HomeMy WebLinkAbout110905 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, November 9, 2005 6:30 PM City Commission Chambers PRESENT: Mark McCarty, Nancy Roberts, Betty Jack, Helen Mausser, Sonja Banner, Tom Carpenter, Dr. Brenedette Hardy - Blake, Brian F. Tooley -Chief of Police, and Gracy Posley Absent: Excused —David Daly and Agnes Knighton, Audience: Lester and Anna McCollough (Hidden Lakes) and Bob Eckerstrom (Hidden Lakes) Called to Order by Vice - Chairperson Mr. McCarty. Mr. McCarty requested the Minutes of August 10 and September 14, 2005 be adopted if there were no changes. Motioned by Mrs. Mausser, seconded by Mrs. Roberts; Minutes were approved as written. Mr. McCarty requested nominations for the Chairperson Election. Mrs. Roberts declined the nomination from Mrs. Mausser. Mr. Carpenter nominated Mr. McCarty (Vice- Chairperson) as Chairperson. The nomination was seconded by Dr. Hardy -Blake for Mr. McCarty to be Chairperson. Chief Tooley nominated Dr. Hardy -Blake as Vice - Chairperson. The nomination was seconded by Mr. McCarty for Dr. Hardy -Blake to be Vice - Chairperson. Chief Tooley Address CAB ■ SPD chaplains are arranging Stress Awareness training for all employees via specialist Tom Gillan and a mother of a police officer. "City Manager Sherman Yehl will meet with each department head monthly. Chief Tooley met with Mr. Yehl One on One, November 8th 'Wormer Interim City Manager Eugene Miller is under contract with the City of Sanford until approximately December 2005. Before his departure, he will evaluate the SPD focusing on the level of service and the budgeting process for the Finance Department. The evaluations and results will be discussed at the City Commission meetings. • City Manager Yehl and Chief Tooley discussed reports reflect in 2050, Sanford's population is anticipated to be 160,000. This averages to 5.1% growth annually. Officer /employee staffing, monies, career development programs and development of managers and supervisors will be essential for this growth. ■ SPD's Emergency Services Unit consists of one lieutenant and 10 police officers. From November 28 through December 2 ESU is in tactical training at Camp Blanding. This training includes procedures for active shooter situations, surveillance stakeouts, critical incidents, barricaded gunman and search warrants. • Mr. McCarty inquired of what happened with the W. 13 St. property (contaminated). Chief Tooley stated the City of Sanford received a final answer from the Governor's office they would not be donating the property. Chief Tooley commented reference the property east of Sanford Middle School which is a good site for the public safety complex. The anticipated cost of this building has gone from $12 million to $18 million. CAB Minutes November 9, 2005 Page 2 of 2 Mrs. Banner inquired if the new building would include growth of employees? Chief Tooley responded this building will include growth up to the year 2015 and will also have space for added extras. • Mr. McCarty commented regarding recent officer deaths and incidents, officer safety and bullet- proof vests (Orange County Deputy paralyzed, University of Central Florida special detail police officer killed and Daytona Beach police officer killed). Chief Tooley stated these incidents have enlightened him and other law enforcement agencies to re- examine policy reference officer safety. New Business • Mr. Carpenter appreciates the City of Sanford's recent nuisance calls ordinance. If more than three nuisance calls are received within a 30 day period, the owner will be fined $250.00, then $500.00. Chief Tooley advised the City Attorney is crafting courtesy and warning letters. House and commercial alarms in excess are considered as nuisance calls. • Mrs. Banner inquired why is Millennium Middle School gates closed in the afternoons (near the Smoker's Express during Seminole High School's afternoon closing)? Chief Tooley will make contact with the school resource officer. • Bob Eckerstrom (Hidden Lakes resident) has concerns of drinking /speeding drivers on Hidden Lake Dr. who are also pitching trash on the roadway. The yellow No- Passing lines cannot be seen on the road. Stated the sidewalk near Hidden Lakes pool and Lowes needs to be extended; it is used as a cut through. Chief Tooley will examine these concerns. Mr. Eckerstrom commented regarding one (1) juvenile that has been arrested thirty -three (33) times for stealing vehicles. Chief Tooley explained the criminal justice system process. The maximum time for a juvenile arrest of this crime is twenty -one (21) days. • Mrs. Mausser informed members of the Hidden Lakes poolside neighborhood watch cookout of December 10 12 p.m. There being no other business, the meeting was adjourned at 7:30 p.m. Minutes prepared by Gracy Posley, CABoard Secretary.
