The City Commission of the City of Sanford, Florida, met in Work Session on Monday, May 9, 2005, at 4:00
P.M., in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.
Present:
Mayor Linda Kuhn
Vice Mayor Dr. Velma Williams
Commissioner Art Woodruff
Commissioner Kevin Hipes
City Manager Eugene Miller
City Clerk Janet R. Dougherty
Absent:
Commissioner Randy Jones
City Attorney William L. Colbert
Call to order.
Mayor Kuhn called the meeting to order at 4:03 P. M.
1) Presentation to Employee of the Month for Month of May, 2005.
Mayor Kuhn reported the employee was unable to be present, and this will be scheduled for the May 23, 2005,
Work Session.
2) Interview applicants for the Civil Service Board. (8) A) (1))
Mayor Kuhn reported that there are two applications, that Russell Lord has withdrawn his application, and that
Lindsay Oyewale had a schedule conflict and was unable to be present. The Commission concurred to interview
at the May 23,2005, Work Session.
2.5) Discussion of vacancies on the Code Enforcement Board.
Commissioner Woodruff reported receipt of an e-mail on Saturday from Robert Segal, Chairman of the Code
Enforcement Board, informing him that this is a seven member board, there are five members, and that two members can not
attend the regularly scheduled Code Enforcement Board meeting Tuesday evening, leaving the board without a quorum to hold
the meeting. The Commission concurred to interview applicants for the Code Enforcement Board at the May 23, 2005, Work
Session.
3) Agenda Items - additional information and/or questions.
(A) Regular Meeting Item 8) F), Resolution No. 2002 supporting an additional one cent local option fuel tax.
Russ Gibson, Planning and Development Services Director, submitted a survey of other Seminole County cities
support of this additional fuel tax and any conditions they have placed on their support.
Kevin Grace, Seminole County Manager, reviewed public transit costs and funding from Seminole County cities
and Seminole County, and the proposed use of this additional one cent tax. City Manager Miller recommended amending
Resolution No. 2002 by striking the clause requiring the new tax revenues to be shared proportionally among the cities and the
county.
3.5) Proposed City/County Advisory Committee to discuss Combinin~ Services.
Mayor Kuhn reported on this proposed committee. The Commission concurred that Commissioner Hipes will
serve on the committee, with Mayor Kuhn.
[Vice Mayor Dr. Williams left the meeting at 4:39 P.M.]
4) End public portion of Work Session.
The public portion of the Work Session was adjourned at 4:40 P.M. and City Staff and guests not
scheduled to attend the Closed Session left the meeting.
