PERSONS WITH DISABILITIES NEEDING ASSISTANCE TO PARTICIPATE IN ANY OF THESE PROCEEDINGS SHOULD CONTACT THE PERSONNEL OFFICE ADA COORDINATOR AT 407- 330 -5626, 48 HOURS IN ADVANCE OF THE MEETING. • • Sanford Museum Advisory Board Meeting October 7, 2003 5:15pm at the Museum Present: Janice Springfield, Chairperson Charlie Carlson Jim Cara Grace Marie Stinecipher Patty Swann Art Woodruff, City Commission Liaison Alicia Clarke, Curator Julie Ellenburg, Secretary Guests: Chris Smith, Project Manager, Planning & Community Development Millard Hunt Absent: Serena Fisher Christine Kinlaw Best • Dr. John Morgan Meeting called to order at 5 :20pm by Chairman Janice Springfield. The Chairman welcomed guests Chris Smith, Project Manager for the City of Sanford, and Millard Hunt. The need for potential Board members was discussed. A replacement is needed for Richard Packard. Replacements may be needed for Board members with terms ending in November (Fisher, Best, and Morgan). Bettye Smith, Jeff Bales, Bill Kirchoff, Cal Conklin, and Tom Stevenson were mentioned as possible candidates. A lengthy discussion was held on the design and funding of the building expansion. Chris Smith advised the board that three Architectural /Engineering firms were sent requests for proposals for the building renovation design. By the deadline, October 3, 2003, only two firms had responded - Ray Scott and Burke, Hogue, & Mills. The proposals of both firms were above the $30,000 allocated for design. The Board will be advised when a decision is made regarding these proposals. Possible funding sources were discussed. The current projected cost is $300,000. The Board members mentioned the Seminole County Tourism Development grant and Chris Smith mentioned seeking a State Cultural Arts matching grant. Chris Smith recommended having a design committee. Art Woodruff suggested that the Museum Board members be on the design • committee. • Mr. Smith updated the Board on the plans for Fort Mellon Park and the Riverwalk. The Board and the Curator made the following suggestions for additions to the passive park area surrounding the Sanford Museum: Walkways that lead visitors from the Riverwalk to the front of the Museum. Improvements to Lake Carola that make it an asset, including a retaining wall and benches. A botanical garden component representing Sanford's agricultural heritage and including native plants. A few orange trees to represent Henry S. Sanford's contributions to the Florida citrus industry. A space or individual spots designated for the planting of commemorative and memorial trees. Additionally, the city requires all minutes to be forwarded to the City Clerk within five (5) working days after any meeting so that they are available to the public and the City Commission in a timely manner. There is no requirement that minutes contain discussion or other non - action verbiage -- just the motion (the action), who made and who seconded the motion, whether or not the motion was passed, and how each member voted. 411) On behalf of the City Commission and the City Manager, I thank you for your time and attention to this matter.
