CEMETERY ADVISORY COMMITTEE
Meeting of Nov. 19, 1990

Minutes of July 22, 1998 meeting were read and approved.
Report on the correction of maintenance problems Sec. J & M:
Howard reported that letters have been sent to all lot owners in Sec. J & M who
need to improve /correct the maintenance of their lots. Several lot owners have
cleaned up their lots, however there are still some who have not.
Report on completion of cleanup of Page Jackson Cemetery:
Howard reported that the clearing off of smaller trees, brush, irrigation system
installed, overseeding, and mapping of graves has been done. Public Works Dept.
still needs to remove the large leaning sand pines.
Report on development of the Crawford Property: Howard reported that the
Contractor has started clearing off the Crawford property. Many trees along the
backside of Sec. E were removed. Clearing of the property cost $43,000., most of
the cost was due to the Contractor having to build a road on the backside going
through the Hovnanian property.
Report on status of cemetery gazebo: The City received an estimate for repair
of the gazebo at $44,950. Numerous donations have been given toward repairs of
which members of the Sanford Historical Society has committed $15,000. At
present the City is in the process of obtaining a consultant to give another
estimate.
Report on decision of Commission regarding poverty guideline for free
veteran spaces: The Commission voted that free veteran spaces will be issued
only to those who meet the poverty guidelines that were adopted. (Poverty
guidelines attached).
Report on extension of cemetery maintenance: An extension of the cemetery
maintenance contract was given to Bon Terre. In addition to the maintenance of
Lakeview and Evergreen it was included in the contact to mow monthly the Page
Jackson cemetery.
Report on award of contract for opening/closing of grave spaces: Two bids
were received with Quality being the lowest bidder. Quality's rates were
increased, therefore the C4ty needs to increase their rates for opening/closing of
graves. After the Committee reviewed the recommendations from staff, Bill
Welborn motioned that these recommendations be approved with the exception
that the fee for opening/closing of infants & children's spaces be the same as what
the contractor charged. Chris Neal seconded. Passed. (Copy of proposed
opening(closing rates attached)
Discussion on need for children's area in Lakeview : Howard reported that
over the last few months several people have requested spaces for children. Staff
recommends using the southside of Babyland just for children's spaces and
charge $200.00 /space to include a marker. After discussion from the Committee
Bill Welborn motioned to set aside Tier B, Lakeview, Lots 46, 47 & 49 for
children's spaces (2' x 6') and the price to be $200. /space with cost to include a
standard marker if family desires this.
Discussion on revision of cemetery rules & regulations: Howard reported that
the cemetery rules & regulations needs to be revised again, to include. the
requirements for free veteran spaces, new opening/closing fees and information
ion children's area, including location, size of spaces, costs, etc.
Complaint regarding City charging fees for monument layouts: Staff
received a letter from the State Comptrollers Office stating that the City was
violating Florida Code 497.325 by charging for monument markings. This letter
was forwarded to the City Attorney who replied to the State Comptroller stating
that the City was not in violation as the code referred to "Tying products ", which
refers to those companies selling monuments. The City charges for their services
to mark the grave.
Other Business:
Chris Neal requested a layout of the new revised map of the Crawford property
when it is cleared and mapped out for spaces.
There being no further business the Chairman adjourned the meeting at 3:00 p.m.
