KIND OF WORK
This is responsible professional work in the supervision and performance of specialized administrative,
secretarial and clerical work in support of the City Manager.
EXAMPLES OF DUTIES
Supervise, directs and evaluates assigned staff, processing employee concerns and problems, directing work,
counseling, disciplining, and completing employee performance appraisals. May review applications, interview
and hire new employees. Order /maintain adequate supplies. Prepares a variety of documents which may
include correspondence, memoranda, reports, certificates, purchase requisitions, travel requisitions,
questionnaires, confirmations, permits, forms, notices; forwards to appropriate individual /department; may issue
notices or summons as appropriate. Reviews and corrects all written material generated by office staff prior to
transmitting. Receives a variety of documents: reviews, stamps, verifies accuracy, processes and notifies
appropriate individual or department; ensures appropriate transfer of cases, trades, purchases, sales or files.
Creates and organizes computerized databases and spreadsheets, researches computer needs, assists in
hardware /software selection, and test software prior to purchasing; Trains employees on use of programs;
Generates reports from data entered by staff. Enters a variety of computerized data, maintains files and
computer records. Serves as point of contact or public relations coordinator for the department; Attends and /or
conducts a variety of meetings including management team meeting as required; May serve on special
committees; Greets visitors, answers telephones and responds to questions /complaints, takes messages,
and /or refers to appropriate personnel, department or agency. Explains complex program rules to employee and
citizens. Manages and maintain schedules and calendars; arranges visits, conferences, and travel itineraries;
monitors reimbursement for travel. Monitors and approves employee attendance; Responds to employee
requests for vacation or leave time. Researches and obtains various documents as needed to answer inquiries,
resolve problems or advise as appropriate. Maintain knowledge of changes in state laws, make
recommendations regarding polices and procedures. May develop department budget; May estimate and
project revenues and expenditures; Monitors expenditures under current budget. May assist with annual report
preparation; May prepare payroll for the department. Receives and distributes mail; files as appropriate; logs
and retrieve voice mail messages. Oversees administrative office facility and equipment. May transcribe
proceedings or meetings as directed. Attends classes or seminars as needed. Maintain confidentially and
professional integrity with departmental and city issues. Performs other duties as required and assigned.

ESSENTIAL MINIMUM QUALIFICATIONS
Associates Degree and five (5) years of progressively responsible experience in a complex office environment
or any combination of seven (7) years training and progressively responsible experience. Advanced level of
typing, dictation and word processing skills required; Minimum typing requirement 65 words per minute or 85
words per minute keyboarding required; 120 net words per minute manual dictation required or the ability to
effectively operate dictaphone. Considerable knowledge of office procedures, practices, filing systems, office
systems and equipment. High level of interpersonal skills required with the ability to establish and maintain
harmonious relationships with employees, department heads, elected officials, community and business leaders
and the general public. Must possess good organizational skills. Ability to compose and edit letters,
correspondence and documents using generally accepted rules of grammar, punctuation, phraseology, spelling
and sentence structure with minimum corrections required. Ability to possess and maintain a valid Florida
Driver's License.

KIND OF WORK
This is responsible professional, technical work in managing and supervising the administration of Sanford's
Comprehensive Plan, Land Development Regulations (LDR), development procedures, zoning and related planning
activities.
EXAMPLES OF DUTIES
Supervise, directs and evaluates assigned staff processing employee concerns and problems, directing work,
counseling, disciplining, and completing employee performance appraisals. Assist the Director in the coordination and
management of projects, special studies and required short and long term plans. Manages all Planning and
Development activities in the absence of the Director. Coordinates the work of Inspectors, Planners and office personnel
within the Planning & Development Department. Assists and advises applicants in the land development process
including re- zonings, conditional uses, variances, subdivisions, site plans and related development activities.
Responsible for scheduling and preparing in -house materials necessary for advertising and reviewing such applications.
Responsible for preparing agenda for the Planning and Zoning Commission. Administers and coordinates the
Development Review Team. Prepares response letters to applicants. Inspects sites to determine compliance with
regulations and conditions of approval. Reviews site plans for compliance with LDR. Manages development project
files; distributes, publishes, and /or forwards to appropriate department or individual. Consults with vendors, contractors,
engineers, architects, city, state, and federal officials, utility companies, other departments, various agencies, and the
general public as needed to coordinate activities, provide information and /or receive advice /direction. Responsible for
zoning verification of occupational licenses. Works with City's mapping and geographic information systems. Makes
recommendations for the formulation of policies and ordinances concerning development activities for the City and
County. Prepares and /or updates a variety of reports, charts, diagrams, specifications, blueprints, schedules, proposals,
purchase requisitions, correspondence and related documents. Reviews and makes recommendations concerning
zoning variances, subdivision requests, parcel and public /private street maps. Prepares and submits reports as required.
Attend meetings and conferences as required. Assist in developing policy and procedures. Ensures inspection and
planning records are maintained. Communicates with media in matters dealing with the development process and
related matters of public interest. Consults with contractors, engineers, architects, developers and industry on
construction, development regulations and zoning matters. Prepares and assists with staff reports for the Planning and
Zoning Commission, Board of Adjustment, Historic Preservation and other boards as needed. Advises department
director on technical issues and budget recommendations. Communicates with city manager, employees, city
departments, officials, counselors, outside agencies, the public, and other individuals as needed to coordinate work
activities, review status of work, exchange information, resolve problems, or give /receive /direction. Maintains a
comprehensive, current knowledge and awareness of applicable law, regulations, policies and procedures; Maintains an
awareness of new trends and advances in the profession; reads professional literature. Maintains professional
affiliations; Attends workshops and training sessions. Maintains confidentially and professional integrity with departmental

KNOWLEDGE. SKILLS, AND ABILITIES
Familiarity with planning, zoning, building and land development processes. Strong ability to work with the public and
advise applicants regarding development requirements and procedures. Requires knowledge of local and regional
planning, transportation, environmental, historic preservation, economic development and Geographic Information
Systems. Must be able to manage multiple priorities and meet deadlines, strong written and verbal skills, strong work
ethic. Must be able to learn new tasks and retain knowledge. Able to compose letters and orally present facts and
findings. Able to read legal descriptions and accomplish simple map drafting tasks. Able to work with a computer doing
word processing as well as enter permitting information and learn more complex tasks related to geographic
information, databases, etc. Must possess sufficient physical agility to inspect buildings and traverse undeveloped land.

ESSENTIAL MINIMUM QUALIFICATIONS
High School Diploma or GED equivalent supplemented by vocational /technical training in HVAC, plumbing, electrical or
construction courses. Four (4) year college degree in urban planning, public administration, geography or related field
such as civil engineering, building construction or landscape architecture or Masters degree in a related field preferred.
Must have five (5) or more years experience in local government planning and/or administration of land development
regulations and /or building codes. Considerable knowledge of modern construction principles, practices and structural
building design supplemented by vocational /technical courses in HVAC, plumbing, electric or six to nine (6 -9) years
progressively responsible experience in building inspections, engineering, architecture, contractor or any other related
field. Five (5) years experience must be in management and supervision or any equivalent combination of education,
training and experience which provides the requisite knowledge, skills and abilities for this job or six to nine (6 -9) years
progressively responsible experience and /or training involving planning and urban development or equivalent
combination of training, education and experience to provide requisite knowledge, skills and abilities for this job.
American Institute of Certified Planners (AICP) certification preferred. Ability to possess and maintain a valid Florida
(Class E) Driver's License.

KIND OF WORK
Highly responsible, confidential position providing all phases of office support to the chief
administrative officer. Work involves performing difficult and complex secretarial services
utilizing independent judgment, initiative and discretion within the City policies. An
employee in this class works independently with a minimum of supervision and guidance
with results reviewed through the achievement of results desired with adherence to policies
and procedures.
EXAMPLES OF DUTIES
Receives communications for the chief administrative officer in written and verbal form;
relays information to the officer in the appropriate form. Schedules appointments, arranges
and confirms meetings. Responsible for maintaining office supplies, inventory and filing
system. Responsible for preparation of invoices, purchase orders, and billings and
arranges for the proper disposition of each. Responsible for the preparation of proposals,
responses, position statements, communications and related documents for the chief
• administrative officer, City Commission, the City's labor attorney, unions and/or
administrative agencies regarding collective bargaining, grievances and arbitration matters,
and other labor relation activities. Responsible for composition of correspondence; types a

This is highly responsible administrative and technical work in managing the Environmental
Operations of the Utility Department using engineering models to evaluate City of Sanford (City's)
resources such as reuse, potable water, and wastewater treatment.
EXAMPLE OF DUTIES
Work involves responsibility for the assessment and direction of the City of Sanford water supply
• network, including guidance to operation and maintenance personnel of water treatment plants and
distribution system; and guidance for the operation and maintenance of a City's wastewater treatment
facility and wastewater collection, transmission and disposal systems. Position incumbent is
responsible for the implementation of a regionalized program for water and wastewater transmission.

— Develops, recommends and implements organizational policies, procedures and service objectives.
— Assists with development; implements and maintains strategic, fiscal and capital improvement
programs for the department; and identifies long- range water supply and wastewater system
needs.
— Assists in the preparations of the department's budget, and prepares special reports as required

Master Degree or Graduation from an accredited college or university with major course work in civil
or environmental engineering, business or public administration, or related field; minimum of four (4)
years of thorough experience in the administration and management of regional water and wastewater
treatment facilities including considerable high -level supervisory and administrative experience, or
any equivalent combination of training and experience.
Licenses, Certifications or Registrations
Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check
will be made to determine acceptance of past driving record.

KIND OF WORK
This is a technical /supervisory position responsible for the administrative, operational and maintenance
duties associated with the Water Production and Water Reclamation Sections.
EXAMPLE OF DUTIES
Position will provide direct supervision and is responsible for complying with all environmental regulations
covering the Water Production and Water Reclamation Facilities.
Assist the Director with the following tasks:
• - Adjust water and wastewater treatment routines to meet required quality of production and
treatment standards.
- Establishes all necessary procedures for operation and maintenance.
- Prepares fiscal budget for Water Production, Lift Station and Pollution Control Sections.
- Prepares all necessary reports associated with water and wastewater system that are required by
regulatory agencies.
- Prepares all necessary operation and project schedules, five year CIP and preventative
maintenance program.
- Prepares all necessary specifications related to the water treatment system. Will be involved with bid
tabulation, selection of the successful bidder, notice to proceed and signing off on completed projects.
- Responsible for training of water and wastewater treatment system personnel in proper
operation of plant equipment and chemicals.
- Responsible for ensuring proper collection of samples from water and wastewater treatment,
water distribution system and industrial users for analysis by a certified laboratory.
- Implements any necessary changes in operating procedures based on investigation of operating data.
- Responsible for adequate and quick response to operational emergency situations.
- Responsible for all written reports produced by Water Production and Water Reclamation Sections.
- Assist with administration of the industrial pretreatment program.
- Required to follow all City and departmental policies, procedures, rules and regulations.

ESSENTIAL MINIMUM QUALIFICATIONS

Water Plant Operator Certificate as issued by the Florida Department of Environmental Protection (DEP),

Assist Utility Director and /or his designee in providing construction contract
administration, supervision and /or inspection compliance to contract terms and
specifications by utility contractors working on City property or within City right -of-
ways. Coordinates and performs field inspections and surveys to detect cross connections
to ensure the proper application and operation of backflow prevention devices.
EXAMPLES OF DUTIES
• Assist Utility Director and /or his designee by providing supervision of utility line
construction contracts throughout the City service area.
Management of construction projects for capital improvement infrastructure. Act as
Department's primary liaison and resource on matters of construction (including private
development).
Coordinates and conducts field inspections and tests of backflow prevention devices as
required and makes repairs or recommendations as required. Maintains written records
of all inspections and tests.
Obtain compliance with all applicable rules of safety and good practice as set forth by
OSHA and FDOT where construction work is in progress by City contractors.
Assist with the preparation and /or review of plans and specifications for compliance with
applicable City and state codes; and monitor field activities to assure that City's utility

the administrative, operational and maintenance duties associated with the City's lift station system and the

EXAMPLE OF DUTIES
This technical position is responsible for all electrical, electronic, mechanical, hydraulic equipment and grounds
for lift stations and the water /wastewater plants. Responsibilities include planning, scheduling, reporting, and
• supervising the work of Section persomlel. The Operation Support Manager is also responsible for the City's
Oil /Grease management program.
EXAMPLES OF DUTIES
- Adjusts Section personnel job routines to ensure proper operation of all lift stations.
- Establishes all necessary procedures for operation and maintenance of all lift stations.
- Notifies proper agencies and Supervisors of any lift station malfunctions in accordance with rules of the State

Plant Operator III is responsible for the proper and efficient operation of all water production facilities,
and could serve as Lead Operator during the Lead Operator's absence.
The Water Plant Operator must perform highly skilled work in the operation and maintenance of water
treatment plants and is responsible for the proper and efficient operation of these facilities. Shift

KIND OF WORK
Under the general direction, this position is responsible for the operation and maintenance of the City's Water
Reclamation Facility on an assignment basis. Shift Required.
EXAMPLE OF DUTIES
Under the supervision of the Water Reclamation Utility Plants Manager or designee, the Water Reclamation
Facility Operator III is responsible for the proper and efficient operation of the Water Reclamation Facility.
Duties are performed in accordance with established procedures and standards, but must exercise independent
is judgment and initiative in regulating treatment to meet changing conditions and handling emergencies. As
needed, highly skilled work from Essential Functions may be assigned by the Manager to cover any lead
Operational work.
ESSENTIAL FUNCTIONS
— Operates water reclamation plant by operating filter machinery and pumps, regulating valves and observing
flow dials, operating meters, other filtration and treatment equipment.
— Participates in making minor repairs to mechanical equipment.
— Reports major breakdowns to supervisor and take necessary emergency measures as may be needed.
— Institutes or recommends new or improved operation, supervision of maintenance practices or procedures to
insure efficient plant operation
— Performs highly skilled work which may involve supervising in the operation of Water Reclamation
treatment equipment and facilities on scheduled shifts.
— Plans and supervises shift activities based on information provided by previous shift operators, current and
anticipated conditions and special instructions provided by higher management.
— Determines priority of activities for subordinates. Issues both general and specific instructions for shift
activities.
— Maintains and supervises the maintenance of intricate records and reports under Federal, State and City
mandated guidelines in the form of paper logs and computer data entries.
— Ensures that prescribed Federal and State standards for wastewater /reclamation quality are met.
— Supervises, oversees and monitors wastewater treatment through all phases of treatment and monitors and
regulates the transmission and distribution system operations.
— Trains and instructs subordinates in the latest operational techniques. Trains and instructs subordinates in the
• proper handing of hazardous chemicals, chemical feeders and associated calibration of those feeders.

— Supervises and/or coordinates work related activities with other departments — i.e. electrical, mechanical,
. distribution, maintenance and deals with contractors as needed.
— Recharges and adjusts chemical feed equipment which includes supervision of samples collection for
routine and complex lab analysis.
— Collects water samples at prescribed stages and time intervals in the treatment process and conducts or
supervises the conduction of various laboratory analyses which include but are not limited to pH turbidity,
jar tests, Dissolved Oxygen, Total and Suspended Solids, etc., to determine adjustment of treatment and/or
appropriate amount of chemicals to be fed into the system.
— Operates and/or supervises the operation of mechanical equipment to safely transfer chemicals from
delivery trucks to appropriate storage and from storage to feeder hoppers.
— Regulates and supervises the proper feed rate of wastewater treatment chemicals through mechanical
