Wednesday, January 13, 2010 6:30 P.M.

PRESENT: Mark McCarty, Helen Mausser, Katheryn Alexander, David Daly, Agnes Knighton,
Steve Chusmir, Brian Tooley- Police Chief and Gracy Posley
Absent: Excused — Mark Russi and Betty Jack
Audience: Anna McCollough, Pat Doughty,Wanda Chandler and SPD Staff
Called to Order by Mr. McCarty. Mr. McCarty commented re the CABoard was created in 1996 and its
purpose. Each Board member introduced themselves to the audience.
Mr. McCarty requested the Minutes of December 9, 2009 be adopted if there were no changes. Motioned by
Mrs. Alexander, seconded by Mrs. Mausser; Minutes were approved as written.
Chief Tooley Address CAB
• Mr. Andrew Thomas' Police Community Relations initiative report brought about the CABoard going on the
road with quarterly district meetings.
• Capt. Del Rosso shared information re the functions of the Patrol Division. Providing the best customer
service to our citizens is a part of officers regular duties.
• Capt. Hargett commented re citizens two biggest complaints are drugs and traffic.
Street Crimes attack nuisances on drugs, prostitution and other areas where needed. This Unit consists of ten
officers along with two deputies and SPD's passive K9.
• Sgt. Raimondo share information re Internal Affairs. Commented re Plato's Who Polices the Police.
• Lt. Horan shared stats and information re the functions of the Investigations Section. Along with Sgt. S.
Cabello reporting on the sexual offenders and repeat offenders program.
• Wendy Dorival shared information re SPD's diversified volunteers program. Volunteers saved and provided
the City of Sanford Police department over $100,000. in service for 2009.
• Twelve full -time police officers and one reserve were hired January 25 Seven of the twelve positions are via
COPS grant. These positions will be additions to Patrol and Street Crimes.
• Training for all SPD employees by Mr. Greg Blake on February 18 and 19
• 2009 Significant Accomplishments
A. Survived proposed layoff and budget
B. Vacancies have been filled
C. Police and Fire Headquarters is on schedule
D. New police cars
E. National Night Out
F. Proactive law enforcement is showing results; homicide rate is lower
G. Community perception of the department is very good
H. Volunteers Unit is growing. Currently have sixty volunteers
I. Employees are obtaining college degrees
J. Promoted SPD's first female Sergeant (Littles) and second female Sergeant (Cabello)

K. Four out of the ten most wanted have been arrested
L. Arrests have been made from the Repeat Offender Program

There being no other business, the meeting was adjourned at 7:30 P.M.
