Wednesday, April 12, 2006 6:30 P.M.
City Commission Chambers
PRESENT: Mark McCarty, Betty Jack, Agnes Knighton, David Daly, Mark Russi, Brian F. Tooley -
Chief of Police, and Hallie Willis
Absent: Excused — Dr. Brenedette Hardy - Blake, Tom Carpenter, Helen Mausser, Sonya Banner
and Nancy Roberts

Called to Order by Chairperson Mr. McCarty.
The Minutes of March 8, 2006 were tabled due to there not being a quorum.
Chief Tooley Address CAB
• Short video shown regarding clothing worn to school by children and how their clothing conceals
weapons. Video showed the importance of a dress code.
• Nancy Roberts had contacted Chief Tooley regarding the Rinker Plant on 25 Street relating to the
Public Safety Complex. The City recently purchased two lots next to the Rinker Plant and the
cemetery. City officials do not feel this is a good site for a public safety complex. This property was
purchased for Public Works. At this location, a cement plant would be on one side, a cemetery on the
other, then a Public Works building. This is not a good visibility location and is too far south for the
Fire Department.
• Commented reference Dan Ping's news article of April 9 Mr. Ping does not feel the referendum
will pass. Chief Tooley disagrees. Some residents of18 Street have concerns. We are working with
these residents and the residents in Goldsboro to attempt an alternative location.
There is a location on 13 Street just west of the Ice House. This location would involve buying
houses and a church. This will increase the cost of the project. There could possibly be residents that
do not want to sell. There are some community leaders that are encouraging residents to sell. It is
unsavory to force people out of their homes that have lived there, just for the sake of to "keeping the
green space" on 18 Street.
• All supervisors attended a Stress Awareness /Suicide Prevention class today, April 12 Lake Mary
and Sanford Police Department shared the cost for the training. This trainin�q was via the Catholic
Social Services. The instructor is a former police officer. Beginning April 13 and for the next four
weeks all employees will be attending this training.
• On April 15, 2006, Chief Tooley will be attending a memorial service for a Public Safety dedication
at the Oaklawn Cemetery.
• On April 8 Chief Tooley called a reorganization meeting with Deputy Chief Presley and Captain
Hargrett. There is now a noon to midnight rotating shift. Two smaller districts in Goldsboro and the
Historic District. The lieutenants were also called in April 8 and made aware of the changes. The
Deputy Chief, Captain and Chief Tooley met with all the supervisors for one and a half hours on April
8 discussing issues and improvements were made.

New Business
• Mr. McCarty recommended sending a letter in a positive response regarding Mr. Ping's article (April
9 of the Police Department. Mr. McCarty stated the Police Department is an essential part of the
community.
Mrs. Jack suggested sending the response to the Orlando Sentinel and the Seminole Herald.
Mr. McCarty recommended the letter of response be addressed to the editor and for the letter to also
be sent to the City Commission and City Manager.
Members present are in agreement of the response letter. Mr. Daly will draft the letter. Summary
papers regarding the public safety complex will be provided to Mr. Daly.
■ Mrs. Knighton stated she is having a problem with the business behind her residence. Chief Tooley
stated he will have someone contact her.
• Mr. Daly is thankful the streetlights have been repaired on Park Avenue following a traffic crash.
The streets were absent of lights for quite some time.
• Mr. McCarty inquired of the one way street, Scott Avenue off of Celery Avenue. Chief Tooley
responded there is a No Left Turn; you cannot turn in off Celery Avenue, traffic only exit to Celery
Avenue. Calls are received from homeowners saying vehicles are turning the wrong way into Scott
Avenue. Instead of drivers waiting for the traffic light at Celery Avenue and Mellonville Avenue, they
were using Scott Avenue as a cut through. Commissioner Woodruff evaluated many different
options; this was the best alternative. Now, to turn on to Scott Avenue is deliberate. The traffic
officers perform traffic control at this location and citations are written.
■ Mr. McCarty stated he read in the paper regarding Larry Dale having an interest to offer extra
money for the roads near the Airport. Mr. McCarty inquired how this offer involved Celery Avenue.
Chief Tooley responded he did not know, but the City and the County have had discussion of
upgrading Celery Avenue. Much of Celery Avenue is in the County. The road is well below City
standards and needs to be improved. This project will cost several million dollars.
There being no other business, the meeting was adjourned at 7:40 P.M.
