous
success. The final count of 396 firearms — 238 handguns, 77 rifles, and 81 shotguns — has made our citizens and
streets even safer. Our Sanford site collected 194 firearms. $50.00 WalMart gift cards were given in exchange
for each weapon.
Chief Lee Address CAB
■Powerpoint presentation for District 1 area included - 1) Increased positive officer /residents interaction with
April 2011 reorg 2) Reconfiguration of community service areas and officers assigned 3) City wide burglary
and theft stats April — June 2011 4) Calls for service /officer response times 5) Robust volunteer program and
6) Prostitution calls /cases — Investigator Pillen commented re 6 St. /Sanford Ave. and 11 St. /Laurel Ave. as
hot areas for prostitution. He provided is cell number to the audience. A married couple living in the area of 1 1 th
St. and Elm Ave. made complaint of prostitutes being regular and obvious in their area. And their children
having to see this daily is a problem. Inv. Pillen will focus on this location with this family.
Lt. McAuliffe commented re three misdemeanors (prostitution); the fourth prostitution arrest is a felony. The
jail time increases.
One citizen mentioned revisiting exclusionary zones. (Lt. McAuliffe) Exclusionary zones at one time prohibited
prostitutes, criminals on probation or certain arrestees from being restricted from particular areas.
Ms. Baskerville commented re poor lighting at Coastline Park and street lights out in the area. Chief Lee will
follow up.

Chief Lee added, "to affect crime, we must prevent it ". Fighting crime requires teamwork. He is also
considering placing more officers on bikes and golf carts.
■ SPD's one hundred sixty police applicants have been narrowed down to fifty. Following the phases of
physical agility and background investigations, there are forty -five eligible applicants remaining to fill the
upcoming six police officer vacancies.
New Business
■ uestions and answers were opened to the audience. Citizens from

■(Commissioner McCarty) Inquired re a bar on Park Ave. (West End Bar) having boarded windows where you
cannot see into the facility. (SPD Staff) This business /property owner has been cited before by Code
Enforcement.
■ (Mr. Chusmir) Commented regarding a CPTED traffic flow plan for select streets to become one -way in/out.
Stated such a plan could be designed to assist police regarding robberies, thefts, etc. (Chief) Police employees
will be updating their CPTED training (crime prevention through environmental design).
■ A citizen commented re feeding of the homeless in Downtown Sanford should be relocated.
(Mr. Trylko) Is an ardent member of SACSON; local organization for the homeless that assist with acquiring
the homeless with housing, identifications, etc. He explained in detail the homeless matter in Sanford. Stated
there are approximately two dozen chronic homeless people in Sanford. Rather than continuously say, "you do
not want the homeless in Sanford ", a consensus of location and a strategic plan must be derived for the
homeless.
There being no other business, the meeting was adjourned at 8:30 P.M.
