Tooley -Chief of Police, and Gracy Posley Absent: Excused —David Daly, renedette Hardy-Blake, T y, B Tom Agnes Carpenter, and A p 9 Knighton Called to Order by Vice - Chairperson Mr. McCarty. Mr. McCarty requested the Minutes of August 10 be tabled due to their not being a quorum. The chairperson election was tabled as well. Police Chief Tooley introduced Sgt. T. Raimondo of the Sanford Police Department's Street Crimes Unit. Sgt. Raimondo introduced himself, Officers D. Shamar, J. Holt with six p ear old passive K9 Y Duke, and J. Faircloth. This Unit has been in effect since June 2005. This special enforcement team works the crime "hot spots" in the City. A crime analyst program has been implemented to assist the officers with specified locations of crime activity. Since the Unit's execution, it has effected 300 arrests with K9 being deployed 144 times. These arrests have been with no citizen complaints. These officers engage in proactive enforcement with a zero tolerance attitude. Officer Shamar commented much of the Unit's intelligence comes from community meetings that individual members attend during varied dates. He informed the Board of the police department's association with the Sanford Boxing Club involving ages 10 – 17 years of age. Currently there are 15 children enrolled in the program. Richard Davis, a 15 year old boxer was introduced with an upcoming boxing tournament in Tampa. The boxing club is insured via USA Boxing. This program was initiated one year ago by Mr. Rick Russi. Officer Holt spoke regarding his partner, passive K9 Duke. Duke sniffs six various drugs, humans, vehicles, and packages. Duke has national certification. Chief Tooley Address CAB ■ Thirty -five of one hundred sixteen SPD officers have volunteered to assist in the Gulf Coast Hurricane Katrina crisis. If deployed, deployment will be for fourteen days. The Sanford Police Department is on the list of the State Emergency Operations Center. Agencies /officers must be totally self- contained following a storm. Second -phase camps have been established for this disaster. ■ Initially City officials selected Rick White as the new City Manager. Negotiations between Mr. White and the City did not come together. The City has selected Robert Yehl from Texas with a population of 80,0000. He is schedule to start with the City October 10 ■ Chief of Police Chief Tooley will provide the City Commission with a public safety complex update on October 10 This update will include options for constructing a complex, possible locations, and cost. One option to be considered is a metal building with a specialized exterior appearance, compared to a concrete building. The option of a public safety metal building being located at the Sanford Airport is being considered. If at the Airport, the building could be occupied within nine months following signing the contract. This building would be rented for twenty years and the City still would not own it. The approximate cost being $9 million. Ms. Banner inquired to Chief of Police Tooley statistics regarding a metal building withstanding hurricanes. ■ Larry Dale sworn -in September 8 as a police officer by the Sanford Airport Authority. CAB Minutes September 14, 2005 Page 2of2 'Sanford Police Department is being assisted by the Florida Department of Law Enforcement regarding two security guards (not Sanford police officers) in the shooting death of a sixteen year old at County Lake Apartments on July 16, 2005. The NAACP has made inquiries regarding this investigation. Chief of Police Tooley met with the NAACP; this incident is actively being investigated. Parties involved and concerned will be contacted immediately upon the findings. "SPD's revised website has been improved and is "looking good". s lookin o od .
