PRESENT: Bill Gibson, Nancy Roberts, Mark McCarty, Betty Jack, Helen Mausser, David
Daly, Agnes Knighton, Brian Tooley - Chief of Police, and Gracy Posley
Absent: Excused — Dr. Brenedette Hardy -Blake and Tom Carpenter
Called to Order by Chairperson Mr. Gibson. Mr. Gibson requested Minutes of April 13,
2005 be adopted if there were no changes. Motioned by Mr. Daly, seconded by
Mrs. Roberts; Minutes were approved.
Presentation
Police Chief Tooley pronounced Lieutenants J. McAuliffe and C. Collison and Sergeant J.
Santiago of the Criminal Investigations Section to introduce themselves as they did. They
provided a presentation regarding how crime issues are being addressed in Sanford.
Police Chief Tooley tasked these officers with the assignment to lower the crime rates in
Sanford. Lt. Collison spoke of CompStat. A program that use intelligence information
through statistics reference how to deal with crime statistics. In order to provide
confirmation of crime decrease, the police department had to be re- structured. The City's
division line at Highway 17 -92, east and west are the separation boundaries. The police
department's program similar to CompStat is PART (Priority Action Response Team) that
meets each Monday morning. As stated by Lt. McAuliffe, PART's overall concept is to
reduce crime by a significant percentage. At least a ten percent decrease as requested by
Police Chief Tooley. Lt. Collison commented because of stealthy surveillance operations,
officers have been able to put fear in criminals that an officer "could be in the bushes" at
any time. Lt. McAuliffe stated criminals are literally being caught in the act due to covert
officers and the mission to reduce crime in Sanford.
Mr. McCarty inquired of what resources you do not have you wish you did have.
Lt. McAuliffe commented more manpower is always needed and the City is growing.
Lt. Collison stated there is a minimum manning for staffing each day. Officers are
endeavoring to do more with less.
Mrs. Roberts inquired as to what type crimes are mapped. Lt. McAuliffe advised burglaries,
major and significant crimes. Software and statistics are used from Sanford Police, the
Sheriff's Office and UCR stats.
Mr. Gibson commented he is absolutely blown away with the level of professionalism of the
Sanford police officers and applauded Police Chief Tooley in his difficult task.
Mr. McCarty stated in ten years these officers challenges will be even greater. Police Chief
Tooley commented the officers are very motivated and self motivated regarding the
reduction of crime in our town.

Old Business
Mr. Gibson commented School Resource Officer S. Dawkins continues to do an awesome
job at Sanford Middle School. Stated Officer Dawkins contributes to the mechanics
Sergeant A. Johns has established with the students and the school.

The next Citizens on Patrol academy will start May 24 with ten 1

City Manager E. Miller has met with all City departments. He visited SPD May 5 and 11.
May 23 City officials are to discuss 13 St. /Lake Ave. environmental property issues.
New Business
Mrs. Knighton inquired if the City of Sanford can purchase the old Hopper building and
property on Pine Ave. Mrs. Knighton would like to see the building remain. Police Chief
Tooley stated it is a historical building with much significance. A great deal of cost will be
involved to renovate this building.
Mr. Daly inquired if Police Chief Tooley perceived any challenges with the Taser. Police
Chief Tooley is convinced the Taser is a safe tool for law enforcement involving criminals.
The percentage is minimal for suspects dieing while in custody. There is no documentation
or evidence connecting the five second tase is the cause of a suspect's death.
Mr. Gibson inquired if Taser surveys are in effect. Police Chief Tooley, yes. One of
Taser's major built -in safeguards is the usage statistics.
Mrs. Roberts inquired is there a policy re Taser use in schools. Police Chief Tooley
commented the Taser is mainly used by weight. Police Chief Tooley stated Sanford Police
Department's Taser use requires active physical resistance — when a subject makes
physical evasive movement to defeat an officer's attempt to control. SPD officers receive
Taser training annually.
Mr. Daly complimented Mr. Gibson and Sanford Middle School reference their article in the
Sanford Herald, Star Byte Media Cafe. Mr. Gibson stated this program at Sanford Middle
School is to bring the community into the school with the children and carrying out the
completion of homework (studying and socializing).
There being no further business, the meeting was adjourned at 7:50 pm.
