City Commission Chambers PRESENT: Mark McCarty, Katheryn Alexander, Helen Mausser, Nancy Roberts, David Daly, Betty Jack, Brian Tooley- Police Chief and Gracy Posley Absent: Excused — Dr. Brenedette Hardy - Blake, Mark Russi, and Agnes Knighton Audience: Anna McCollough, C. McLeod, D. Bansfield, W. Wheaton, Rachel- Sanford Herald, and others Called to Order by Mr. McCarty. Mr. McCarty requested the Minutes of March 11, 2009 and Notes of April 8, 2009 be adopted if there were no changes. Motioned by Mrs. Alexander, seconded by Ms. Mausser; Minutes and Notes were approved as written. ■ Mr. Andrew Thomas, conflict resolution consultant contracted by the City, provided a PowerPoint presentation regarding the police community relations initiative. Reviewed the twenty -one questions presented to CABoard members which consisted of six characteristics of a partnership, strategies and CABoard would like to see PD with more proactive efforts to improve community relationships. Mr. McCarty inquired to Mr. Thomas regarding the Chief of Police to be allowed to police the department without interference. Individuals are hired because they have knowledge of their position. C. McLeod asked how legitimate are the citizens concerns when only eighty people were present at the public forums from a city with a population of 50,000. The community failed at the public forums, by not participating, according to Mr. McLeod. • Chairperson election — Mr. Daly nominated Mr. McCarty be re- elected; seconded by Ms. Jack. Vice - Chairperson election — Mr. McCarty nominated Mr. Daly be re- elected; seconded by Ms. Mausser. Old Business None. Chief Tooley Address CAB "'Police and Fire Headquarters Groundbreaking July 1 was a winner. ■ July 4 Fireworks — dilemmas were minimal. • Day of Dialogue (with Andrew Thomas re police community relations), July 11 8:30 A.M. - 12:30 P.M. at New Tribes Mission is invitation only (50 -60 people from the community and SPD). • SP.D. Flag Design Competition (July 9 September 9 Flag will be used for new building, parades and flag pole. "'Gang Reduction Task Force of law enforcement agencies from nine counties of Region 5 regarding procedure /submission of gang information to MAGTF for routing to Insite (FDLE). Each department will have a gang "point person ". • Sanford Police Department employees were honored by Fox Channel 35 with breakfast from McDonalds on the morning of July 8 The Friday Salute to SP.D. will air on Friday July 10 on the Fox 35 morning news and will also be posted on their website www.myfoxorlando.com. ■ Distributed /discussed City Ordinance #2009 -4172 regarding all City boards now has 4 yr terms, term expires September 30 and 3 term limits. Citizen's Advisory Board July 8, 2009 Page 2 of 2 New Business ■Mr. Daly distributed a list of recommendations based on visiting the public forums and Mr. Thomas's twenty - one questions presented to CABoard. Recommendations list will be discussed in more detail at the August 12, 2009 meeting. There being no other business, the meeting was adjourned at 8:05 P.M.
