CITIZEN'S ADVISORY BOARD
Minutes
Wednesday, June 13, 2007 6:30 P.M.
City Commission Chambers
PRESENT: Mark McCarty, Nancy Roberts, Mark Russi, Betty Jack, Agnes Knighton, Helen Mausser,
Sonya Banner, David Daly, Darrel Presley — Deputy Police Chief and Gracy Posley
Absent: Excused — Dr. Brenedette Hardy -Blake and Tom Carpenter

Called to Order by Chairperson Mr. McCarty.
Mr. McCarty requested the Minutes of May 9, 2007 be adopted if there were no changes. Motioned by
Mrs. Mausser, seconded by Mrs. Knighton; Minutes were approved as written.
Old Business
(Knighton) Car wash at Celery Ave. /Cypress Ave. does not have a bathroom facility for car wash customers.
Requested Sanford police make contact with owner re this matter.
Loitering and no bathroom facility of condemned property at Locust Ave. /Celery Ave.
Deputy Chief Presley Address CAB
• Emergency Service Unit (SWAT version) attending Camp Blanding annual training June 10 — 14 This
training is done with U.S. Army instructors which include active shooter and barricaded related training.
Camp Blanding is so well utilized, booking must be done 10 — 12 months in advance.
is Emergency management update /training was held June 12 at the Sanford Police Department, the incident
command model. Staff from City departments was present, computers were connected to the County, and the
expectation of each department was identified and discussed along with procedures and readiness
improvements.
Fire Chief Ransom does an exceptional job facilitating the EOC. Will invite CABoard to the next EOC training.
Deputy Chief Presley remarked re Hurricane Charley and the barrage of hurricanes in 2004. Mr. McCarty
inquired if communication is an issue during emergencies. Deputy Chief Presley stated communicating from
Headquarters to personnel in the field via 800 MHz and celluars can be a concern (discussed in depth).
Stated all sworn personnel now have hybrid phones. The Utility /Sewer plants have full generator capability.
■ (10) hot traffic spots (locations vary) and boom box citations are being written. A good tracking method is
being used.
Mr. Daly inquired if the police department has considered cameras for hot spots? Deputy Chief Presley stated
SPD is currently using two internet based covert cameras. The technology works well and is affordable.
However, the response from citizens has been negative regarding use of the cameras.
■ Marina usage parking will be restricted re July 4 fireworks (July 1 8pm — July 5 Noon). A letter
distributed to area merchants and the community was copied to CABoard members.
Anticipating 80,000 people if weather conditions are good. An increase from 2006 is expected. Incidents have
been rare during the July 4 event. Officers have been applying rapid intervention.

• Property Tax legislation has raised questions such as how will the Referendum be affected for the
Police/Fire
Headquarters and
q how will the City be able e to fund various functions. Every City department has been
instructed to produce a 15% reduction.
■At the June 11 City Commission meeting, Architect Designs Group provided a presentation re the Police /Fire
Headquarters. The cost is now up to $24 million.
New Business
(Banner) Inquired if Sanford police had information technology personnel researching new computer
equipment. Deputy Chief Presley responded, no. All City departments rely on the City's IT department
regarding the latest technology.
Deputy Chief Presley informed members SPD's crime analyst, Mrs. Fore will be receiving a much needed
Crime View software program via a grant ($30,000.). This program will be most useful in gridding the entire
City.
(Roberts) Inquired re dog /cat update. Deputy Chief Presley commented animal trapping between Animal
Control (Tad Stone, Public Safety Director) and Sanford police are going well. Mr. Stone has assigned
employees to the midnight shift to assist with the dog /cat matter. He will enforce the County ordinance for all
stray dogs and cats to be picked -up by Animal Control.
There being no other business, the meeting was adjourned at 7:45 P.M.
