The Scenic Improvement Board met in a regular meeting, December 7, 1994, 4:00
p.m., first floor City Commission Conference Room.
Members present: Connie Williams, Juanny Mercer, Eliza Pringle, Amelia Royster.
Members absent: Inez Wilson, Tim Donahoe, David Gatchell, David Bach, Lois
Dycus.
I. Minutes of meeting November 2, 1994 were approved by members available.
II. Recognition Award for the month of December went to Regatta Shores were
pleased with the presentation.
III. Make Sanford Shine went as planed for downtown December 3, 1994. Several
of the civic organizations began, donuts were donated by the House of
Bread; Sanford Avenue. Solid Waste of the city collected the bags of
garbage after the event, January will be for the House of Refugees - Celery
Avenue.
IV. Status of work projects: Howard Jeffries reports are as follows:
Civic Center - delayed to the Storm received within the last of the month,
• causing storm damage within several parts of the City. Plants have been
ordered, picnic tables have been processed and made for placement.
Orange Avenue Park (Bently Park)- monies not received from the Seminole Co.
to begin the playground equipment install.
Wildflower project with the State D.O.T. will begin with the medians
located at the south end at 17 &92 & Lk Mary B1., median at 27th St and
17 &92, north end median near the P.B.A. building on Seminole Boulevard
(17 &92).
Girl Scout plant a tree project scheduled for February, 1995 for planting
at the park. Planting of a LaLand Cypress donated by the Historical
Society scheduled for January 4, 1995, 4:00 p.m. Regular meeting for the
SIB will be scheduled @ the Library for January's meeting.

The Scenic Improvement Board met in a regular meeting, November 2, 1994, 4:00
p.m., first floor City Commission Conference Room.

I. Minutes of meeting October 5, 1994 were approved by minutes approved.
II. Recognition Award for the month of November went to Sanford Landing and
were pleased with the presentation.
III. Make Sanford Shine for the downtown merchants are scheduled for December
3, 1994. Will be meeting at City Hall, 8:00 a.m. to begin. Flyers were
distributed with the board members present. Flyers were sent to various
civic organizations within the City. For the month of December will be
Regatta Shores Apartments -4330 W. Seminole Boulevard, January will be for
the House of Refugees - Celery Avenue.
IV. Status of work projects: Howard Jeffries reports are as follows:
• Civic Center -will be starting after the completion of the Golden Age Games
in November. Plants have been ordered, picnic tables have been processed
and made for placement.
Orange Avenue Park (Bently Park)- monies have been received from community,
playground equipment should begin by January 15, 1995.
Nursery Plants -order within the nursery has been established and Howard
wishes to plan a tour of the nursery for the board members.
Town Center - medians will under the maintenance of the Parks /Grounds
Maintenance division once implementation has been done.

I. Minutes from Meeting of September 7, 1994 were approved by members
present.
II. Recognition Award for the month of September was received by "The House of
Bread ". Discussion for the following months of recipients. Approved
were: month of November -- Sanford Landings 1800 W. 1st Street
month of December -- Regatta Shores, 4220 W. Seminole Blvd.
• month of January -- House of Ministries, 1001 Celery Ave.
III. Make Sanford Shine. Will try to encourage another outing for the
Georgetown Subdivision. Will try to contact Marva Hawkins on public
release and public assistance within the area. Westside Community
requesting assistance with painting the W. 13th Street area for October 8,
1994 starting at 8:00 a.m.
IV. Status of work schedules. Seawall beds should be tended to next week.
Insecticides placed this past week within the soil. Applied for state
grant for wildflower beds to be implemented at Traffic Median South,
Traffic Median north, and Traffic Median West.
V. Members appointments. Connie Williams has served consecutive two years.
Isabel) Wilson does not wish to be re- appointed. Amelia Royster would
like to be re- appointed. Replacements discussed; Trish Thomas, Bess
Simon has been recommended by members present.

The Scenic Improvement Board met in a regular meeting September 7, 1994, 4:00
p.m., first floor City Commission Conference Room.

Members absent: David Bach, David Gatchell, Inez Wilson.
I. Minutes from June 1, 1994 were approved.
II. Make Sanford Shine: Schedule for the Georgetown Subdivision is September
17, 1994. Preparations for the event, i.e.; tables, chairs, donations
from the Save -A -Lot and The House of Bread. No representation from the
Georgetown Subdivision was available. Tentative schedule for the Downtown
area is December 3, 1994. Request for assistance from the Golsboro
Subdivision to help paint store fronts along 13th Street. This is for
each members' individual choice.
III. Recognition Award: For the month of September, Seminole County Teacher's
Credit Union was presented. By agreement of members present, The House of
Bread was chosen for the month of October.
IV. Projects: Howard reports as follows: Civic Center is on hold at this time
for removal of concrete. Received obligations for the plant materials,
picnic tables are being made by the parks department and almost completed.
The flag pole was received from the Golden Age game participants and
should be installed by the first week in November. Orange Ave park
equipment should be available after October 1, 1994. Future discussion of
plants and trees for implementation. Nursery is in process of re- grouping
plant materials that are already in place. Seawall expansion to the west
toward the entrance onto 17 &92 will be started within the next month.
Damages reported for the past month; cable cord to flag at Memorial Park,
vandalism to bathrooms at the Park on Park restrooms, Traffic Median West
suffered approximately $1,000.00 in damage.
VI. Wildflower implementation: Florida D. 0.T. has been in touch of doing the
median along 17 &92 at Lake Mary Boulevard in wildflower. A.Duda and Sons
in Oviedo has wildflower carpet for sale and was seen by Connie & Howard.
The expense of such carpet is high but eventually over a period is easily
to be maintained.
V. Individual Comments: Sanford Ace Hardware has offered to refurbish and
replant the planters along 1st Street.

The Scenic Improvement Board met in a regular meeting June 1, 1994, 4:00 p.m.,
first floor City Commission Conference Room.
Members present: Connie Williams, David Gatchell, Inez Wilson, Amelia Royster.
Members absent: Lois Dycus, Tim Donahoe, David Bach, Juanny Mercer,
Eliza Pringle.
I. Minutes from May 4, 1994 were approved with minor corrections.
II. Wildflower: The meeting that was attended by Connie Williams and Howard
Jeffries was informative for wildflowers. The price for the "mats" of
wildflower seeds is high but long term maintenance free. Interest is in
using them along the D.O.T. rights of way and medians.
III. Recognition Award: For the month of June, to be presented June 2, 10:00
a.m. to Seminole Educators Assoc. For the month of September, Seminole
County Teacher's Credit Union.
IV. Make Sanford Shine: Tentative schedule for the Georgetown Subdivision is
September 9, 1994. The Georgetown Subdivision's meeting are held the
first Thursday of each month. Tentative schedule for the Downtown area is
December 3, 1994.
V. Projects: Howard reported that for the summer, basic routine maintenance
•
is expected, enlarging and clean up of the Nursery site. For FY 94/95, the
request for more manpower was denied.
VI. Vacation Status: The Scenic Improvement will be hiatus status for the
months of July and August of this summer. Will have regular meeting
September 7, 1994.

The Scenic Improvement Board met in a regular meeting, May 4, 1994, 4:00 p.m.
in the City Commission Conference Room, first floor.
Members present: Connie Williams, Eliza Pringle, Lois Dycus, David Bach, Tim
Donahoe, Juanny Mercer, Amelia Royster, Isabel Wilson.
Members absent: David Gatchell.
I. Minutes from April 6, 1994 were approved by members present.
II. Recognition Award for the month of May was presented to the Pinecrest
Elementary School. The presentation was given May 2, 1994, 10:00 a.m.
For the month of June; Seminole Education Association -404 W. 25th
Street. Vacation status for the months of July and August. For the
month of September; Seminole Co. Teacher's Credit Union -2450 Laurel
Avenue.
III. Civic Center was presented to the City Commission by Howard Jeffries,
April 15, 1994 for their approval. City Commission granted to proceed
with the implementation of the project. Starting date for the first of
June.
IV. Earth Day Celebration turned out to be a grand event, with the
• intentions of acquiring more civic organizations for the next year.
Letters will be sent to thank them and also to invite them for the next
year presentation for Earth Day.
V. Ivey and Harris chose the Bird of Prey as their annual project for this
year.
VI. Wildflower Convention that was attended by Connie Williams last month
was a very interesting and informative convention. Wildflowers are
"sown" around the month of November. One nursery available within the
central area that handles commercial wildflower plants. Connie
suggests to be in touch with the state D.O.T. as to using the
wildflowers within the medians located here in Sanford.
VII. Make Sanford Shine has been requested for the Georgetown Subdivision
and the Historical Downtown area. Discussion as to holding the for the
Georgetown Subdivision the first Saturday after Labor Day. Tentatively
scheduled for September 9, 1994. For the Historical downtown the first
Saturday in December. Tentatively December 3, 1994.
VIII. Vacation Status has been approved by the members present that during
the months of July and August the board will be hiatus status.

first floor City Commission Conference Room.

I. Minutes from March 2, 1994 were approved by members present.
11. Recognition Award: Recommendation for the month of May, Pinecrest
Elementary School's "Positive Action Room ". First motion of approval from David
Gatchell seconded by David Bach. For the month of June, Seminole Education
Association, for September, Seminole Co. Teacher's Credit Union.
III. Civic Center. Received revised plans for the re- landscaping of the center.
entire project cost approximately $7,258.00, including irrigation and landscaping
material. First motion of approval; David Gatchell seconded by Eliza Pringle for
recommendation to the City Manager and City Commission.
IV. Earth Day 1994. Festivities are lined up with different organizations
participating. Show place will be Fort Mellon surrounding the Library Museum.

staff's recommendations.
Connie Williams just returned for the Wildflower convention, for plantings

• The Scenic Improvement Board met in a regular meeting, March 2, 1994, 4:00 p.m.
first floor, City Commission Conference Room, City Hall, Sanford.
Members present: Connie Williams, Eliza Pringle, Amelia Royster, David Gatchell,
David Bach, Isabel Wilson, Juanny Mercer.
Members absent: Lois Dycus, Tim Donahoe.
I. Minutes of February 2, and special meeting of February 16, 1994 were
approved by members present.
II. Recognition Award for the month of March was presented to Town and
Lake Apartments, E. 1st Street. For the month of April, Park Avenue
Antiques -1301 Park Avenue; month of May, Seminole Educators
Association -404 W 25th St; month of June, Seminole Co Teacher's
Credit Union -2450 Laurel Avenue.
III. Projects:
A. Civic Center - concept was received for the Grounds
Maintenance Division to include picnic tables and
grills, A.D.A. provisional walkway. The Streets
Division will remove the concrete middle to be able to
sod and landscape with plants, install the walkway and
replace the irrigation system with the reclaimed water
lines. Discussion was held as to cost of the completed
project and in turn place the project into two different
phases. Motion was given to recommend the concept as is
and present to the City Commission for their final
approval. First motion from David Gatchell, seconded by
Eliza Pringle.
. B. Earth Day -will be scheduled for Friday, April 22, 1994
from 10:00 a.m. till 4:00 pm with the grounds of Fort
Mellon and the Library Museum. Parties that are
interested in setting up "booths" will be from the
Division of Forestry, Sem Cty Horticulturalist and
Master Gardeners, City's reclaimed water system as well
as the recycling system. Initiate a flyer to be
presented to all the schools and pre - schoolers within
the Seminole County area.
III. Budget Preparation for FY 94/95. a. Endorsement to the City
Commission and City Manager for request of additional personnel
within the Grounds /Parks Department. Areas of maintenance have
increased the last several years with no increase of man power.
Directed the secretary to draft a letter as such. First motion of
approval for endorsement, David Gatchell, seconded by Amelia
Royster. b. Projects that SIB would like to see within the budget
for the fiscal year. Memorial Park; to update irrigations system
and re- landscape the park for removal /replace of plants, shrubs,
etc. $15,000.00. c. Small business grant; request $5,000.00 for -
matching grant to replace, plant trees within the r /w's of the city.
Motion for approval of above projects to be included from Juanny
Mercer, seconded by Eliza Pringle. Total funds requested for FY
94/95 - $20,000.00.
IV. S.R.46 Median West - vandalism is heavy with on going traffic running
over the medians without the police department receiving information
in who did damage. Propose that a letter asking suggestions as to
how to correct the situation and request assistance to more patrol
in area.
• V. Main Street - request from the board of the Main Street Program for
participation from the SIB board to join meetings. Recommendations
from board members was to pursue the chance of one or more members
becoming involved.

. The Scenic Improvement Board met in a special meeting February 16, 1994, 4:00
p.m., first floor City Commission Conference Room.
Members present: Connie Williams, Lois Dycus, Eliza Pringle, Amelia Royster, Tim
Donahoe, Isabel Wilson, Juanny Mercer.
Members absent: David Bach, David Gatchell.
The meeting was called for a special in reaching a decision for the courtyard at
the Civic Center. Connie Williams explained that a meeting that was held with
Jay Marder, Chairperson for Waterfront Association, City Manager -Bill Simmons,
Director of Parks -Mike Kirby. Currently studies are being processed about
increasing the business and tourist attractions along the lakefront of the City.
It is only a study at this time, will no initial date of rehabilitation. The
meeting was to establish if the Civic Center would be affecting their water front
plans in any way or if the study was to include any plans to the courtyard of the
Civic Center.
This special meeting was to establish if the board should recommend for advancing
on a concept for the renovations of the "concrete" courtyard between the Civic
Center and the Senior Center. Discussion was on: the board agreed that the area
should not be against the architect design of the Civic Center and Senior Center.
General agreement is that no "covered" pavilion should be recommended. If
"courtyard" means picnic areas with benches and tables then possible tent rental
would be feasible if necessary. Funds for renovations was discussed. If
projected started would funds be forthcoming into the next budget year.
Agreement was that the Civic Center courtyard be done in phases to the City
Commission for the funds to be allocated at small doses from year to year.
Discussion went into concepts plans to be drawn. Suggestions that employee of
the Grounds Maintenance -Pat Sanchez be requested to draw a plan. Letter received
from Mr. Joe Ivey, of Ivey, Harris and Wall Landscape Architects in search of a
community service project. Chairperson directed that a letter of interest should
be sent for their ideas of a "courtyard" at the Civic Center. Cost estimate for
removal, dumping fees, fill dirt would be about $4,000.00 or more.
After discussion the following motion came before the board: Proceed with the
conceptual plans from Pat Sanchez as well as requesting to Mr. Ivey, once
received recommend to the City Commission in stages of development for the
"courtyard" to be developed. Lois Dycus first in motion, seconded by Eliza
Pringle.

I. Minutes of January 5, 1994 were approved.
II. Projects: Status;
a. Senior Center - received several ideas from the seniors for a
"courtyard" surrounding the Civic Center and Senior Center. Discussions
were as to type of structure and the architecturally sound "covered
courtyard" that has been suggested.
c. A.D.A. requirements on going throughout the park areas. 2 playgrounds
for ramps and access for handicaps to Fort Mellon and Groveview Park.
d. Small Business Tree Grant due in by March 11, 1994. A matching grant for
tree placement throughout the city. Ideas have been in South Pinecrest
Park, Pinehurst Park, Derby Park, Park on Park, Bay Avenue Park.
II. Arbor Day, 1994. Ceremony is to be at the Crooms School of Choice, W.
13th Street. Donated by Monroe Nursery a live oak and also planting of
five crape myrtle trees from the City's nursery. Scheduled event is for
February 14, 1994, 10:00 a.m., newspaper, Mayor and Commissioners,
Principal - Barbara Kirby will be notified of event. Motion for approval;
David Bach, seconded by Lois Dycus.
III. Recognition Award. for the month of February, Seminole County Service
Building, E 1st Street, 2/1/94, 10:00 a.m. was well received. For the
month of March - Town and Lake Apartments, contact personnel - Polly
Wright. For the month of April; Antique Store -1301 Park Avenue -Ms. Sica
Nacu.
IV. Individual comments.
a. Howard Jeffries informed the board of the budget cutbacks within the
State's budget. The Urban Forester program is an item that the State is
possibly removing from budget. Chairman requested that a letter be sent
to the Governor's attention for other programs that are not effected by
the public, including the signatures of other members be included.
b. Small business grant. Data research and reports are ready for release to
the state for acceptance for the matching grant of small business. Map to
show slack areas for possible tree planting if awarded the grant.
c. Budget FY 94/95. Requesting additional personnel to City Commission for on
coming budget year. With the boundaries of the City expanding, the time
travel for maintenance of grounds in outskirts of the City takes up to 45
mins. travel time.

II. Members new and existing. Terms for Juanny Mercer, Tim Donahoe, David
Gatchell were re- appointed by the City Commission to serve another 3 year term,
Inez Wilson was appointed for the vacancy left by Larry Williams.
III. Projects- Status. Howard Jeffries stating status of future, present
projects on going.
a. West S.R. 46; plants were removed - relocated to different park, grounds
areas throughout the City. Renovations due to apartment complex being built at
the median.
b. Civic Center - flyers went to the senior citizens clubs that are
affiliated with the Civic Center for their ideas /suggestions as to the
"courtyard ". Expected replies by the 25th of January.
c. Derby Park. Located on Oregon Park for the race car derby.
Landscaping and re- grading of swayle areas throughout the park.
d. A.D.A. requirements- playground ramps and access for handicaps for 2
parks are scheduled. Fort Mellon and Groveview Park.
e. Groveview Park. Reseal and resurfacing of courts to be completed.
f. Fort Mellon Fitness Trail. To be renovated for larger areas and
"spruced ".
g. Tree grant for small business. Matching grant available from the
• State. Minimum allocated $5,000., maximum of $35,000. If applied and granted,
trees would be used for Mckibbin Park, South Pinecrest Park, Pinehust Park, Bay
Avenue Park, Derby Park, Park on Park, Fort Mellon, Municipal Parking Lot.
IV. Arbor Day Festivities. Recommendation for tree planting in honor of our
City's Arbor Day. Planting to be at the Crooms School of Choice, February 14,
1994. Mrs. Barbara Kirby is the director, Howard Jeffries will be in contact
with her for the arrangements. To include the Mayor, City Commissioners, School
Board, Division of Forestry is bringing Smokey the Bear. An agenda will be
created for the occasion. 1st motion for approval -David Bach, seconded by Lois
Dycus.
V. Earth Day, 1994. Earth day is held April 21/22 of each year. Interest in
setting up the day for public displays of items pertaining to saving of the
earth. Recycling materials, from mulch to centers, Plants and tree programs
would be available. Tree Run included as well as the Sanford Zoology Wildlife
programs. Tabled at this time.
VI. Recognition Award. For the month of January, the Sanford Museum Library was
the recipient. For the month of February, Seminole County Services; March, Town
& Lake Apartments.
VII. Individual Comments. Chairperson Connie Williams received information
pertaining to "National Wildflower Conference" held April 5, and April 6. If
members may be interested in attending the conference.

I. Tree Planting donated by the Sanford Historic Trust. Several participants
were gathered for the planting and contributing.
II. Minutes from December 7, 1994 were approved by members present.
III. Recognition Award. for the month of January, the House of Refuge
Ministries were given the award. For the month of February to the owner
of 201 Park Avenue, Mr. Buck Mullins. For the month of March, Scholtsky's
Deli; Orlando Drive.
IV. Wildflowers. The wildflowers should be in the office and ready for
• seeding by January 17, 1994. Planned and schedule for implementation
January 18, 1994. The newspaper will be notified by Trish Thomas for
publication and notification. Starting point will be the median of 17 &92
and Lake Mary Boulevard.
V. Arbor Day - Sanford. To be held the second Monday in February annually.
This year a tree will be planted at the Pinecrest Elementary School, 407
W. 27th Street. Planned /Scheduled for 2/13/95 10:00 a.m.
VI. Board recommendations. Terms for Amelia Royster, David Bach, both have
stated to be reappointed. Terms for Connie Williams, Isabelle Wilson need
replacing. Recommendations for the City Commission are Trish Thomas,
Betty Cannavino. Both recommendations have been approved by the board.
Recommendation for future Chairperson was recommended for Trish Thomas.
