City Commission Chambers
PRESENT: Mark McCarty, Helen Mausser, Sonya Banner, Nancy Roberts, Betty Jack, Dave Daly,
Brian Tooley — Police Chief and Gracy Posley
Absent: Excused — Tom Carpenter, Mark Russi, Dr. Brenedette Hardy -Blake and Agnes Knighton
Audience: Lester and Anna McCollough
Called to Order by Chairperson Mr. McCarty.
The following terms will exire — Mark Russi (October 14 Dr. Brenedette Hardy -Blake (October 20
Nancy Roberts (October 25' ), Helen Mausser (November 11 and Tom Carpenter (November 26 All
accepted reappointment as members with the exception of Mr. Carpenter (declined).
Mr. McCarty requested the Minutes of September 12, 2007 be adopted if there were no changes. Motioned by
Mr. Daly, seconded by Mrs. Mausser; Minutes were approved as written.
Chief Tooley Address CAB
■ SPD Awards Program of October 2 was great. Mrs. Banner commented the awards program was amazing.
Mr. McCarty stated the children were proud of their parents at this awards program.
• October 5 SPD Command Staff held an off -site meeting regarding January 2008 reorganization. This
reorganization is contingent of ten additional officers annually as previously approved by the City Commission.
If approved, this reorganization will create another police captain position, an additional police sergeant in
Investigations (one sergeant for drug complaints and one sergeant regarding street crimes). Implementing this
reorganization will cause the seven lieutenants to be responsible and accountable 24 -7 as commanders.
Chief Tooley asked and received input from members regarding suggested promotional qualifications of the
incoming police captain and sergeant.
■ SPD's on -site Accreditation will be held November 6 — 8 Over 200 standards are reviewed tri- annually in
order to remain in compliance. A part of the process will allow citizens to call -in during a certain day and time
to comment on the Sanford Police Department.
• Three SPD officers and Teri McCall, SPD volunteer (mother of SPD's former police officer Tom McCall)
will be attending the train the trainer law enforcement suicide prevention seminar October 28 — 30 These
employees will provide future suicide prevention training to all SPD employees as regular training.

New Business
Mr. Daly commented regarding the media's topic of rising juvenile crimes and joy riding. Chief Tooley
commented there is an increase in juvenile crimes and the joy riding leads to other crimes. The sentencing
guidelines for juveniles are insubstantial.
Mrs. Mausser forwarded the American Bronze Foundry catalog to Chief Tooley and members regarding bronze
statues as Chief Tooley had previously mentioned an interest in a bronze statue (police officer with a child and a
firefighter) being located in the entrance of the new police and fire complex.
There being no other business, the meeting was adjourned at 7:40 P.M.
