City Hall Recreation Conference Room -City Hall MEMBERS PRESENT: Bill Welborn, Chairman Kim Dent Jim Jernigan ALSO PRESENT: Linda Tucker Meeting opened at 3:30 p.m. by Chairman, Bill Welborn Prayer- Jim Jernigan Pledge to flag - Bill Welborn Minutes of 5- 10 -89, 5 -17 -89 and 6 -21 -89 were read. Jim Jernigan motioned to accept minutes as written. Seconded by Kim Dent. Motion accepted by Committee. Revised Cemetery Advisory Committee by -laws were reviewed. By- laws were previously adopted in meeting of 5- 10 -89. Copy of by- laws were given to all members present and will be mailed to Bernard Mitchell and J.P. Stephens. Revised Cemetery Regulations were reviewed. Motion made by Bill Welborn to present revised cemetery regulations to City Commission for adoption. Seconded by Kim Dent. Letter to be sent over Chairman Bill Welborn's signature. The first report from the Cemetery Advisory Committee to the City Commission was reviewed. Report attached. The main issue in the report was site improvement of the front area of the cemetery. City has received $60,000. donation for improvements. The donor had submitted three competitive bid proposals from contractual firms. Committee voted to accept bid proposal from W.L. Sanderlin Co., formerly Samuel James Co. Next meeting to be scheduled at a later date after some action is taken by Commission on the Cemetery Advisory Committee report. There being no further business meeting was adjourned at 4:00 p.m. Attachment: Copy of First 90 Day Report to City Commission w Note to Cemetery Advisory Committee Minutes Since meeting of 7 -12 -89 Recreation staff has received notice from W.L. Sanderlin Company that they could do the contractual work of the cemetery for the same bid quote they had originally submitted. Therefore City advertised for competitive bids. Bids to be accepted on 8- 28 -89. Cemetery Advisory Committee report revised to reflect this change. N' CEMETERY ADVISORY COMMITTEE REPORT TO CITY COMMISSION FIRST 90 DAYS The Cemetery Advisory Committee which was established by Ordinance *2005 on March 13, 1989 by the Sanford City Commission respectfully submits the following report. The Cemetery Advisory Committee assembled for the first meeting on April 19,1989. Those present were Bill Welborn, Bernard Mitchell, J. P. Stephens, Kim Dent, Jim Jernigan, Frank Faison, Linda Tucker. Business conducted on April 19, 1989, consisted of orientation by City Manager, Frank Faison, and Director of Recreation, James R. Jernigan. The Cemetery Advisory Committee elected Mr. William "Bill" Welborn as Chairman. During the ensuing weeks the Cemetery Advisory Committee met and adopted by -laws of operation. The committee has made a site inspection of the Lakeview and the First and Second Additions of Evergreen. There were many topics of discussion, however, three site improvement topics appeared to be foremost in the minds of the Cemetery Advisory Committee: A) Immediate attention to the entrance proposals as presented by the Chase Family. B) A needed plan for improving the area designated for infant burials. C) Recommend paving on internal roads. The Cemetery Advisory Committee has reviewed the plans presented by the firm of Glatting, Lopez, Kircher and Anglin, who were contracted by the Chase Family, Incorporated, to present information on the cemetery entrance improvements. The Cemetery Advisory Committee recommends the plans as submitted by the above named architectural firm. The committee also recommends that the proposed plan be carried forward up to $60,000 total improvements. 4 i r Glatting, Lopez, Kircher and Anglin did secure competitive bids from three contractual firms prior to the City of Sanford becoming guardians of the project. Since that time reorganization and division of the W. L. Sanderlin Contracting Company, who was low bidder, has developed problems which the Cemetery Advisory Committee does not feel comfortable with.
