PRESENT: Mark McCarty, Tom Carpenter, Helen Mausser, Agnes Knighton, David Daly, Betty Jack,
Brian F. Tooley -Chief of Police, and Gracy Posley
Absent: Excused — Dr. Brenedette Hardy - Blake, Mark Russi and Sonya Banner
Audience: Lester and Anna McCollough (Hidden Lakes)
Called to Order by acting chairperson Mr. Carpenter. Mr. McCarty took lead of the meeting at 6:45 P.M. upon
his arrival.
Mr. McCarty requested the Minutes of March 8 and April 12 2006 be adopted if there were no changes. The
Minutes were approved as written.
Deputy Chief Presley Address CAB
• SPD's annual Employee Awards program was June 8 at the Civic Center. One highlight of the program was
two youths received a Community Award for assisting in saving their friend's life. The surviving youth had a
seizure then fell into a ditch filled with water. One youth hurried away to call 9 -1 -1 while the other stayed with
his friend.
' Nine police officers hired May 22 This includes six of the first ten officers the City Commission has
committed to (ten officers per year for the next five years). Staffing is looking good; it has now leveled off.
Mr. McCarty inquired if the new officers were rookies? Deputy Chief Presley explained this group included a
cross - section of police officers.
• Invited members to Sanford Police Appreciation Night, Friday, June 23 7 P.M. River Rats will host the
game at the Mellonville Avenue Stadium. Chief Tooley will throw the first pitch. Admission is free at all
games.
• Public Safety Complex — Mentioned Dan Ping's article of April 9, 2006 re SP.D. /no public safety complex.
Deputy Chief Presley relayed to members Chief Tooley's thanks to the CABoard for their support and
Mr. Daly's Letter to the Editor of April 30, 2006.
Email received that City Manager Yehl and Mayor Kuhn will meet with the City Commissioners on June 14 re
the West 13 St. State Farmers Market property. The City of Sanford has had positive communications with
Commissioner Bronson's office of Tallahassee. The City has offered to accept the property and indemnify the
State from any pollution matters.
Mr. Carpenter commented Mr. Greishaber's (former City Manager) approach was too strong with the State.
Stated officers' moral cannot be very high coming to a police department of such small size. It is inevitable a
police department is needed. The City "need" not "want" a police department. Deputy Chief Presley stated
Mr. Yehl's approach regarding the 13 St. property was different from Mr. Greishaber's.
Mr. Carpenter mentioned a crucial traffic accident in an area of Sanford Avenue on June 9 night. Stated he
panicked when he saw the crash, but police officers handled the incident just fine. Illustrating the importance of
the police officers, their training and experience.

■ Juneteenth will be held June 17 at Fort Mellon Park; all are invited.
■ Hurricane shutters have been installed at the Police Department. SP.D.'s Training Room is the EOC
(Emergency Operating Center) during hurricanes and City emergencies.
New Business
N MI. Carpenter distributed "shake lights" to members present. These flashlights operate for a reasonable period
of time via electrons by being shaken.
• Mr. McCarty inquired re Officer D. Shamar's discrimination claim printed in the newspaper. Deputy Chief
Presley replied the Sanford Police Department is proactive on all employees being treated fairly. He also
commented Chief Tooley, Captain Hargrett and himself have asked if the final decision of the claim will
negatively affect anyone. P.D.'s Administration feels confident no discrimination will be the result of the claim.
There being no other business, the meeting was adjourned at 7:15 P.M.
