City Commission Chambers PRESENT: Mark McCarty, Nancy Roberts, Helen Mausser, Sonya Banner, Agnes Knighton, David Daly, Mark Russi, Brian Tooley - Police Chief, and Gracy Posley Absent: Excused — Dr. Brenedette Hardy - Blake, Betty Jack, and Tom Carpenter Audience: Lester and Anna McCollough (Hidden Lakes) Called to Order by Chairperson Mr. McCarty. Mr. McCarty requested the Minutes of August 9, 2006 be adopted if there were no changes. Motioned by Mr. Daly, seconded by Mrs. Banner; Minutes were approved as written. Terms Expiring — David Daly (October 14 and Mark McCarty (November 11 Both members agreed to continue their membership. Old Business • Mrs. Banner inquired re two sexual predators in Mayfair Oaks and Celery Lakes. One sexual predator lives across from a park. Chief Tooley stated the sexual predators are properly registered and in full compliance. Sexual predator (1) and sexual offenders (55) are assigned individually to a police officer to monitor and provide a monthly report. The police chief, deputy police chief and police captain are also assigned a sexual offender. • The blocking of the mailbox cluster and the residents at Oakridge Ct. in Hidden Lakes has been resolved. Chief Tooley Address CAB • Sanford police participated in the Blue Mass September 11 commemoration at the St. James Cathedral in Orlando. Blue Mass has been celebrated since the 1930s. • Brano Zachardes, City Manager is visiting from Slovokia (ten weeks) via International City Managers Assoc. Mr. Zachardes city commission had 60 commissioners; they now have 30 commissioners in a city of 10,000. They are in the process of developing a democracy. Mr. Zachardes will rotate throughout each City department. He worked with SPD one week in all divisions /units of the department. • September 1 and 15 training will be provided for SPD female officers. Encouraging team building, upward mobility and the utilization of all employees' talents and abilities. The instructor of this training is a conflict resolution specialist and organizational behaviorist. • Wellness program being initiated for all police department employees. • Past to current Police Chiefs project has been completed by Gracy Posley. This compilation will be mounted in the police department's lobby. Data and photos will also be forwarded to the three local museums. • Chief Tooley and Captain Hargrett have taken the initiative to visit a local church monthly. • Conditional offers were given to eight police applicants. Upon the ongoing background investigation, only two applicants remained. The background investigation process for a police officer is extensive, but significant. CAB Minutes September 13, 2006 Page 2 of 2 • Crime in the Black Community planning being sponsored by the Attorney Generals Office will be held in Orlando, May 2007. ■ An automated fingerprinting system is being considered for all City employees. Results are available within twenty -four hours rather than awaiting the results from mailing out the fingerprint card. Human Resources, utilities and police department to share the cost. • The November 2006 Referendum (public safety complex) has been moved to March 2007. The State is creating a document to award the City a grant to purchase the Farmers Market property from the State. New Business ■ Mrs. Banner informed Chief Tooley, Millennium Middle School's PTA is sponsoring a family dinner September 25 6 P.M. A speaker is needed re MySpace.com. A speaker for Red Ribbon Week (drugs, alcohol and gangs), October 23" 31 is needed as well. • Mr. McCarty commented regarding Sanford's seatbelt operation viewed on the news September 1 weekend. Chief Tooley stated such operations are performed periodically. Mr. Lester McCollough (audience) and Mrs. Mausser thanked Chief Tooley and the Sanford traffic officers for the effective traffic operation in Hidden Lakes on September 7th There being no other business, the meeting was adjourned at 7:35 P.M.
