Invocation was given by Fred Gaines. Discussion of Future Expansion of the Municipal Cemetery: Howard informed the Committee that the City Manager requested a special meeting to get the input from them as to whether the City should expand the cemetery and that this issue would be on the City Commmission agenda 3 -9 -98. The City has left approximately 200 spaces and going at the rate we are currently using them all lots should be sold within 2 years. Howard presented a map showing private property around the municipal cemetery. The City also • owns a parcel purchased from Mrs. Violet Crawford in 1991. Engineering Department has surveyed and prepared 4 maps showing proposals to lay out spaces on this property-. Proposal A shows 1,344 spaces; Proposal B shows 1440 spaces; Proposal C shows 1776 spaces and Proposal D shows 1840 spaces. If one of these proposals were approved the City would have approximately 20 more years of selling graves. No baby area or veteran area has been designated, however we could designate a certain area for veterans. Howard felt that the present Babyland could accommodate the needs for future use. Howard also mentioned that the trees should also be removed to make more spaces available plus he pointed out the fact that the trees would die anyway due to removing soil. Thelma Mike asked what the percentage was for pre— sales? Howard replied that it was maybe 107., that most sales are for immediate need. Bill Welborn questioned as to why free veteran spaces were still available as Central Florida now has Bushnell which is a veteran cemetery offering free spaces. Fred Gaines agreed and also added that it would be nice if the Veterans organizations purchased a parcel designated Just for free burial spaces for veterans but that the City should not provide this benefit. F-1 J Bill Welborn stated that the City should also hold Hovnanian • Park for development of a cemetery. Howard stated that on the City's 5 Year Capital Improvement Plan this area was designated as a park. After discussion by the Committee Fred Gaines motioned that the Cemetery Committee recommend to the City Commission that because the City is in the cemetery business and has a responsibility to it's citizens the cemetery should be expanded by utilizing the Crawford property for additional burial spaces and that Proposal D be used for development. Bill Welborn amended the motion adding that the Committee recommends that upright markers be allowed in this section to provide continuity; that the City discontinue providing free veteran spaces; that the ditch in Section E be filled in to provide additional cemetery spaces, and that the Hovnanian Park site be set aside for future cemetery needs. 2nd by Thelma Mike.
