City Commission Chambers PRESENT: Mark McCarty, Helen Mausser, David Daly, Steve Chusmir, Brian Tooley- Police Chief and Gracy Posley Absent: Excused - Dr. Brenedette Hardy - Blake, Mark Russi, Nancy Roberts, Katheryn Alexander, Betty Jack and Agnes Knighton Audience: Anna McCollough Called to Order by Mr. McCarty. Mr. McCarty requested the Minutes of July 8, 2009 be adopted if there were no changes. Motioned by Mrs. Mausser, seconded by Mr. Daly; Minutes were approved as written. Mr. Steve Chusmir, new CABoard member introduced himself. Mr. Chusmir a twelve year resident of Sanford's Historic District is also a former law officer from the Dade County area. Sgt. Tony Raimondo now appearing before the CABoard for the fourth time in yet another status is currently assigned to Internals Affairs. Sgt. Raimondo opened his presentation with "Keeping an eye on the Police Department and Latin quote "who guard the guards themselves "? Stated Chief Tooley polices the police. Has recently attended two nationally promoted internal affairs seminars which confirms SP.D. is on track with its internal affairs process. Distributed SP.D.'s complaint /commendation brochure and provided varied complaint scenarios. CABoard members were informed of the AIM (software) filtering process. All SP.D. investigations are investigated with a qualitative review process. Mr. Daly inquired when does another agency investigate PD complaints? Sgt. Raimondo advised criminal cases are referred to another agency for investigation. Commented Mr. Andrew Thomas' police community relations study included CABoard's role and the IA complaint process. Citizens are encouraged to report all complaints immediately to the Sanford Police Department and not hold the complaint for a CABoard meeting. Old Business Completed discussion of list of recommendations distributed by Mr. Daly based on visiting the public forums and Mr. Thomas's twenty -one questions presented to CABoard. Chief Tooley Address CAB • Cmdr Doug Bishop (retired) passed away July 22 Retired from SPD November 1997. ■ Ofr. James Blake received Officer of the Year at the American Legion, July 19 re a drug store robbery in progress. • Met with new postmaster Karen Hebert re 1 St. Post Office remaining open after 5 P.M. The homeless have been a concern to citizens checking their post office box after 5 P.M. ■ NOPE program (Narcotics Overdose Prevention and Education) - teen drug and alcohol education, one day training August 18 This new program will be in five high schools in Seminole county this first year (Seminole High will be included the following year). Ofrs. Wiggins and Murray have been selected to attend this training. Each local agency donated $2,500. ■ Shared 2009 -10 Budget discussion re August 11 Budget meeting of six hours. • From day two to now of Chief Tooley's employment, at every swear -in Chief Tooley brings to the attention of new hires four cardinal sins that will get you fired at the Sanford Police Department. Citizen's Advisory Board August 12, 2009 Page 2 of 2 New Business ■ Update SP.D. website to include CABoard's purpose, meeting information, complaints, contacts, etc. • Revisit SP.D.'s complaint /commendation brochure for possible revision.
