City Commission Chambers PRESENT: Mark McCarty, Nancy Roberts, Betty Jack, Helen Mausser, Sonya Banner, Mark Russi, David Daly, Brian Tooley — Police Chief and Gracy Posley Absent: Excused — Tom Carpenter, Agnes Knighton, and Dr. Brenedette Hardy -Blake Audience: Lester and Anna McCollough Called to Order by Chairperson Mr. McCarty. Mr. McCarty requested the Minutes of March 14, 2007 be adopted if there were no changes. Motioned by Mrs. Mausser, seconded by Mrs. Jack; Minutes were approved as written. Mr. McCarty opened the floor for the chairperson/vice - chairperson election. Chief Tooley called for chairperson nominations. Mrs. Mausser nominated Mr. McCarty; unopposed, majority vote re- elected Mr. McCarty as chairperson. Chief Tooley called for vice - chairperson nominations. Mrs. Banner nominated Mr. Daly; unopposed, majority vote elected Mr. Daly as vice - chairperson. Old Business (Banner) Robbery at card store in the Mall. Neighboring merchants not notified. Chief Tooley made contact with Mall security. New security does not notify neighboring businesses, whereas old security did. Chief Tooley Address CAB ■ Officer L. Stridiron — (School Board) Employee of the Year, nominated for Officer of the Year (Sanford Womans Club, May 2 ■ During the week of March 26 SPD sworn personnel participated in intensive hands -on training at the Siemens building in Lake Mary. All department members took part in eight hours of realistic, scenario based training such as domestic violence and building searches ■ LiveScan optical fingerprint reader is now active at the police department. Florida Dept. of Law Enforcement has mandated all future police officers be fingerprinted via this method. Agencies have until January 2008 to optically fingerprint current police officers. Chief Tooley will also require future civilian employees to be optically fingerprinted. The Chief of Police will immediately be notified of any SPD employee's arrest by means of this system. ■ attended the Florida Police Chiefs Association Legislative meeting April 10 in Tallahassee ■ Farmers Market property, W. 13 St. — Tallahassee is mailing a contract for review to the City of Sanford. A new survey is to be completed (fair market price) ■ Seminole County will not purchase disaster sirens ■ SPD considering longevity of police vehicles from 100,000 to 125,000 miles. Vehicles are averaging less than 15,000 miles per year New Business (Banner) Inquired re children playing in the street in her neighborhood. The homeowners association has been contacted. Chief Tooley will have a traffic officer speak with the parents. (Roberts) Inquired of the procedure for having an area in a neighborhood surveyed regarding traffic control strategy. Chief Tooley to contact Public Works Director. CAB Minutes April 11, 2007 Page 2 of 2 (McCarty) Inquired re Orlando - Sanford Airport's jurisdictional authority. Chief Tooley stated the City Commission commented the airport's authority lies within the airport property. There being no other business, the meeting was adjourned at 8 P.M.
