City Commission Chambers PRESENT: Mark McCarty, Helen Mausser, Agnes Knighton, David Daly, Mark Russi, Jerry Hargrett - Police Captain, and Gracy Posley Absent: Excused — Dr. Brenedette Hardy - Blake, Betty Jack, and Tom Carpenter, Sonya Banner and Nancy Roberts Audience: Lester and Anna McCollough (Hidden Lakes) Called to Order by Chairperson Mr. McCarty. Mr. McCarty requested the Minutes of September 13, 2006 be tabled due to their not being a quorum. Mindy Loehlein, Crime Scene Technician of the Sanford Police Department provided a CSI -like presentation of the duties and responsibilities of an SPD Crime Scene Tech. The CST van and equipment was displayed and explained. Old Business • None Captain Hargrett Address CAB ' Arthur Polk deadly crash at 3 St. /Avocado Ave. on October 8 Subject had rammed a vehicle his girlfriend was a passenger in. The subject was believed to be traveling eastbound on 3 St. at a speed of 85 mph. • October 7 weekend, a hit and run occurred of a male on a bicycle at S. Sanford Ave. A suspect has been questioned. • Sept. 30 Emergency Service Unit called out re a male suicide threat just north of the police department on Laurel Ave. The subject was Baker Acted. Several days later upon being released from the crisis unit, the subject wrote an apology letter re his actions and thanked police for him being alive. ■ At the October 9 City Commission meeting, funeral escorts by the police department with on -duty personnel have been discontinued. Mortuaries will now charge the family a fee for this service. Mortuaries will either utilize the Sanford Police Department off -duty officers (minimum of three officers per escort), or use a private service. • Power DMS is specifically designed for accredited law enforcement agencies. The secure web -based oriented system enables employees to more easily reference the hundreds of Department directives. The system will also enhance communication throughout the Department with its many features. • Legislative Issues presented to the City Manager - 1) Impound vehicles fleeing from law enforcement. Suggested for the owner to pay $500.00 for the return of their vehicle. $500.00 will go into the police department funds. 2) motorized scooters to be towed; owner to pay fine 3) Increase (from 21 days) juvenile sentencing re auto thefts. This is a national problem. Sixty -six percent of crimes are committed by teens. Mr. McCarty inquired of what is a fair sentence for teen crimes. Mr. Russi commented no drivers license should also be apart of the sentencing. Captain Hargrett stated with teens today, it's a status to go to jail. • SPD's Sergeants Exam scheduled for November 1, 2 and 3 will include written test 50 %, interview 25% and in- basket 25 %. ■ October 13 weekend Bikefest activities went well. The bikers were outstanding. CAB Minutes October 11, 2006 Page 2 of 2 ■ Sanford Police Department is preparing with extra security and traffic enforcement for the upcoming holiday seasons. New Business • Captain Hargrett commented re the deadly Amish school shooting approximately the week of October 9 Once gun shots are fired by the perpetrator, all negotiations cease. Police officers have started dialogue with the schools regarding school safety. And suggested each teacher is provided a school map and for the teacher to have a sense of direction in north, south, east and west. Mr. Russi commented re the emergency management plan in place at schools. There being no other business, the meeting was adjourned at 7:35 P.M. Minutes prepared by Gracy Posley, CABoard Secretary.
