PRESENT: Helen Mausser, Katheryn Alexander, Trace Trylko, Joe Torresin, Steve Chusmir, John Wright,
Steve Esler, Carsandra Buie, Steve Harriett- Interim Police Chief and Gracy Posley
Absent: Betty Jack
Audience: A. McCollough, W. Chandler, Mayor Triplett, Commissioner Mahany, and City Residents
Called to Order by Ms. Mausser. Ms. Mausser requested the Minutes of February 9, 2011 be approved if there
were no changes. Motioned by Mr. Torresin, seconded by Mrs. Alexander the Minutes were approved as
written.
Chief Harriett Address CAB
• Distributed and provided a brief summary of J. Collison's investigation. Discussed J. Collison's concluded
internal affairs investigation completed by Capt. Linnekugel of the Seminole County Sheriffs Office
Professional Standards.
Officers involved in this investigation were assessed by SPD's existing policy and Florida Statutes regarding
arrests and detention. Procedures from this investigation brought about new (effective 3/8/2011) SPD policy
PP 01 -04 reference investigative detention (read /discussed). Concerns and changes are being addressed
regarding this investigation.
• State Attorneys Office will provide formal training to SPD officers regarding probable cause vs filing for a
capias arrest. This training will provide a clear understanding of each procedure.
• City provided Sunshine Law training March 3`
• Productive meeting and ideas with the Lieutenants on March 8 4 P.M. - 11:45 P.M. reference SPD's
upcoming April 2 community policing model reorg. The community policing concept presentation went well
with City Manager George.
■ 178 Police Chief Search applications received. Applicants will be narrowed to five finalists. CABoard will be
included in the interview process.
New Business
■ (Mr. Chusmir) Inquired re SPD's high capias arrest percentage compared to the Sheriff's Office numbers.
(Chief) Same State Attorney is used for both agencies.
■ (Mr. Torresin) Provided Chief Harriett paperwork regarding gunshots GPS and acquiring Federal grant funds
to purchase such equipment. (Chief) Is familiar with Brass Tracks utilized by the Sheriffs Office.
There being no other business, the meeting was adjourned at 8:20 P.M.
