Minutes
Wednesday, November 8, 2006 6:30 P.M.
City Commission Chambers
PRESENT: Mark McCarty, Agnes Knighton, David Daly, Tom Carpenter, Nancy Roberts, Dr. Brenedette
Hardy - Blake, Brian Tooley — Police Chief and Gracy Posley
Absent: Excused — Betty Jack, Sonya Banner, Helen Mausser, and Mark Russi
Called to Order by Chairperson Mr. McCarty.
Mr. McCarty requested the Minutes of September 13 and October 11, 2006 be adopted if there were no
changes. Motioned by Mr. Daly, seconded by Mrs. Roberts; Minutes were approved as written.
Old Business
• None
Chief Tooley Address CAB
• The City is encountering more of the homeless. The Sanford Police Department is working with the Sheriff's
Office and HOPE (Homeless Outreach Partnership Effort). HOPE are outreach specialists responsible for
delivering referral services (drugs, alcohol, mental, housing, jobs) for homeless, at risk populations and those
living in wooded areas and the streets.
• Homicide/kidnapping at 2520 Oak Ave. is under investigation involving a custody dispute between husband
and wife. The mother has been charged with home invasion and other charges. This crime aired on the Nancy
Grace show as to why an AMBER alert was not placed. Chief Tooley stated the police department was not at
odds with FDLE re the AMBER alert. There was not enough information available before the alert could be
placed. Following, the child was placed as missing and endangered. The National Center for Missing Children
was then contacted with appropriate information.
• Chief attended an eight hours Championing Diversity training (Franklin Covey) along with all City
department heads.
■ Invited CABoard members to participate in SPD's Laser Shot training at the WalMart sub - station.
■ Police Chiefs photos/history project completed by Gracy Posley. Project provided to three local museums.
New Business
• Dr. Hardy -Blake inquired re the public safety complex. Chief Tooley stated the City has to first acquire the
property from the State of Florida. Two million dollars have been set aside as start up monies for this project.
Dr. Hardy -Blake suggested having local officials visit the current police department to observe again, first hand,
the vital need for a new public safety complex. Chief Tooley commented the City's marketing team will be
assisting in this development. Dr. Hardy -Blake added profiling the positive on- goings in Sanford will be of
benefit.
• Mr. Carpenter inquired re the pitbull ordinance. Chief Tooley stated the City only has a vicious animal
ordinance. The ordinance was explained. Mr. Carpenter stated two pitbulls had attacked the neighborhood's
good dog. Chief Tooley added, sixty percent of fatal dog killings are committed by pitbulls.
There being no other business, the meeting was adjourned at 7:50 P.M.
