CITIZEN'S ADVISORY BOARD
Minutes
Wednesday, November 14, 2007 6:30 P.M.
City Commission Chambers
PRESENT: Mark McCarty, Helen Mausser, Nancy Roberts, Tom Carpenter, Agnes Knighton, Mark Russi,
Brian Tooley — Police Chief and Gracy Posley
Absent: Excused — Betty Jack, Sonya Banner, Dr. Brenedette Hardy - Blake, and David Daly
Audience: Lester and Anna McCollough
Called to Order by Chairperson Mr. McCarty.
Mr. McCarty requested the Minutes of October 10, 2007 be adopted if there were no changes. Motioned by
Mrs. Mausser, seconded by Mrs. Roberts; Minutes were approved as written.
Chief Tooley introduced Investigator Allan McCoy. Inv. McCoy provided a presentation on Serious Offender
Apprehension Response Team (SOART). This Team is a joint effort between law enforcement agencies in
Seminole County to effectively monitor sexual offenders and sexual predators residing within the community.
Mr. McCarty inquired regarding operational plans for sexual offenders at malls and parks. Chief Tooley stated
law enforcement is aggressive with sex offenders.
Old Business
Mr. McCarty inquired regarding ideas for the bronze statue (police officer, firefighter with two children) at the
new public safety complex. Mrs. Mausser suggested a letter of support and fundraiser thoughts to the Mayor
and City Commission. A draft letter will be provided for the December 2007 meeting. The Committee
continued to brainstorm various advertising ideas.

■ Approximately seventy people were in attendance at the November 6th Downtown Business Watch meeting
regarding armed robberies. Some of the targeted areas were Valero gas (3 St./Park Ave.), TruValue (1 St.)
and Waterbed Room Land.
• November 11 neighborhood watch "get together" at Park on Park had a great turnout.
NI Sanford Nuisance Abatement Group (SNAG) — this program/ordinance compels property owners with
uninhabitable buildings or structures to cleanup their property from drugs, vvisited by persons for the purpose
of unlawfully procuring or using controlled substance, etc. or the property will be condemned, demolished, etc.
■ SPD's on -site accreditation of November 6 th — 8th received a glowing review (Orlando Sentinel). The
accreditation process helps make the police department a better agency.
Accreditation assessors were able to go on scene where Hamilton Elementary had to be locked down due to a
robbery. The suspects crashed on Summerlin Ave. and were arrested.
ISPD's January 14, 2008 reorganization was approved at the City Commission meeting of November 12
This reorg will create a captain's position for patrol and an additional sergeant for narcotics and street crimes.
Ten additional officers cannot be added annually without more supervision. The Administrative Services
Lieutenant's position is also being civilianized.

New Business
Mr. Carpenter announced this will be his last meeting as a CABoard member. Chief Tooley and members
present thanked him for his contributions to the Board.
Mr. Carpenter invited members to visit his son's international beer and wine restaurant (Abbey) in DeLand.
There being no other business, the meeting was adjourned at 7:50 P.M.
