City Commission Chambers PRESENT: Mark McCarty, Mark Russi, Agnes Knighton, Sonya Banner, Helen Mausser, Dr. Brenedette Hardy - Blake, Brian Tooley — Police Chief and Gracy Posley Absent: Excused — David Daly, Betty Jack, Nancy Roberts, and Tom Carpenter Audience: Lester and Anna McCollough Called to Order by Chairperson Mr. McCarty. Mr. McCarty requested the Minutes of June 13, 2007 be adopted if there were no changes. Motioned by Mr. Russi, seconded by Mrs. Mausser; Minutes were approved as written. Old Business (follow -up) (Knighton) Car wash at Celery Ave. /Cypress Ave. does not have a bathroom facility for car wash customers. Requested Sanford police make contact with owner re this matter. Loitering and no bathroom facility of condemned property at Locust Ave. /Celery Ave. Chief Tooley Address CAB • July 4 Fireworks — the event went well and the exit of traffic was dispersed in approximately 45 minutes. ■ Property Tax legislation — the City of Sanford is in their proposed Budget process and has asked all departments to reduce their budget by 5 %. Police and Fire are exempt from employment position freeze. ■ Police and Fire Headquarters vs. Parks Referendum — Police and Fire Headquarters cost is estimated at $24 million. The City Commission has approved the Ft. Mellon Park renovation of $10 million to also be placed on the November 2007 Police and Fire Headquarters Referendum. Ft. Mellon's Park appearance can be seen on the City's website. Architects and marketing recommend a Police and Fire Headquarters be solo on a Referendum. Chief Tooley will contact Architect Designs Group re marketing strategies. • July 10 Preserves (subdivision) Plane Crash — Pilot of the plane notified Alert 3 (Sanford Airport) their plane was in trouble. The site of this incident became a fire scene, rescue and medics were vital, and police secured the area. Five lives were lost and four seriously injured. ■ Chief Tooley will be in Birmingham, Alabama July 15 — 20 as a subject matter expert regarding the test development for the upcoming Police Chief Promotional Examination for the Personnel Board of Jefferson County.
