The City Commission of the City of Sanford, Florida, met in Special Work Session on Tuesday, August 30,
2005, at 3:00 P.M., in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford,
Florida.

FY 2006 Budeet Discussion. (City Manager Miller)
Finance Director Kevin Smith reviewed the FY 2006 Budget Update, including General Fund detail of
revenues by line item, detail cost of additional positions approved by the City Commission on July 25, 2005, and the General
Fund Budget adjusted recap.
The Commission identified adjustments to the FY 2006 Budget, summarized as follows:

Vice Mayor Dr. Williams distributed a letter from Board of County Commissioners Chairman Carlton Henley
requesting the City contribute $7,150 to the Early Learning Coalition of Seminole to help bridge the unexpected gap in
funds required to match federal funds. The Commission concurred to allocate reserve funds.
Commissioner Woodruff asked that $25,000 be allocated for Hopper Academy. The Commission concurred
to allocate reserve funds.

The Commission concurred to allocate $50,000 (reserves) for Neighborhood Improvement funds.
The Commission concurred to increase the Special Event Fund to $200,000.
Mr. Miller said that the City Attorney has increased the hourly rate to $165.00, effective October 1,2005.
The Commission had no objection to the increase. Mr. Miller also said that the labor attorney has increased his hourly rate to
$190.00 per hour. The Commission agreed they didn't want to hamper operations by changing horses mid-stream and

would consider negotiating a contract with the labor attorney after current union negotiations were complete.
Vice Mayor Dr. Williams asked for reassurance that when it comes time to address insurance cost that the
employees won't be negatively impacted.
