HomeMy WebLinkAbout030905 rm min CITIZEN'S ADVISORY BOARD Minutes Wednesday, March 9, 2005 6:30 PM City Commission Chambers PRESENT: Bill Gibson, Nancy Roberts, Mark McCarty, Betty Jack, Helen Mausser, Brian Tooley - Chief of Police, and Gracy Posley Absent: Excused — Dave Daly, Dr. Brenedette Hardy - Blake, Tom Carpenter and Agnes Knighton Called to Order by Chairperson Mr. Gibson. Police Chief Tooley welcomed new member Betty Jack; she introduced herself to members present. Old Business Mr. Gibson commented regarding the Sanford Middle School, School Resource Officer training proposal presented to Chief of Police Tooley to partnership with the Sanford Police Department. This SRO training plan will teach and guide new SROs in the direction that will benefit the children, the school, the officers and the police department. Police Chief Tooley is very supportive of the idea. Police Chief Tooley has hopes of the new police building to abut to Sanford Middle School in effecting this relationship to another level. Chief Tooley Address CAB SPD boat purchased via Homeland Security Grant has been delivered to the police department. Officers interested in the Marine Unit will be cross - trained. SPD hosting (all Central Florida Law Enforcement agencies invited) 7 Habits of Highly Effective Law Enforcement, March 16. Sanford Police is the first local agency within the county to host such a workshop. Other agencies are favor the concept and are considering one agency host a similar workshop for all local agencies to attend annually. Mr. Gibson commented Governor Jeb Bush is a supporter of Stephen Covey founder of 7 Habits of Highly Effective People. Sean Covey (son) has remarkably written 7 Habits of Highly Effective Teens. New volunteer coordinator Jim Krzenski was hired February 23, 2005. Police Chief Tooley is very confident in Mr. Krzenski moving the volunteer program ahead. Commented regarding the police department's Five Year trend. Residential growth has increased, calls for service have increased, population has increased, sworn personnel have increased, serious crimes have decreased and the police department's budget has a noteworthy increase. SPD's PART (Priority Action Response Team) continues to look for ways in evaluating police services. Mr. Gibson stated this type of pro- activity is outstanding. CAB Minutes March 9, 2005 Page 2 of 2 New Business /Mrs. Roberts is a member of SPD's Website Design Committee. She stated the Committee members surf various law enforcement sites to enhance SPD's website and have located some constructive modifications. Mr. Gibson stated Sanford Middle has excellent website sources. Commented Front Page is a user friendly website program. He advised the individual(s) responsible for updating the website is extremely significant. /Mr. McCarty inquired if Sanford police officers are adequately paid? Police Chief Tooley responded SPD's pay is competitive, but could be higher. Bigger, higher paying agencies are recruiting SPD's police- officers. Mr. Gibson commented if an officer is good at SPD he will be good with the next agency. Police Chief Tooley stated recently ten quality police applicants for SPD were qualified for conditional officers, but PD could only select five for the allotted vacancies. The remaining five officers will very likely be selected by other quality agencies. /Mr. McCarty is elated he has not been seeing prostitutes in the area. Inquired if video cameras would be mounted on 1 Street. Police Chief Tooley commented it is an idea that can be considered regarding downtown events, crowds and certain intersections in the City. Mr. Gibson stated technology now provides wireless videos and the pricing for these devices continue to decrease. There being no further business, the meeting was adjourned at 7:50 pm.
