HomeMy WebLinkAbout060805 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, June 8, 2005 6:30 PM City Commission Chambers PRESENT: Bill Gibson, Betty Jack, Helen Mausser, David Daly, Agnes Knighton, Dr. Brenedette Hardy - Blake, Brian Tooley - Chief of Police, and Gracy Posley Absent: Excused — Mark McCarty, Tom Carpenter and Nancy Roberts Called to Order by Chairperson Mr. Gibson. Mr. Gibson requested Minutes of May 11, 2005 be adopted if there were no changes. Motioned by Mr. Daly, seconded by Mrs. Mausser; Minutes were approved. Chief Toolev Address CAB ►Ofr. M. Bernosky returned to light duty June 7. This officer was out on sick leave due to blood dots from his left ankle surgery. He must engage in active walking and activity. He cannot sit idle for long periods of time. /Ten students will graduate from SPD's Citizens on Patrol academy June 15. Two of these graduates are computer knowledgeable and will be assisting in SPD's website re- design. Sonja Banner was interviewed by Police Chief Tooley on May 26. She will be in attendance at the July 13 meeting. /Lt. R. Daugherty has been temporarily assigned to City Manager Miller as a Special Assistant until approximately October 2005. Mr. Daugherty will be assisting the City Manager with all City departments. ►Distributed /spoke regarding a packet re Sanford's Proposed Public Safety Facility. In order for Sanford to be a full - service police department, it is imperative the City of Sanford invest in a new public safety facility. Architect Design Group, the City's purchasing agent, and the police and fire chief recently had a meeting re the public safety facility. Police Chief Tooley discussed the following with the CABoard regarding a new public safety facility — an 80,000 square foot building which will support in excess of 200 police and fire employees, funding the $18,000,000. project through a bond referendum in November 2005, police department needs, W. 13 St. property assessment re pollution, projected timelines for the master plan development to be concluded by July 2005 and groundbreaking during October 2006, with an anticipated dedication November 2007. The building design will be prepared by Architect Design Group which also offers ways for petitioning citizens re this project. Mr. Gibson commented campaigning might be restricted but, the CABoard can be aggressive in locating groups that are supportive of this development. Mr. Gibson suggested a virtual tour of the police department be placed on SPD's website. Mr. Daly stated the growth of the City, calls for service and funding a new public safety facility is good data to be shared with the citizens. Dr. Hardy -Blake added Sanford is the only municipality in Seminole County without a new police building /public safety complex. CAB Minutes June 8, 2005 Page 2 of 2 Sanford City Commission is considering a sexual offender ordinance similar to the City of Oviedo's whereas a convicted sexual offender is prohibited from living within the City of Sanford when their residence lies within 2,500 feet of specified locations (schools, day care centers, public parks, public and private playgrounds and private recreational open spaces, facilities and areas within subdivisions, libraries and churches, whereas the victim of the offense for which the conviction resulted was sixteen (16) years of age or less. Mr. Daly inquired if the City's ordinance would preclude sexual offenders not within the City. Commenting the County has not yet established an ordinance. Advertisements are underway to fill the City Manager's full -time position. A seasonal and experienced City Manager is being sought. New Business Lori and David Willis attended the CABoard meeting with a petition requesting an additional fifty police officers for the purpose of street/community patrol duties. Police Chief Tooley and Chairperson Mr. Gibson suggested the Willis's bring their request to the attention of the City Commission. The petition is not encouraged. /Mr. Gibson read his letter of resignation effective June 9, 2005. His thirty -years retirement from the public schools system will be effective July 8, 2005, with him relocating to Sebastian, Florida effective July 15, 2005.
