CITIZEN'S ADVISORY BOARD
Minutes
Wednesday, May 9, 2007 6:30 P.M.
City Commission Chambers
PRESENT: Mark McCarty, Nancy Roberts, Tom Carpenter, Agnes Knighton, Helen Mausser,
Sonya Banner, David Daly, Brian Tooley — Police Chief and Gracy Posley
Absent: Excused — Dr. Brenedette Hardy - Blake, Mark Russi, and Betty Jack
Audience: Lester and Anna McCollough, and Lt. Jim McAuliffe
Called to Order by Chairperson Mr. McCarty.
Mr. McCarty requested the Minutes of April 11, 2007 be adopted if there were no changes. Motioned by
Mr. Daly, seconded by Mrs. Knighton; Minutes were approved as written.
Mr. McCarty shared with members present the Sunshine Law training he attended on April 18 taught by
Attorney Robert Hamilton (former chief municipal court Judge). The Sunshine Law packet was previously
mailed to all members.
Lt. McAuliffe provided a presentation on Intensive Community Supervision (high juvenile probation status
averaging 15 -16 years of age) via the Sheriff's Office. These individuals are classified as "last chance"
juveniles before being sent to prison and are involved in violent and serious crimes. They can be violated for
curfew violation, skipping school, cannot associate with other ICS, and no contraband or unlawful items.
Ofr. Bowen is SP.D.'s liaison and our goal is to get these juveniles on the right track.
Sanford Police Department is also involved in a work program called YouthBuild involving ages 17 -23. While
in this program individuals can earn their high school diploma, earn an income, and learn job skills.
Lt. McAuliffe reminded the audience unless juveniles are bound as an adult involving a crime, the maximum
juvenile sentencing is twenty -one (21) days of incarceration.
Old Business
(Banner) re xxx Calabria Springs Cove — Ofr. Tucker spoke with the mother at this residence re the danger her
children were facing by playing in the street. Mom stated she had been contacted by Homeowners Association
and now takes the children to the park area.
Chief Tooley Address CAB
■ Newspaper article mentioned City's third term board memberships must step down. This criteria will affect
some CABoard members. Further direction will be provided from the City Commission.
■ Barbara Foley (volunteer) — has reached 4000 hours and is eligible for the Presidential Award
■ Human Resources until further notice will not administer written police officer exams. The previous exam
included items that officers had been tested in the police academy. Human Resources are researching a testing
mechanism.

■ (10) hot traffic spots (locations vary) and boom box citations being written. Report will be provided at June
meeting.
■ Animal trapping — met with Tad Stone, Public Safety Director. Mr. Stone has assigned employees to the
midnight shift to assist with the dog /cat matter. He will enforce the County ordinance for all stray dogs and cats
to be picked -up by Animal Control.
New Business
(Roberts) Provided Chief Tooley a news article that pertained incorrect information regarding the 13 St.
Farmers Market to be demolished for use of the new public safety complex.
(Carpenter) commented re "go green" for energy conservation of the new public safety complex. Mr. Daly
agreed energy efficient features should be a key component in this project.
There being no other business, the meeting was adjourned at 8:15 P.M.
