Police and Fire Headquarters 815 W. 13 Street, Sanford, FL 32771 PRESENT: Helen Mausser, Katheryn Alexander, Betty Jack, Joe Torresin, Steve Chusmir, Steve Esler, Trace Trylko, John Wright, Bill Lee- Police Chief and Gracy Posley Absent: Carsandra Buie Audience: A. McCollough, S. Birnbaum, SPD Staff, Commissioner Williams and City Residents Called to Order by Ms. Mausser. Ms. Mausser requested the Minutes of May 11, 2011 be approved if there were no changes. Motion made, seconded by Mr. Torresin the Minutes were approved as written. Old Business ■ (Mr. Torresin) As requested, Chief Lee provided a recap of the incident (video), of the mother getting on the school bus at Sanford Middle School. Additional information regarding this video reveals the officer made a reasonable use of force decision and that the mom was restrained in a controlled manner. The medial website link has deleted ten minutes of significant video and information. Chief Lee commented anyone receiving commands from a law enforcement officer should be compliant; the mom in this case was not. Chief Lee Address CAB ■ Distributed /explained handouts — 1) Use of Force Level 2) Reverse 911 Registration 3) Alert Seminole 4) Sanford Police Department 2012 Budget Preparation ■ SPD Volunteer Awards was presented June 3` at the Public Safety Complex. Volunteers provided over 9,000 hours to the City and citizens in 2010. Awards consisted of— (10) Bronze Pins (100 -249 hours), (5) Silver Pins (250 -499 hours), (2) Gold Pins (500 hours or more) and (1) Lifetime Pin (over 4,000 hours with the agency). Volunteer K. Conley received a Gold and Lifetime Pin. Volunteer A. Callahan received Volunteer of the Year. Volunteer Conley, who was present, assists with the Volunteers academy and training. SPD Top Awards are now presented at City Commission meetings. Commissioner Williams commented possibly Top Volunteer Awards can be presented at City Commission meetings. New Business ■(Mr. Trylko) Inquired re frequency and types of police officer training provided to SPD officers. Chief Lee explained regular in- service training, mandatory Criminal Justice Standards and Training and that all instructors must be certified trainers. Inquired re the community policing concept that became effective April 2011. How do you measure if the concept is working? Chief Lee commented reviewing the crime statistics quarterly, bi- annually and annually is informative. Citizen's Advisory Board June 8, 2011 Page 2 of 2 ■ (Mr. Chusmir) Mentioned the idea of considering a plan to re- direct traffic, closing off certain streets to prevent quick exits for the criminal involved in crimes. • Various CABoard advertisement options mentioned.
