PRESENT: Helen Mausser, Joe Torresin, Steve Chusmir, Carsandra Buie, Katheryn Alexander,
Trace Trylko, Bill Lee- Police Chief and Gracy Posley
Absent: Betty Jack, Steve Esler, and John Wright
Audience: A. McCollough, K. Conley (Volunteer) and SPD Staff
Called to Order by Ms. Mausser. Ms. Mausser requested the Minutes of July 13, 2011 be approved if there
were no changes. Motion made by Ms. Buie, seconded by Mr. Torresin for the Minutes to be approved as
written.
Chief Lee Address CAB
■ August 2" National Night Out at Ft. Mellon Park was well attended with 400 — 450 people in attendance.
■ August 19 7 a.m. to 7 p.m. the Sanford Police Department will participate with the Crimeline Kicks 4 Guns
event to turn in unwanted guns. The Police Department has hosted this event for the past two years. This year
all law enforcement agencies in Seminole County will partner to host two locations.

• Discussion of the location for the September 14 Citizen's Advisory Board District 1 meeting.
New Business
■ Mr. Torresin) Inquired re how has the response time changed with the reorg (April 2011) and officers

assigned to specific community service areas? (Chief) Response time will be considered regarding determining
effectiveness of the reorg. Lt. McAuliffe commented Sanford Police Department calls are base on priority,
which determines response time, i.e., stolen bike, domestic violence, burglary, shooting, etc. Chief Lee added
the tradition of the staffing formula officers per citizen's ratio. Whereas Sanford Police is calls for service
based.
Mr. Chusmir stated it appears to be more officers on the street with the reorg and the officers are much more
visible.
Mr. Torresin inquired re the Sheriff's Office, Sanford Police and Sanford Airport response to calls. (Chief)
Each agency has a jurisdiction, there is a mutual aid agreement and the Sheriff's Office has full jurisdiction in
Seminole County.
■(Mr. Chusmir) Inquired re any observations since the departure of Chief Harriett. Chief Lee commented
regarding crime prevention rather than responding to crime calls. SP.D.'s recruiting process is being modified,
along with more reserve officers being recruited.

Lt. McAuliffe added the police officer hiring process is intricate. Hundreds of applicants become few, due to
drug usage, arrests, and unfavorable credit. Chief explained the hiring process, which currently is a 2 -3 months
process. The procedure is being modified.
There being no other business, the meeting was adjourned at 7:30 P.M.
