City Commission Chambers PRESENT: Mark McCarty, Agnes Knighton, Tom Carpenter, Helen Mausser, Sonya Banner, Mark Russi, Brian Tooley — Police Chief and Gracy Posley Absent: Excused — David Daly, Betty Jack, Nancy Roberts, and Dr. Brenedette Hardy -Blake Called to Order by Chairperson Mr. McCarty. Mr. McCarty requested the Minutes of November 8, 2006 be adopted if there were no changes. Motioned by Mr. Carpenter, seconded by Mrs. Knighton; Minutes were approved as written. Old Business • Chief Tooley commented regarding the November 2006 homicide/kidnapping at 2520 Oak Ave. Two brothers have been arrested. Law enforcement continues to search for the mother and child which are assumed to be ok. A primary victim of this incident is not a willing participant. Chief Tooley Address CAB ■Automated ticket writers with printers have been ordered. All traffic and patrol officers will have this equipment • Commented re the December 13, 2006 Sanford Herald article re the City's redistricting. The redistricting was to have been completed four years ago. The delay is now creating conflict and distrust in the community and with the City Commission ■ Next CABoard meeting will be at SPD's sub - station at the Wal -Mart Plaza ■ Dog /cats (killed) crisis — thirteen confirmed attacks /deaths. The City has a dog leash ordinance; the County has a dog and cat leash ordinance. Chief Tooley and animal control had an encounter with a pitbull and rotweiller under the house at 9 St. and Palmetto Ave. One dog lassoed, one dog tranquilized, and one dog got away. The get -away dog gave chase from the east to westside. Chief Tooley stated Animal Control's workforce is quite courageous. Deputy Police Chief Presley caught sight of two dogs (someone's pets) on December 12 attempting to attack cats. Mr. Wittmer of Animal Control called the dogs; they came and were captured and returned to their owners. Mr. Carpenter seconded Animal Controls efforts. Two other dogs were identified as the attack (slayer) dogs. Charges have been filed against the owners. ■ City Manager Yehl, Chief Tooley and others met with the Legislative Delegation re the Farmers Market property acquisition for the public safety complex. The City has drafted a notice to the Legislature to purchase the property. ■ 13 St. initiative involves officers walking the beat, bike patrol, use of passive drug dog for loiters. These efforts will be reverted to Georgetown and the Historic District. New Business • Mrs. Banner appreciates the traffic enforcement at SR46A and Oregon Ave. She is requesting officers to move the location to some extent when stopping vehicles and ticketing, due to congesting traffic at this key intersection. • Mrs. Mausser stated the main corridor in Hidden Lakes is being paved. Speeders are driving 50 MPH. The speed humps have been removed due to paving. CAB Minutes December 13, 2006 Page 2 of 2 ■Mr. McCarty commented hearing a citizen state, "Sanford must be the best protected City" during the night Christmas Parade (December 2, 2006). Mr. McCarty inquired re holiday thefts. Chief Tooley stated the stats are minimal. Burglars are looking for vehicles with garage door remotes. Once the remotes are obtained, subjects are entering homes. There being no other business, the meeting was adjourned at 7:55 P.M. Minutes prepared by Gracy Posley, CABoard Secretary.
