The City Conunission of the City of Sanford, Florida, met in Work Session on Monday, May 23, 2005, at 4:00
P.M., in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.
Present:
Mayor Linda Kuhn
Vice Mayor Dr. Velma Williams
Commissioner Art Woodruff
Commissioner Randy Jones (present at 4:19 P.M.)
City Manager Eugene Miller
City Attorney William L. Colbert
Acting City Clerk Cynthia Porter
Absent:
Commissioner Kevin Hipes
City Clerk Janet R. Dougherty
Call to order.
Mayor Kuhn called the meeting to order at 4:07 P. M.
1) Presentation to Employee of the Month for Month of May, 2005.
Mayor Kuhn presented Calvin Donaldson, Recreation and Parks Grounds Division, with the Employee of the
Month Award for May, 2005.
2) Interview applicants for appointment to the Code Enforcement Board.
The Commission interviewed Hank Dieckhaus, Charles D. Jackson, Lindsay N. Oyewale, MichaelPadgett,and
Janice Simmons.
3) Discussion with Bobby Brantley, President, Brantley and Associates, Inc., Legislative Lobbyist, and Lonnie Groot,
Assistant City Attorney.
(A) Public Safety Complex site.
City Attorney Colbert said that last week Assistant City Attorney Groot spoke with the Agriculture Department
regarding using a portion of the Farmers Market site as a public safety complex, and that he (Attorney Groot) drafted a right
of entry agreement which would give the City written permission to go onto the property. If the agreement is returned signed,
the process of a Phase II environmental assessment can begin. After discussion, City Attorney Colbert said that Mr. Brantley
and Attorney Groot will certainly pursue the Agriculture Department for the site.
(B) 2005 State Leeislative Update. [Mr. Colbert left the meeting.]

5) End public portion of Work Session.
The public portion of the Work Session was adjourned at 5:08 P.M. and City Staff and guests not scheduled to
attend the Closed Session left the meeting.
6) Begin Closed Session to discuss upcoming union negotiations.
As a reminder, this Closed Session is a non-public meeting and is exempt from Section 286.011 of the Florida Statutes
in accordance with Section 447.605 of the Florida Statutes.
