Stevens Jim Jernigan ALSO PRESENT: Linda Tucker ABSENT: Kim Dent Meeting opened by Chairman, Bill Welborn at 3:35 p.m. Minutes of meeting, April 19, 1989 were read. J.P. Stevens motioned to accept minutes as written. Motion carried by Committee. Cemetery Advisory Committee adopted a set of by -laws. By- Laws to read as follows: CEMETERY ADVISORY COMMITTEE Established by Ordinance 2005 March 13, 1989 BY-LAWS Article I. Purpose The purpose of the Cemetery Advisory Committee of Sanford, Florida is to consider and study the Sanford Municipal Cemetery at Lakeview, First and Second Addition to Evergreen and shall counsel and consult with City Commission and City Manager in connection with Sanford Municipal Cemetery. The Committee shall be an advisory committee reporting directly to the City Commission. Article II. Committee Members Section 1. Term of Committee Members. Term of committee members of record shall be a aerson appointed under "City of Sanford Ordinance X2005 Section 1." which states that all committee members must be appointed by City Commission for a term not to exceed 3 years and no more than 5 members may serve at anytime. • Section 2. Duties of Committee Members. It shall be the duty of all committee members to attend meetings and participate in recommendations formulated in an advisory manner for the Sanford City Commission as it relates to the operation of the Sanford Municipal Cemetery. Article III. Officers and Duties Section 1. Officers of the Committee The five member committee shall meet and elect the following officers: A). Chairman - Who shall preside at all meetings, prepare an agenda and shall be responsible for being spokesman for the committee on business that requires attention between meetings. B). Vice Chairman - Who shall serve in the absence of the Chairman. committee. Section 2. Meeting Date The committee shall meet four (4) times annually: January, April, July, October. The meeting date will be the 4th Wednesday of the month at 3:30 pm in City Hall. 0 • C). Secretary - Who shall be responsible for keeping • minutes of all official meetings. Section 2. Term of Officers All officers shall be elected to one (1) year terms and may be re- elected for one (1) additional term. Section 3. Elections Annual election of all officers shall be held during October meeting. Article IV. Meetings Section 1. Quorum A quorum shall consist of 3 members of the committee. Section 2. Meeting Date The committee shall meet four (4) times annually: January, April, July, October. Order of Business 3er of business of the committee shall be: Call to order. Prayer. Pledge of Allegiance. Roll call. Minutes of preceding meeting. Report of Officers. Report of Committees. Old Business. New Business. Adjournment. Section 4. Meeting notifications A written notice of all meetings shall be mailed to all Committee Members one (1) week prior to scheduled meetings. Notice of meeting shall contain agenda plus any supplemental documentation necessary to prepare each Committee Member for the meeting. News media shall receive a notice also. Section 5. Special Meetings Special meetings may be called by the Chairman %,:ith two (2) days written notice to all members. • Article V. Reporting Section 1. Reporting to City Commission It shall be the duty of the Chairman to submit written progress to the City Commission prior to May 1st, annually, or at anytime that advisory information should be brought to their attention. Article VI. Amending of By -laws Section 1. Vote of Committee Amendment of by -laws must be an agenda item and may be amended by vote of 3/5 of committee. Chairman Bill Welborn asked for nominations for Secretary, J.P. Stevens nominated Bernard Mitchell. Seconded by Jim Jernigan. Motion passed by Committee. Bernard suggested that IS Recreation staff secretary take minutes. Committee agreed. `J • 0 • 0 Chairman requested Committee to establish major goals for the Cemetery. They are listed as follows: 1) Future of Cemetery 2) Regulations need to be reviewed 3) Roadways and exits 4) Signage 5) Maintenance 6 ) UpgrF,,3e infant section 7) Discuss Veterans section These goals were accepted by Committee and will be discussed at future mef_ting. Chairman, Bill Welborn reminded committee members of the meeting on May 22, 1989 "Meeting in the Sunshine ". Members may want to attend. Jim Jernigan distributed a memo to committee members showing inventory of grave spaces of the cemetery. (attached to minutes). Chairman asked the Committee for their views on whether City should keep and maintain the cemetery. All members agreed that the City should continue to own and maintain it for the sake of its citizens. Next meeting was scheduled for May 17, 1989 at 3:30 p.m.- City Hall - Recreation Conference Room. The area inventoried included First Addition Sections "L"; "H"; to Evergreen covered only Section been sold out. iicipal Cemetery unsold grave Evergreen Municipal Cemetery, "M" and "J". Second Addition "E". All other sections have The composite total of unsold spaces is 1005. It is estimated based on our burial rates for 1987 & 1988 averaged 68 persons per year. Out of the 68 persons approximately 85% were new space sales or an average new spaces sold annually of 58 spaces. A projected increase of 7% new lot sales based on area growth impact it is estimated a figure of 62 could be used as annual space purchase rate. Therefore, by dividing our current inventory of 1005 spaces by 62 we should have 16.2 years of cemetery spaces available for City of Sanford's citizen population.
