PRESENT: Mark McCarty, Helen Mausser, Tom Carpenter, Betty Jack, Mark Russi, Brian F.
Tooley -Chief of Police, and Gracy Posley
Absent: Excused — Dr. Brenedette Hardy - Blake, David Daly, Sonya Banner, Agnes Knighton,
and Nancy Roberts
Audience: Lester and Anna McCollough (Hidden Lakes)
Called to Order by Chairperson Mr. McCarty.
Mr. McCarty requested the Minutes of January 11, 2006 be tabled due to their not being a quorum.
Chief Tooley Address CAB
• Orlando- Sanford Airport mock disaster was held February 7 ". This field exercise involved several
local law enforcement agencies, Fire department and SWAT /ESU. Everyone learned what could be
done for enhancement.
Mr. Carpenter stated SWAT utilized GPS devices while in the woods during this exercise.
Mr. Carpenter informed members of a recent arrest at the Orlando- Sanford Airport. A subject from
England was taken -down by airplane passengers after he had become out of control. The suspect
had his own flask with alcoholic beverage.
•Chief Tooley along with other local police chiefs met February 2nd at Winter Park Police Department
re Rapid Deployment during hurricanes /emergencies. Thirty officers per district, sixteen districts in
Florida. Plan to be in effect by the Fall. This deployment (fully equipped, self- contained) is through the
Florida Police Chiefs Association.
Mr. McCarty inquired re the approximate cost for self- containment. Chief Tooley stated the cost is
unknown, but FEMA reimburses for everything with documentation.
E A Citizens on Patrol academy will start March 1 at the Sanford Police Department. Twenty -one
applicants have been selected to attend
• SPD's Staffing presentation to be presented to the City Commission on February 13 re Chief
Tooley's request of more police officers
• Chief Tooley will meet with SPD supervisors on February 14 re Human Resources
Classification /Compensation Study which will evaluate all City positions
•On February 17 Sergeants G. Smith and A. Raimondo will graduate from the Southern Police
Institute for managers. This ten -weeks law enforcement management course is a requirement of
Chief Tooley's for all SPD lieutenants and sergeants to complete
■ City of Sanford has taken over Sanford Housing Authority. Captain Hargrett is SPD's representative
with the Housing Authority
■ Mayor Kuhn, City Manager Yehl, and the City Attorney took a trip to Tallahassee. The State of
Florida will not donate State Farmers Market property to the City of Sanford. The State has expansion
plans for the Farmers Market.

Old Business
■Mr. McCarty inquired is there any new technology for apprehending suspects in fleeing vehicles?
Chief Tooley is a Board member of the Florida Police Chiefs Association. FPCA will be approaching
legislature re more severe sentencing for juvenile, car theft criminals. Chief Tooley mentioned the
usage of stop- sticks, but usage is limited.
New Business
IBM. McCarty inquired re children bringing look -alike guns into the schools. (referring to the Milwee
Middle School deputy /student shooting) Mr. Russi commented standard procedures are set in the
operations manual re incidents of this nature. Surely, when matters of this significance occur, school
administrators meet re "is there anything they can improve" regarding the safety of everyone.
There being no other business, the meeting was adjourned at 7:50 p.m.
