HomeMy WebLinkAbout011106 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, January 11, 2006 6:30 PM City Commission Chambers PRESENT: Dr. Brenedette Hardy - Blake, Nancy Roberts, Helen Mausser, Sonja Banner, David Daly, Agnes Knighton, Tom Carpenter, Betty Jack, Mark Russi, Brian F. Tooley -Chief of Police, and Gracy Posley Absent: Excused — Mark McCarty Audience: Lester and Anna McCollough (Hidden Lakes) Called to Order by Vice - Chairperson Dr. Hardy - Blake. Dr. Hardy -Blake requested the Minutes of December 14, 2005 be adopted if there were no changes. Motioned by Mrs. Jack, seconded by Mrs. Mausser; Minutes were approved as written. Chief Tooley Address CAB • December 17 weekend, Investigations and Patrol worked quickly as a team (text book case) in identifying suspects in a homicide (knifing) at Franklin Arms Apartments. • New Volunteer Program Coordinator (Joseph Wiggins) came on board January 3 He will continue building /retaining volunteers. • Sanford police will be in attendance at the ML King banquet scheduled at the Civic Center on Saturday, January 14 6:30 p.m. The ML King parade is Monday, January 16 10 a.m. • Chief Tooley attended the Florida Police Chiefs Association conference in St. Augustine January 8 — 1 0 th . SPD Officer Willis, Central Florida Law Enforcement Explorer Academy provided a presentation at the FPCA conference and received a $2,000. donation from FPCA for the Explorer Academy. Chief Tooley is a Board member of the Florida Police Chiefs Association. FPCA will be approaching legislature re more severe sentencing for juvenile, car theft criminals. Currently, juveniles receive only up to twenty -one (21) days for this crime. Many of them are repeat offenders. • Chief Tooley mailed a letter to Mr. Daniels of the Governor's office re will or will not the City of Sanford be donated the W. 13 St. property re a public safety complex. Mayor Kuhn and City Manager Yehl are to meet with Charles Bronson the week of January 13 in Tallahassee re this property. Mr. Carpenter mentioned bumper -to- bumper traffic (25 St. to City Hall via Hwy 17 -92) in Sanford compared to seven years ago. The City is growing; a public safety complex is a must. • Chief Tooley has submitted SPD's Five Year Personnel Plan. This plan is seeking ten officers per year for the next five years. New Business • Dr. Hardy -Blake inquired re attrition and Sanford police officers leaving the agency. Chief Tooley commented other agencies are offering better pay and promotional opportunities. Sanford police officers have the highest level of service calls in the area. Sanford police officers receive reasonable salary, benefits, and equipment. CAB Minutes January 11, 2006 Page 2 of 2 Dr. Hardy -Blake inquired re Winter Springs Police Department are in the process of becoming nationally accredited and are not having an attrition problem. Chief Tooley commented it is being considered Sanford police officers sign a contract committing to two -years employment minimum. We continue to work on retention strategies. Dr. Hardy -Blake stated school resource officers can be a contact via students/parents s parents re the upcoming public safety building referendum. Chief Tooley stated he likes the idea of SPD /Sanford Middle School or local schools partnering re the referendum. Mr. Russi (principal, Sanford Middle School) suggested SPD begin attending the school's parents meetings. • Mr. Carpenter commented re the TV show CSI (crime scene investigation). Stated CSI is now popular on television and video games. Feels a CSI connection between SPD /schools would be useful.
