SUBJECT: Henry Shelton Sanford Memorial Library & Museum
There are three major points of needs for the Henry Shelton
Sanford Memorial Library & Museum.
1. Need for facility expansion.
2. Need for book restoration.
3. Need for staffing for a full -time operation.
Item 1. Facility Expansion
The establishment of the Henry Shelton Sanford Memorial Library -
Museum by the Sanford City Commission in 1955 was a double edged idea.
One, to preserve the historical books /papers and artifacts of General
Sanford and two, to display and provide community education to its
citizens about the rich history of its community.
• The City Commission set up a Board of Trustees to guide the
direction of the Museum.
The City Commission responded twice, once in 1955 with the original
structure and again in 1975 with its first building expansion.
With the 1975 building expansion a part -time Curator was hired
and finally the Henry Shelton Sanford Library- Museum began to take
the desired direction. Immediately community education programs
began with exhibits and special education programs presented work
with school groups; boy scouts; and etc.
The community responded with participation and donation of
historical artifacts.
The Board of Trustees became frustrated because they had reached
a dead end based on what they could provide.
Needs that faced the Library- Museum was the need for more
exhibit space because the existing area is taken up with "fixed" exhibit
of General Sanford's artifacts. There is no work space or storage
space for assembling "seasonal" exhibits. There is no space for
research persons to use when they wish to use our resources. There
is no clerical or office space. We have many documents stored at
• Sun Bank in downtown Sanford that needs to be in Museum hands and
in a climatized - atmosphere and under security so it could be used
for display. The estimated additional needs based on existing building
space is 3500 square feet.
This would bring building up to 5200 square feet which would
be a great asset. Because of special features which will be required
such as vault, security regulated construction the price of $47.00
per square foot was used. The total project should cost $164,500.00.
Approximately three years ago the "Historical Preservation
Society" was formed as a support group for the Henry Shelton Sanford
Library - Museum to assist and support the operation any way it could
and took as its primary goal to raise funds to help expand the
existing facility. This group has plans to kick off a building fund
to assist with construction costs. They hope to be able to help
match the City of Sanford's input to show community support. There
are several "cross- over" members of the board of trustees who also
are members of the "Preservation Society ".
The bottom line is that the Board of Trustees are looking for
the City of Sanford to take the initiative and commit its support to
the expansion project.
It is my thought that the City of Sanford staff may need to discuss
the basic building needs and commission an architect to draw some
concepts for the idea of pricing and planning.
Item 2. Book Restoration
The Henry Shelton Sanford Library- Museum has approximately 5,000
• volumes. The need for restoration was recognized by the City Commissicn
and 1984 -85. 2 , 000.00; and
he funded $2,000.00 $
in 1983 84 whereby they $ . 000.00
1985 -86 $2,000.00 for a total of $6,000.00 to date. At present we
have 3,600 volumes that are in need of restoration. Our average cost
has ranged between $70.00 - $80.00 each. Taking a median of $75.00
we are looking at $270,000.00 cost.
At present the Board of Trustees are trying to get a response
from the Florida Citrus Council for assistance. General Sanford's
work was very instrumental in the development of the citrus industry
in Florida and has been so recognized by:the Florida Citrus Council.
At present I would recommend the City of Sanford address as much
of the needs that it can through annual operating budget and allow
staff to set priorities on which books are most valuable.
ITEM 3 Full -time Staffing and Adding Clerical Worker
Item 3 is directly related to Item 1, building expansion. Miss
Caskey who is our part -time Curator is on social security and is
limited to her inco m e. Director recommends that we hire a full -time
Curator, Clerk Typist and retain Mildred Caskey in advisory- training
capacity until which time she feels that her health would no longer
allow her to work. Miss Caskey is presently 78 years of age and may
wish to retire completely although she has made no indication.
• The request for an increase in staff will be directly related
to the building expansion because it is the desire of the Board of
Trustees to become more effective in the community by increasing the
part - time to full -time hours for public. At present we are only open
12 hours per week.
Recap:
The Library- Museum expansion is estimated to cost $164,500.00
to be funded by City of Sanford plus community donations.
Book restoration program will cost approximately $270,000.00
based on 3600 volumes at average cost of $75.00. Recommend City
of Sanford continue priority scheduling through annual operating
budget and fund maximum amount each year. Board of Trustees also
looking for funding assistance from Florida Citrus Commission.
Personnel increases including full -time Curator and Clerk
Typist; increase operation hours from 12 per week to 371/2 hrs. weekly.
Annual budget will increase from $18,600.00 in 1985 -86 to approximately
$81,600.00.

Dear Member:
As a supporter and contributing member of the Henry Shelton Sanford Museum
Library I am asking you now for your personal support of the nronosed study to
determine the future of the Museum Library.
We are at a cross - roads. After the takeover of the original Board of
Governors by the City of Sanford the proprietors of the Fuseum Library have
lacked adequate funding or guidance from the City. As a result, a fey; courageous
and energetic citizens have given unselfishly of their time to keep the institu-
tion alive.
• The Museum Library is an obligation of the City of Sanford sunported by a
mritten agreement between the City and Mrs. Carola Dow (a daughter of Henry S.
Sanford). We want the City to fulfill this obligation in the spirit in which it
was entered into, not as a taken operation.
The proposed study will be to:
• 1. Determine if the Museum Library is accepted and wanted by the
citizens of the City.
2. Study the current operation and compare it to other similar opera-
tions within the State.
3. Develop a day to day operational plan.
4. Determine long range objectives and a means of obtaining them.
In other words, do we want the Museum Library and will we support it? Can
the City afford it? Will it remain a static display or will it grow and keep pace
with the community?
We need the study before we spend any large sums of money. We need to decide
if we want to spend it. If we do, how it should be spent and what will the long
range results of spending it be.
The Museum Library needs your support. Write or call your commissioner, come
to the work -shop meeting on ?'arch 16, 1987, let everyone know of your interest in
the ]luseum Library. Now is the time to act.

1. Research and communicate directly with (in person, if
within four hours driving time) at least two comparable
Florida library /museums, to obtain history of these
comparable facilities, and other pertinent qualitative
information.
2. Obtain all available quantitative information from each
sufficient to assess common reasons for successes or
failures.
C. Delineate available alternatives:
• 1. Restate potential alternatives expressed to
Selwyn /Wallace by Commissioners and /or Committee.
2. Extract any additional alternatives discovered from
analysis of comparable situations and community polls.
D. Outline decision - making process necessary to determine most
acceptable alternative.

Become involved in decision - making process:
A. Based on documented information obtained in Step 1,
should the City desire, Selwyn /Wallace Advisors, Inc.
could be granted a further retainer to choose the most
acceptable alternative, using the outline provided in
STEP 1,D above.
B. Prepare a specific outline for implementation of the
alternative chosen.

Become involved in implementation:
A. Once a course of action has been decided upon, whether
decided upon independently or with the aid of
Selwyn /Wallace Advisors, Inc., should the City desire,
S/W could be granted a further retainer to guide
implementation.
B. If the decision has been made to keep the
library /museum operative, guidelines for future
management and funding would be prepared.

The City Commission at their April 6th work session tentatively
approved bringing up for budget discussion funding for a full time
administrator for the Henry Shelton Sanford NSuseum Library.
As I understand it referral to budget committee with a favorable
recommendation is paramount to approval. The time sequence involved
would place funding sometime in June unless it can be expedited.
After funding, ads will be placed in various museums association
publications outlying general duties, educational requirements, experi-
ence and salary range, ie.: Cenral duties: administrator, curator,
• encourage community history projects, public relations, work with volun-
teer groups and develop organizational plans; Educational requirements:
preferred advanced degree in American History or museum studies, will
consider bachelor's degree in history, art or museum studies; Experi-
ence: one year in museum administration, internship acceptable; Salary:
depending on qualifications $20,000.00 to $25,000.00 per year.
If this project is really forthcoming I foresee abright future for
the Museum Library. I firmly believe we have all that it takes to make
our Museum Library an outstanding seat of knowledge with our displays
providing a window to the past for us and for the future.
The ball is now in the City Commission's court; let's see how they
handle it.

The Sanford City Commission confirmed your appointment at their
regular meeting on Monday October 26, 1987.
The organizational meeting will be held on Wednesday, November 4,
1987 at 4:00 P.M. in the City Commission work room in Sanford City Hall.
Enclosed please find copy of Ordinance # 1873 establishing the Board
of Directors and a copy of sample By -Laws for your study.
• The By -Laws are only a model which the Board can manicure to its
own need by addition or deletion.

Meeting was called to order at 4:08 P.M. by Mr. Jernigan. After thanking the
members of the Board for accepting their positions, he introduced Library -
Museum staff. Mr. Jernigan distributed a rough draft of proposed by -laws for
Board's consideration.
TIME & DATE OF MEETINGS
It was decided that the Board would meet on the second Tuesday of every month
at 4:15 P.M. at the Library - Museum. The next meeting was scheduled for November
10th.
TERMS OF OFFICE
A drawing was made to determine length of term of Board members. Terms are as
follows:

Mr. Perkins nominated Ned Yancey for Vice - Chairman. Dr. Parker moved that nominations
be closed, seconded by the members. Elected by unanimous vote.
Erma Dangleman was nominated and seconded for Secretary by the members of the Board.

Ms. Clarke announced that the new opening hours for the Library- Museum are:
10:00 A.M. -5:00 P.M. - Tuesday- Friday
2:00 P.M. -5:00 P.M. - Sunday

REMARKS BY CURATOR
Ms. Clarke explained that Library- Museum has gone through three major phases:
(1). The initial gift of Sanford family materials to City and construction
of Library - Museum.
(2). Development of changing exhibit program and increased interaction with
public.
(3). Development of office and collections management projects.
Curator explained changes that have been made since her arrival in July and
invited members to tour Library- Museum at their convenience.
REMARKS BY CHAIRMAN
Mr. Peterson explained that members should go forward meshing their different
viewpoints on the future of the Library- Museum. He asked that members consider
content of by -laws and the statement of purpose for Library - Museum. Mr. Peterson
expressed his opinion that Library - Museum needs larger building. Chairman requested
that members consider the relationship with Preservation Society. He explained that
the Society provides volunteers and raises funds. He encouraged Board members to
attend Society meeting on November 16th.
Mr. Yancey suggested that funds for building expansion be raised by asking area
• businesses for contributions. Mr. Peterson said that the Preservation Society
should be encouraged to raise money for this purpose.
A general discussion regarding the purpose of the Library- Museum followed.
Chairman asked for further business. There being no further business meeting
was adjourned at 5:10 P.M.

• One Board Member's Idea of Purpose of Museum
1. Primary purpose of the Gen. Henry S. Sanford Museum - Library is
to perpetuate the memory, the times, the customs pertaining to Gen.
Sanford, as founder of City of Sanford, a person known here and in
international circles for his diplomatic and governmental positions,
as well as his travels and far flung businesses.
(b) It shall also encompass his immediate family members.
It should preserve the writings of the son, Henry Sanford, Jr.
Harvard graduate, metropolitan newspaper man, poet and author.
Mrs. Sanford shall also be honored in matters that concerned her.
2. Keep furnishings that were personal property of the Sanford's on
separate exhibition, as they are now, in a home like setting, not to
be mixed in with hodge -podge artifacts and gifts now stored or acquired
later.
3. Let new wings provide space for any exhibits and aquisitions
that the board and staff of Museum wish to accept, under whatever rules
are voted to prevail by which choices are made.
4.None of the objects given by the Sanford family shall ever be
• disposed of. At different times, all may serve a purpose.
5. Our goals also should be to further interest in the city's early 1
beginnings, such as the part Sanfoii (both city and General) played in
the history of Florida railroads, citrus industry, agriculture. I
believe sports figures belong in Halls of Fame sponsored by organizations
other than this one. Also, our military heroes deserve very special
places and memorials established by city, county or State. This
Museum should never become a catch -all for miscellaneous memorials
or materials.
6. If the board and staff adhere to our main objectives, they will
find they already have an abundance of artifacts, materials, displays,
to use. When new wings are added, our out -reach will multiply a
thousand -fold.
7. With everything catalogued, computerized, we shall be ready for
research, displays, exchanges as decided by board and staff.
8. Above all, we should keep our unique memorial - museum unique,
and not let it slip into becoming Just another dull, run of the mill
dusty place, seldom visited, seldom heard of.

Meeting was called to order at 4:19 P.M.. Chairman explained that this was an
informal organizational meeting. Discussion of statement of purpose and by -laws
followed.
Chairman said that statement of purpose for Library- Museum was to be found in
Section 3 of Ordinance #1873 (Creation of Board).
Chairman recommended a definition of the Board to be considered for inclusion
in by -laws.
• Board decided to ask City Commission to change word "advisory" found in Section
3B of Ordinance #1873 to "policy making ".
Board determined that time frame encompassed by Library- Museum should be from
date state became territory to the present. It was also decided to include any
geographical area having impact on the development of the City of Sanford.
Board decided to have meetings on a quarterly basis after by -laws are adopted.
There being no further discussion meeting was adjourned at 5:40 P.M.

Executive Board of Directors
Minutes of Nov. 21, 1985
• The regular meeting of the Executive Board of the Library
Museum met at 3:30 p.m., Nov. 21, 1985 at the Library Museum.
Present were: Ned Yancey, Paul Bordenkircher, Grace O'Brien,
Ruth Lee, Martha Yancey, Juanny Mercer, Ruth Swinney, Clayton Hartsoe,
Elizabeth Boyd, Mildred Caskey, Barbara Moore, Jim Jernigan &
Orian Walker.
Ned Yancey, President opened the meeting.
The minutes were read and approved as corrected.
The Treasurer reported the balance for Nov. of $259.93.
Ruth Swinney, House Chairman, reported that the building has
been tented. She emphasized that we still need a janitorial service
for the Museum. After discussion, Ned appointed Juanny Mercer, Ruth
Swinney, and Mildred Caskey as a committee to investigate and engage
an appropriate janitorial service.
Mildred Caskey, Curator reported an attendance of 408 in Oct.,
82 in Nov with a total to date of 1,582.
She announced that Mr. Hobby, an expert on photography and
preservation of such, has agreed to help us get started in the
restoration and preservation of old photos in the Museum.
She thanked Jim Jernigan for the help of his crew in storing the
material moved from the boutique.
Barbara Moore, President of the Preservation Society, announced
that plans for the opening of the Xmas exhibit on Dec. 5 are going well.
Mildred Caskey will help her get out the invitations.
Ruth Lee, Chairman of the By -laws revision committee, announced
that it will meet after Christmas.
New Business:
Ned Yancey read over the "Brief History of the Henry Shelton
Sanford Memorial Library and Museum Assoc." which Jim Jernigan has
given to the City Commissioners, City Manager and Mayor. He feels
that we have their attention and will try to set up a meeting with
them.
Ruth Lee made a motion that the Board give permission for Ned to
go ahead with his plans for solicitation of funds. It was seconded
and passed. , ,
• Ned appointed Ruth Lee, Clayton Hartsoe, Paul Bordenkircher,
Mildred Caskey, Jim Jernigan and himself as a committee to approach
the City.
Jim Jernigan suggested that after the Board acquire the funds,
they should hire the architect and contractor to do the work.
• Ned announced that there is a question as to whether this
Board of Trustees is operating legally, according to the Charter.
He emphasized that this matter will be clarified.
Martha Yancey announced that the "SISTERS" have voted to take
the Museum as their project and are very enthusiastic about it. They
have been invited to the Christmas party.

Ruth Lee called for volunteers to make food for refreshments
for the Christmas party. She also asked for cakes for the auction
to be held at the party.
Ned Yancey announced that the Executive Board will meet
Dec. 12 at 3:30 p.m. at the Museum, followed by a meeting of the
Trustees.
The meeting was adjourned at 4 :20 P.M.

Meeting was called to order at 4:20 P.M. by Mr. Tommy Peterson.
The minutes of last meeting were approved by Board.
The Board reviewed proposed by -laws submitted at last meeting. Following
a discussion the by -laws were approved by unanimous vote.
Board discussed list of research topics for library- museum. Oral History and
Photo History projects were considered to be a priority. Board requested that
Curator determine what materials the City has on cemeteries and architectual
history.
Board concluded that library- museum should emphasize information gathering
• until such time as larger facility is available for artifacts.
The next meeting of the Board will be March 8, 1988.

March 6, 1986
Ned Yancey, President opened meeting at 3:30 P.M. Ray Fox gave the opening
prayer.
Present were: Ned Yancey, Ruth Lee, Ruth Swinney, Penny Peterson, Elizabeth
Gallant, Juanny Mercer, Ray Fox, Barbara Moore, Stella Oritt, Genevieve
Richardson, Orian Walker, Mildred Caskey, and Jim Jernigan.
The minutes of the combined meeting of the Executive Board and Board of
Trustees of December 12, 1985 were read and approved.
Reports:
Mildred Caskey reported an attendance for February of 161. Jean
Yothers of the Orange County Historical Museum, requested a loan of pictures
of past City Commissioners. Elizabeth Gallant has loaned her good collection,
for copying.
She announced that the Museum will have an Easter egg hunt for children
ages 3 -10 on March 29, 2 :00 - 4:00 P.M. Ladies of the Board of Trustees will
fix the eggs. Ned Yancey and Paul Bordenkirchner will be in charge of the hunt.
• She reported that the Seminole County School System Museum has mounted
our Indian Canoe under glass.
Genevieve Richardson announced that the next exhibit will be "Boxes ".
Decorative boxes of all sorts will be in the collection. An exhibit on "Mexico"
will be presented in the fall. She announced that after that exhibit, she
will be resigning as Exhibit Director.
She said her costume committee has been working on repairing costumes. Members
of committee are: Martha Yancey, Barbara Moore, Juanny Mercer, Elizabeth Boyd,
Laurin Messenger, Patricia Bordin, and Laura Begin. Gertrude said that when
the Museum has a place to keep them, she will give her own costume collection to
the Museum.
Jim Jernigan gave a report on proposed items for the next City budget.
The operating amount for the Museum will be the same. The needs requested are:
1) Janitorial service.
2) Put Mildred Caskey on full time.
3) A full time clerk to assist Mildred.
4) A computer system -very useful for records, to get out
invitations, announcements, etc.
He emphasized that the budget does not include funds for expansion. We
must do our part in raising funds to show the Commission that the Community is
interested. He feels optimistic that we will accanplish our goal.
• Ruth Swinney stressed the importance of informing the Commission and Community
as to how many times the research facilities of the Library - Museum have been used.
She said 11 books have been published, as a result of this research.
• Ned Yancey asked Ruth and Mildred to get up an article about this matter,
and have it published in the newspaper.
He appointed Juanny Mercer, Stella Oritt and Martha Yancey to serve on
the nominating Committee.
He announced that a five Trustees have resigned. He asked the Board to
turn in proposed names, after getting the person's consent. These names will be
submitted to the City Commission, who will appoint the new Trustees.
He announced that the City plans to create a committe of representatives
from each historical group to coordinate their work.
A motion to adjourn was made, seconded and passed. The meeting was
adjourned at 4 :40 P.M.

Executive Board of Directors Meeting
Minutes of March 27, 1986
Ned Yancey, President opened meeting at 3 :30 P.M. Meeting was held at
City Hall.
Present were: Ned Yancey, Paul Bordenkircher, Tan Peterson, Libby Boyd,
Ruth Swinney, Orian Walker and Jim Jernigan.
The minutes were read and accepted.
Ned announced that he, Gail Harris, Frank Faison, Tan Peterson, and
Jim Jernigan met with William Colbert, City Attorney to request that Colbert
have the original Board of Trustees legally dissolved.
A "Letter of Intent" was sent to the Central Florida Capital Funds
Committee concerning a grant for the Library - Museum. A questionaire from
the committee has been received. When completed; it will be sent under the
heading iofirthe Board. of Trustess and the Preservation Society.
Jim Jernigan will use the City's figures for the financial statistics. Paul
Bordenkircher will provide provisional architectural plans for the questionaire.
• A committee headed by Ned Yancey presented the needs of the Library- Museum
to the City Commission.
Tan Peterson said the Mayor called him to ask what we need. She recommended:
1. Hiring a Director of the Museum, full time. He might
have other duties. Do away with the Trustees or....
2. Divorce the City from Museum and give the Museum an
appriation to operate on.
A discussion of these suggestions followed.
Ned Yancey emphasized that we must present a united front to the City
Commission. He suggested that the Directors, Trustees and representatives of the
Preservation Society should go to the City together.
Meeting adjourned at 4:15 P.M.

work at the Museum. Obtain two price quotes for re- upholstering

Mr. Peterson has made 3 copies of Library Museum minutes since
inception - not to be removed from Library Museum.
Ruth Hamilton wishes to donate more things to museum. Mrs. Kipp
from Orlando wants her donations picked up. Barbara Moore volunteered
to get them.
Frames from Photo Shop that were borrowed for New Zealand Exhibit

The new Trustees were introduced. Present were:

Reports:
Mildred Caskey reported a total attendance of 149 for Februaary.
She told of activities of the month, including the Founder's Day
celebration on Feb. 10th. She announced that Ruth Hamilton has
included the Museum in her will, and has already given valuable items.
She also announced that Harriet Cordell will again hold a one -day
appraisal session on March 23.
Barbara Moore, President of the Preservation Society explained
the Society's purpose and activities to the new Trustees, and said
• that a new membership letter will be ready to go out soon.
Jean Fowler presented the slate of Officers for the Museum
Association for 1985, as proposed by the Nominating Committee:

Ruth Lee announced that John Tucker's family has given some

to the Museum. After the material has been catalogued, we hope to
present an exhibit.

Paul Bordenkirchner, S.C.C. Instructor in Architecture,

commented on his plans for the proposed addition to the Museum
building. He has one student working on the vault.
III Ruth Lee asked Kenneth Echols, a new Trustee, to tell us about
his work. He is Curator of the Seminole County School System's
Museum. He announced a workshop to be held in Orlando on preservation
of museum items. He has information on Foundations which have funds
for Museums. He said he would be happy to help in raising funds,
and consented to being Chairman of a fund - raising committee.

March 22, 1985
The meeting was opened by the President.
The Treasurer reported $402.74 in the bank.
New officers were welcomed by the President and the Advisory
Comm. was dismissed with the gratitude of the board.
Miss Caskey reported a total of 168 visitors and two letters
requesting permission to quote from letters in the museum. We only
have one of these and need to find out where the other one is. Miss
Caskey will inquire.
Myra, from Mr. Peterson's office has instructed Mildred as to
the use of our copying machine that was donated by Mr. Peterson.
He has also compiled and givento the museum all available minutes
of the Board and the Trustee meetings in 3 loose leaf notebooks.
One for the President, Secretary & Vice - President. Miss Caskey
will thank him.
General Hutchinson's family has donated to the Museum Library
a copy of the Japanese surrender and the sword that was surrendered
to him in the Pacific at the end of World War II. It is one of three
copies in existence. As soon as they identify his medals, those will
be donated
also.
Mr. Jernigan reported that the Library front door was being
painted and changed to open outward. As soon as Mr. Sawczyk meets
with him, work will proceed on the boutique.
Mrs. Moore of the Preservation Society reported that Adm. Richard
Fowler will speak April llth at the Preservation Society meeting and
that membership letters will be out April 1st.

The President appointed Jean Fowler, By -Laws Chairman, and will
draft a letter to the City asking them their future plans for the
Library Museum so that the trustees may plan accordingly.
Mr. Bordenkirchner has his class at Seminole Community College
working on plans for two additional wings on the museum, to give us
some idea as to what will be needed.
It was suggested we take down cardboard lists of Charter Members.

The meeting was opened by the President at 9 :30 A.M.
Present were: Jim Jernigan, Mildred Caskey, Commissioner
Robert Thomas, Ruth Lee, Ray Fox, Orian Walker,
Grace O'Brien & Ned Yancey
Minutes of the last meeting were approved as corrected.
The Treasurer reported a balance of $331.75.
The President announced that we have a bug problem in the
warehouse. Wardrobe boxes and moth flakes have been purchased for
storing General Hutchison's uniforms. A discussion followed as to
the condition of General Sanford's uniform coat and what to do
about preserving it, so it can be displayed.
Mildred Caskey reported that Mr. Hobby from the Maitland Museum
said that everything should be stored on metal shelves. He made
several other suggestions and offered to come and help at no charge.
Mr. Jernigan said to have the Japanese surrender document properly
framed so as to preserve it.
Curator's Report: The Museum had a total of 189 visitors
for April and May; 87 general and the rest from Schools, Orlando,
New Tribes Mission, Mormon Church and Research people. Five (5)
of the researchers were recommended by the Smithsonian Museum.
Mildred Caskey and Genevieve Richardson attended a meeting of
the "Florida Museum Association ". It was a preliminary meeting for
the formation of the Association.
The Swedish Exhibit has been struck. The new exhibit will be
on birds, in honor of John J. Audubon. The opening will be in
mid -June.
Report was given on the March 7th meeting of the Preservation
Society.
Mr. Jernigan's Report: The boutqiue room has been cleaned out
and Mr. Sawczuk will begin the work of getting it ready for use, with
a tentative opening in the Fall.
The signs on the Museum and in front have been corrected.
The front door has been corrected to comply with fire regulations.
The work needed on carpets and upholstery will be investigated.
He gave a report on the Museum - Library section of the City Budget.
Copies were given to members of the Board. He pointed out the increase
in insurance items, and the need to avoid any big expenditures.
ew Business: Ruth Lee announced that the Preservation Society will
have a Board meeting in early June. Due to problems with the Treasurer,
a new one will have to be elected.
A letter is to be sent to the City. We need to know the plans
the City has for the Museum- Library. Mr. Jernigan recommended including
a statement of square foot frontage needed for the addition to the
building and the price range.
Ruth Lee suggested we compile a list of "wish- things" for the
Museum- Library. Interested people might give Memorials.
Ray Fox, Oral History Chairman reported that he has checked the
tape recorder equipment and cited a need for one that can be used
in a moving car. He has had difficulty in arranging meetings with
the people he wishes to interview. He requested more names of people
to contact.
Ruth announced that we have a tape of the Curator's "Tour Talk"
for the Museum - Library for use when needed.

Reading of the minutes of last meeting was dispensed with.

Reports
Jim Jernigan reported that building repairs will start soon. The
carpet will be repaired.
Mildred Caskey reported that the Boutique opening will be in
September, with an exhibit by two local artists: E.V. Stowe and
Helen Hickey.
Mildred Caskey and Genevieve Richardson attended a meeting of
the "Florida Museum Association ". They have attended different
sessions on varied subjects. There were 150 - 200 people present and
it was a very informative meeting. The next meeting will be in
Maitland in January,
Genevieve Richardson reported on the week being done on the
Audubon Exhibit which will open in mid -June. She requested
items on birds to be loaned for exhibit. It was suggested that she
contact Tom Hobbs of S.C.C. for items to add to exhibit.
Juanny Mercer reported on the Boutique and requested help in
finishing the dolls. Helen Hickey has done Florida sketches, which will
be put on notepaper to be sold.
New Business:
Ruth Lee said that we need to have a representative on the City's
proposed "Historic District Council" on preserving the historic
character of Sanford. One will be appointed.
A letter will be sent to the City Commission stating our plans for
the Museum.
There is a need for more publicity about the Museum. Martha Yancey
said that we need a tape to be aired on the radio as a "Public Service
Announcement." She agreed to set it up with information on our next
exhibit.
Jim Jernigan suggested that we give an educational announcement
to Karen Coleman of the Seminole County Schools' staff to be circulate
among the schools.
A request to borrow our Totem Pole was turned down by the Board.

The President Ned Yancey opened the meeting and announced that Elizabeth Boyd had
resigned from the Executive Board and asked the nominating chairman, Juanny
Mercer to have her committee find a replacement. He suggested that the
number of trustees for the Library - Museum be reduced to a smaller working
group of ten rather than the present twenty five.
Ruth Swinney asked haw this can be done. Ned reminded her that the by-
laws state, "that the number be not more than twenty -five trustees". He
also stated that we meet and never follow up on anything. He said we have
many "carts" but very few horses ".
The motion to limit the trustees to ten was made by Clayton Hartsoe, seconded
and passed.
Ned announced he had obtained permission for us to go before the City Commission
this Monday (June 9th) to let them know our needs and asked that we contact
as many people as possible to cane and back us up. Much discussion followed
as to wheather we were organized enough with our information to present
it to the City in the proper manner. It was suggested that we get our facts
and "wants" in written form before appearing before than and that we cancel
for Monday night. Paul Bordenkirchner recommended that Ned should not cancel
but should appear before the City and inform them that we are having plans
drawn up and are awaiting notice on our Grant application with Central Florida
Capital Fund Committee.
Ruth Swinney asked what ten would be dropped fran the list of trustees:
She said after three unexcused absences you are automatically dropped.
Juanny said we should poll the trustees as to who wishes to stay and set
up a rotating schedule. No action was taken. It was the general consent
that Ned should folow Paul's suggestion and that we compile a comprehensive
report before going to the City. Ray Fox moved that Ned go and brief the
City of our plans and other pert.i,nate information. Motion was seconded
and passed.
Ruth Swinney said we are loosely organized with just Mildred and we need
to get a clerk typist. Ned stated that this has been included in our budget
request for 1986 -87 and that Jim Jernigan reported this at the Executive
Board meeting last month.
Clayton Hartsoe recommended that the Executive Board meet on the same day
and just before the trustees meeting. No action was taken.
Ned asked all trustees present to turn in a written list of action they
feel the Museum should follow. It will be canpliled and brought back for
approval.

Mildred asked for permission to move the totem pole because she feels it
destracts from the front of the building. Ruth said she thought it added
interest to the building. Mildred asked everyone to look at it as they
leave and let her know their opinion. She reported 186 visitors for May
a very good number for the month.

Minutes of previous meeting were read and approved.
Reports:
Miss Caskey reported $25.00 donations. Evening meetings
have been scheduled for Boy Scouts and Girl Scouts. She sent
letter of thank you to Mr. Peterson for zerox machine. She sent
letter to Sanford Herald regarding turn over of trustees, that
the turn over will not affect the Museum- they will continue as
usual. It has not appeared in paper yet.
Mr. Jernigan stated that he is not discouraged by turnover.
Those who resigned have assured us that they will continue to
work in Museum.
Mrs. Lee announced that the Preservation Society will
start membership drive soon. She also reported that the Trustees
roster must be filled. She gave out recommendation for Trustees
to submit names by Sept. 26th to be presented to Mr. Jernigan's
office, Mrs. Lee and Museum.
Reception is scheduled for Sept 27th. Invitations will be
sent out.
Mrs. Lee read letter of resignation from Kay Bartholomew.
Moved and seconded that Trustees accept resignation with regret.
Motion passed.
Mrs. Lee suggested that we should contact inactive trustees
and see if they wish to continue serving. Board agreed that it
would be difficult to enforce rule Re: if a trustee misses
three absences in a row without aiexcuse that he or she will be
dismissed from the board.
Mr. Jernigan suggested that the Curator submit items needed
in the Budget for coming year by October lst. He mentioned to
continue process for preserving books by Dobbs Company. This is
quite an expense but very necessary..
It was suggested that we might increase out attendance by a
change of hours. No action was taken on this subject.

Mildred Caskey's Report: September was slow. Next exhibit
delayed until October 4th. Attendance for September was 92.
Plans for holiday exhibit and pa r ty are in progress. Beta Sigma
Phi asked to help at museum. They have typed reports. Mr.
Russell, new R.S.V.P. member has helped and also Mrs. Bernard.
Plans for boutique are still in planning stage. No one will
assume chairmanship.
Mr. Tommy Peterson is still working on By -laws revision.
Discussion and this and approval is needed by The Board.
Mr. Peterson gave Museum a copying machine.
As a point of interest, Miss Caskey read a report from
Pres. General Hutchinson in 1959.
Camera shop is loaning frames for exhibit.
Preservation Society will meet Wednesday, October 10, 1984,
• at 3:30 P.M.
Mr. Jernigan went over the budget with Curator, Miss Caskey.
Mrs. Ruth Lee recommended that Mr. Jernigan write a letter
to Legislature Delegation to fight financial disclosure bill.

George Sauzig to give his time RE: making storage room into

Christmas Exhibit is scheduled for December 6th. The present
exhibit will be taken down Nov. 29th. Genevieve Richardson secured
Christmas Exhibit from Edith Hakkens who has Santa collection.
Will have. a "Family Party" this year. Advise people to bring
their children. A auction will be held. Korgan will bring singer
and Grace O'Brien will play piano for "sing along ".
Mrs. Cordell, the antique appraiser will return in March -85.

December 12, 1985
The combine meeting of the Henry Shelton Sanford Library Museum
Executive Board and the Board of Trustees met December 12, 1985
at 3:30 P.M. in the exhibit room of the Museum.
Present were: Ned Yancey, Paul Bordenkirchner, Grace O'Brien,
Genevieve Richardson, Ruth Swinney, Mildred Caskey, Elizabeth Gallant,
Clayton Hartsoe, Martha Yancey, Jean Fowler, Ray Fox, Juanny Mercer,
John Mercer, Jim Jernigan, Ruth Lee - a total of 15 members.
The President opened the meeting and asked for committe
reports:
House Committee: Ruth Swinney reported that the back of the
Museum has been cleaned and is being painted - stated that she did
not believe by -laws, in regard to Trustees, are being followed.
Mildred met with lady for possible cleaning service, but was unable
to contact her for job. Jan (our present cleaner) works twice
• a week, 45min each time and not devoted entirely for cleaning.
Generally agreed that we need a heavy duty cleaning done regulary.
Curator: Mildred Caskey thanked Mr. Jernigan for new book
cases for the men who helped put in the books for her. She stated
that the Christmas Party, Dec. 5th, "went well ". The program and
food were enjoyed by all who attended and they also enjoyed the
exhibit of manger scenes and the Icons on loan from Mrs. Ruth Hamilton.
Mr. Yancey also complimented all Committees who worked on the function
as did Mr. Jernigan.
The approximate number that attended the party was 175 plus
There were many regrets due to late invitations. Next exhibit will
be about Mexico around February 1st, 1986. It was brought up that
an exhibit featuring General Joe Hutchinson should be put into the
planning soon. Ray Fox was asked to consider heading a Committee
for that purpose. Jack Bolk and Bill Malazowski were suggested
to help.
Park Director: Mr. Jernigan - passed out copies of the budget
that is current for the month of November. He also thanked the
Preservation Society for working on the Boutique and saving the City
time and labor. The Boutique's purpose is to raise money for
support of the Museum and will need regular hours to be set -up
by Preservation Society.

Preservation Society Treasurer: Juanny Mercer has been working
on books covering 1982 to the present date and will present them to
Green and Dycus for what will be the first of an annual audit.
The President reviewed again proposed plans for fund raising
and reported that the Civic Organization of S.I.S.T.E.R.S. is very
enthustic about helping us. Herbert Stenstrom has also offered
his services.
Ned has requested that we be allowed to approach the City
Commission regarding the needs of the Library- Museum at one of their
work sessions. It will be sometime in January.
Ray Fox offered to get a recording tape to Mr. Stowe for
Pat Sentel to capture some of his rememberances for our oral history.
We have offers of High School students who wish to help
at the Library, if Mildred approves.
It was decided that the public may use the books in the
Library under Mildred's guidance and "The Tale of a Mosquito ",
which we sell, is being given away free at the new Seminole County
School Museum.
Mr. Jernigan mentioned that we will need a great deal of
• publicity re: our building fund.
The motion was made, seconded and passed that the meeting
adjourned.

Treasurer's Report: Balance of $540.50 for November..
Mr. Jernigan reported that the dead plants will be replaced
in the front planters at Library Museum before Christmas Party.
Mr. Jernigan requested minutes for last meetings that were not
turned into the office.
Building & Contents by Mrs. Swinney
1) Air Conditioner has been fixed.
2) Spinning wheels will be stored.
3) Building will be painted when crews are through
Downtown Improvement Project.
4) She will submit a list of incidental things for painters.
Exhibits:
Dr. Richardson completing the staging for Christmas Exhibit.
Exhibit opening Dec. 6th 6 :30 P.M. - 8 :00 P.M. She spent
• $31.00 for staging.
Curator's Report:
Had total of 228 visitors this month.
Received gift of wedding dress from Mrs. R.A. Frank, Jr. Was
from Dwight Dlayin Smith 1925 era.
Sanford Women's Club offered to share reprint of "Tales of
Mosquito" by Mrs. Whitner (booklet).
Book restoration completed for this year.
Museum bought Christmas decorations. Bills presented for
stamps etc. Mr. Jernigan discussed the need for purchase order
from Curator so purchase can be charged in any local store.
This is to prevent paying taxes.
Our maps "for sale" are in low supply.
Beta Sigma Phi will split cost of reprinting brochures for
Museum.
Letters of appreciation sent out for New Zealand exhibit.
Preservation Society Report:
Trustees helping with Christmas boutique. Party on Dec. 6th
at 6 :30 P.M. 250 invitations sent out. Party is for families,
both adults and children.

Business:
After the first of the year get a list of responsibilities between
the Board of Trustees and Historical Preservation Society in regard
to finances for Christmas Party.
President requested calendar of events be set up for coming year,
giving exhibit dates, work days, etc. To be posted for easy access.
Mural in warehouse is not covered. Penny Peterson and Ruth Lee is
to tend to it after Christmas holdiays.
Mr. Clayton Hartsoe has been appointed by City Commission to Board
of Trustees.

Two vacancies still open. Suggestion of Stella Oritt.
All names to go to City Commission for consideration.
New Business:
Negotiating for General Hutchisons artifacts.
