CITIZEN'S ADVISORY BOARD
Minutes
Wednesday, August 10, 2005 6:30 PM
City Commission Chambers
PRESENT: Tom Carpenter, Mark McCarty, Nancy Roberts, Agnes Knighton, Betty Jack, Helen
Mausser, Brian F. Tooley -Chief of Police, and Kenna Artis (for Gracy Posley)
Absent: Excused —David Daly, Sonya Banner, and Dr. Brenedette Hardy -Blake

Called to Order by Vice - Chairperson Mr. McCarty at 6:35 pm.
Mr. McCarty motioned to approve the Minutes from July 13, 2005 as written.
Police Chief Tooley suggested the Board table the election for Chairman/Vice Chairman for the next
meeting since not all members of the board were present. Police Chief Tooley also mentioned a
campaign to fill the one additional vacancy.
Police Chief Tooley advised School Resource Officers were currently devising a plan to help ease the
flow of traffic during Bentley Elementary's peak hours. Many of the traffic problems on Oregon
Avenue are due to parents dropping off/ picking up students.
In response to whether or not taxes would decrease after an increase in the City's revenue, Police
Chief Tooley advised the City would be allowed to rework the bond if the City obtained additional
funding; taxes can then be shortened.
Police Chief Tooley advised there were no illegal /suspicious activity reported at China Star
Restaurant.

SPD Public Safety Newsletter was introduced to the Board by Police Chief Tooley. Chief Tooley
explained the expected dynamics and alterations regarding the public safety building to the Board.
The City Commission voted to postpone the referendum from November 2005 to Spring 2006.
Police Chief Tooley polled the Board inquiring if they felt Sanford citizens would oppose the tax ref.
the new building. Ms. Helen Mausser commented citizens would probably support the tax if they
could tour the current police station and personally view the conditions in which the staff has to work.
Ms. Agnes Knighton commented citizens have to be motivated possibly via flyers to churches, etc.
Ms. Betty Jack suggested targeting the younger homeowners who might have smaller children and
depend on police presence to help keep neighborhoods safe.
Mr. McCollough, citizen in the audience, commented the majority of citizens in Seminole County are
retired and with proper advertising techniques, could be motivated to vote in favor of the tax increase.
Mr. McCarty introduced an article from a local Milwaukee newspaper regarding the building of a new
public safety complex. The newspaper article suggested the majority of the Milwaukee citizens voted
in favor. It was noted that the citizens did, in fact, take a tour of the police department prior to their
decisions.
Mr. Carpenter mentioned to assess the needs of SPD aside from FD. Mrs. Nancy Roberts inquired if
a grant can be obtained. Police Chief Tooley advised SPD received a site specific grant good for use
at the specific property listed. He also advised the site for the new public safety building has since
changed due to not having the approval to purchase the land. Police Chief Tooley advised, as an
alternative, Captain Hargrett will meet with Larry Dale, Sanford Airport Authority CEO, with regards to
building /leasing a police facility.
There being no other business, the meeting was adjourned at 8:00 pm.
