WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, April 22, 2013, at 4:00 PM, in the Railroad Depot Room, Second
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the Work Session to order at 4:13 PM.
1. Bolton Partners Review of Police and Fire benefits [Commission Memo 13-081]
Deputy City Manager George said that today's discussion is about
pensions and the impact they have on the City's financial position right now.
Commissioner McCarty said that two weeks ago he gave the Commission
a handout regarding House Bill 458 and 1399 regarding Firefighter and Police Officer
pensions which are now in the House of Appropriations. At Commissioner McCarty's
invitation, Kathy Till, Florida League of Cities consultant, gave an update on the bills and
what is going on in Tallahassee regarding pensions.
Ann Sturner, Senior Actuary with Bolton Partners, Inc.,
distributed and reviewed a powerpoint presentation entitled, City of Sanford
Review of Police & Fire Benefits, dated April 22, 2013.

Mayor Triplett said that today is the opening discussion of how
and what we do to take the impact off of the City and make sure that the
pension plans and retirement benefits can be funded. No decisions are being
made today; this is a long process. The pension boards and unions will be
involved in further discussion. Over the last 23 years we had a pin point of
8% which has fallen to 5.4%; we have a $20 million liability to the City.
Mayor Triplett recessed the meeting at 5:50 PM and reconvened 1
at 6:02 PM.
III2. Discussion: 519 S. Palmetto Avenue—Little Red School House
Deputy City Manager George reviewed the request for proposal, a copy of
which he laid on the table for the Commission during the recess.
There was a consensus of the Commission that the request for proposal be
continued or another one started that reads that the City is looking to solicit bids to sell
the property and include the expectation of what it is to be used for based on the
community in which it is located.
3. Regular Meeting Agenda Items—additional information and/or questions.
A) Approve submission of the CDBG Amendments to the 2010 and 2011
Annual Action Plans to HUD. [Commission Memo 13-083] (RM 8-G)
Deputy City Manager George said that the Youthbuild initiative, Hopper
IIAcademy, and 25th Place Gymnastics are considered slow moving activities and proposed
that they be defunded and those funds be redirected to public infrastructure improvements

in Goldsboro and Georgetown, and $70,000 to fund the homeless services (Rescue
Outreach Mission) leveraging Seminole County monies.
B) Discussion: Creating a City of Sanford Community Development Block
Grant Advisory Committee [Commission Memo 13-085]
Senior Project Manager Andrew Thomas distributed and reviewed a
handout regarding the City of Sanford Community Development Block Grant Program
Advisory Board/Committee Models for Seminole County and the City of Orlando. He
recommended using the Seminole County model. He will prepare a resolution for

Commission consideration at the next meeting.
4. Briefing items.
Deputy City Manager George said that he will work with Finance Director
Lindsay to find funds to install an HVAC system in the Little Red School House and
secure it.
5. City Manager Comments.
There being no further business, the meeting was adjourned .t 6:43 PM.
