CITIZEN'S ADVISORY BOARD
Minutes
Wednesday, August 8, 2007 6:30 P.M.
City Commission Chambers
PRESENT: Mark McCarty, Agnes Knighton, Tom Carpenter, Helen Mausser, Mark Russi, Dave Daly,
Brian Tooley — Police Chief and Gracy Posley
Absent: Excused — Dr. Brenedette Hardy - Blake, Betty Jack, Sonya Banner and Nancy Roberts
Audience: Lester and Anna McCollough
Called to Order by Chairperson Mr. McCarty.
Mr. McCarty requested the Minutes of July 11, 2007 be adopted if there were no changes. Motioned by
Mrs. Mausser, seconded by Mrs. Knighton; Minutes were approved as written.
Old Business
(Mrs. Knighton) concern re car wash/building at 405 Celery Ave. does not have restroom facility for car wash
customers. Findings from Chief Tooley — Ron Washington (Spit Shine Auto) does have a license for car
washing. Sgt. Santiago advised the owner stated he will not allow anyone to hang out behind the business, nor
allow any public drinking of alcoholic beverages or public urinating.
Miss Benton, Code Enforcement stated the car wash does not require a restroom facility since there is no office
at the location.
Loitering and no restroom facility of condemned property at Locust Ave. /Celery Ave. Findings — Code
Enforcement previously mailed a letter to the property owner, having them to contact Sanford police re No
Trespassing. Code Enforcement states the property has been posted for No Trespassing.
Chief Tooley Address CAB
• Officer Mike Bernosky (traffic officer) received the American Legion's Officer of the Year Award august 5th
The Legion honored a police officer, deputy and firefighter.
■ Hot spot traffic locations (handout)
■ City Commission on August 2nd recommended a $24 million loan for a new Police and Fire Headquarters.
Upon completion of the new Police and Fire HQs, SPD (815 S. French Ave.) may be utilized as a district office
by the Sheriff's Department. Thereupon, the Sheriff Department will provide free dispatch to SPD.
Mr. Carpenter inquired of the move -in date. Chief Tooley stated approximately two years (2009).
CAB members to visit Police and Fire Headquarters property at 13 St. /Lake Ave. on September 12 meeting.
• August 7 was National Night Out. Cedar Hill and Georgetown communities were big participants. Target
store was a fine supporter with twenty of their employees attending the National Night Out.
■ Robbery of August 4 at the Sunoco (27 St./French Ave.). SP.D. Crisis Negotiations Team and Emergency
Service Unit were called out in six hours of negotiation with the barricaded suspect an apartment who fired one
shot out of anger. The suspect surrendered.
• August 12 SP.D. will be reaching out to Hispanic communities via radio station Mega 98.1 and distributing
back to school supplies at the plaza at 27 St. and French Ave.

New Business
•Mr. McCarty suggested each CAB member contact two citizens and invite/bring these citizens to monthly
CAB meetings with their concerns, if any.
Mr. McCarty inquired re the law for parking large boats, trailers and commercial vehicles in residential areas.
Chief Tooley advised parking of these vehicles are prohibited in residential areas.
There being no other business, the meeting was adjourned at 7:55 P.M.
