HomeMy WebLinkAbout071305 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, July 13, 2005 6:30 PM City Commission Chambers PRESENT: Mark McCarty, Tom Carpenter, David Daly, Helen Mausser, Sonya Banner, Brian F. Tooley -Chief of Police, and Gracy Posley Absent: Excused —Dr. Brenedette Hardy - Blake, Betty Jack, Agnes Knighton and Nancy Roberts Audience: Lester and Anna McCollough Called to Order by Police Chief Tooley. At 7:00 p.m. Police Chief Tooley turned the meeting over to Vice - Chairperson Mr. McCarty who had been stuck in traffic. Police Chief Tooley welcomed new Board member Sonya Banner. Mrs. Banner and Board members present exchanged introductions. Mrs. Banner is also an active parent with the Parents Teachers Association. Mr.McCarty requested Minutes of June 8, 2005 be tabled due to there not being a quorum. The Chairperson Election due to Bill Gibson's retirement/resignation is table for the August 5, 2005 meeting. Chief Toolev Address CAB . July 4 celebration was again a great success. It is estimated over 100,000 people were in attendance. Traffic was clear in forty -eight minutes. Sanford police was assisted by 200 local law enforcement officers. • Shared a letter with the Board that was distributed to police department employees regarding definitive plans for the proposed public safety complex. The City is seeking a straightforward answer from the State of Florida regarding the Farmers Market property being donated to the City for a public safety complex. Mrs. Mausser inquired regarding citizens contacting the City Commission reference the need of a new public safety complex. She also mentioned the idea of a tour /open house of the current police facility. Police Chief Tooley is in agreeance. Mr. and Mrs. McCollough (audience) made the suggestion to advertise the police department's need of a new facility in the newspaper. Mr. Carpenter commented Sanford police has the finest officers in the county and are deserving of a new building. Much has changed in the past seven years. Mr. Daly inquired if there would be other items to vote upon at the November 8 referendum election? Police Chief Tooley stated no other items will be on the ballot. Mr. Daly would like to walk his precinct in October 2005 to inform the residents of this upcoming event and project. Mrs. Banner inquired how long will the taxes be increased? Police Chief Tooley stated approximately twenty years. •Mr. McCarty stated the City continues to grow. Now is the time to increase taxes if there is going to be an increase. CAB Minutes July 13, 2005 Page 2of2 • Chairperson Mr. Gibson's service plaque as a former member has been mailed to him as he has relocated. • The City of Sanford has postponed its Sexual Offender ordinance for four weeks. The Seminole County Sheriff's Office will provide a Sexual Offenders and Sexual Predators county -wide ordinance presentation at the City Commission Work Session of July 25 • The Sanford Police Department is in the process of qualifying via the State Emergency Operations Center for storm readiness response to other cities. To be reimbursed by FEMA an organization must be "self contained ". • Officer W. Willis received the City of Sanford's Employee of the Month award for July. In addition to Officer Willis's customary police duties, he has lead the police department's Explorers Unit for the past five years and is the creator of the Central Florida Law Enforcement Explorer Academy that was established July 2003. Officer Willis has given of himself unselfishly for the betterment of our youth. • There are forty students' ages 13 through 18 enrolled in the Explorer Academy scheduled July 10 — 23 at Seminole Community College with the Sanford Police Department being the primary sponsor. The students with an eye toward law enforcement will engage in three levels of law enforcement that will include firearms and safe driving. New Business • Mrs. Banner — Traffic assistance is needed at Oregon Ave. reference street blockage from traffic flow of Bentley Elementary during peak school hours. • Mr. Daly — if the City's revenue increase, will citizens taxes decrease due to public safety complex? • Mr. Carpenter - suspicions of illegal activities in the rear parking lot of China Star restaurant.
