MINUTES Mr. Robert moved to approve the Minutes of the May 15,2008 Regular Meeting. Ms. Dennison seconded. All in favor. Motion carried 7-0. PROOF OF PUBLICATION Mr. VonHerbulis moved to accept the proof of publications. Mr. Kutz seconded. All in favor. Motion carried 7-0. PUBLIC HEARINGS Remove from Table and hold a Public Hearing to consider a conditional use request to amend an existing conditional use to allow General Commercial uses at 405 Celery Avenue. Gary Rager, property owner; Gary Rager and Jack Reynolds - Tannath Design, representatives. Ms. Dennison moved to remove from the table. Mr. VonHerbulis seconded. All in favor. Motion carried 7-0. Due to Mr. Reynolds not being present at this time, Mr. Rager requested the board to consider his request later in the meeting. The board agreed to consider it later in the meeting. Hold a Public Hearing to consider a request for a Conditional Use to re-establish a church on a non-conforming property at 2200 French Avenue. Paul McConnon, property owner; John Polasek, Jr., and Pastor Israel Black Jr., representatives. Mr. Robert moved to approve the conditional use per staffs recommendation. Mr. Green seconded. Motion carried 5- 2, with Mr. Kutz and Mr. Y osefian in opposition. MINUTES - JUNE 19,2008 PLANNING AND ZONING COMMISSION PAGE 2 Hold a Public Hearing to consider proposed amendments to the Capital Improvements Element of the Comprehensive Plan. Antonia Gerli, Principal Planner - City of Sanford and Tim Stillings - Kimley Home & Associates, representatives. Mr. Robert moved to recommend approval to the City Commission per staffs recommendation. Mr. Y osefian seconded. Motion carried 6-1, with Mr. V onHerbulis in opposition. Hold a Public Hearing to consider a conditional use request to amend an existing conditional use to allow General Commercial uses at 405 Celery Avenue. Gary Rager, property owner; Gary Rager and Jack Reynolds - Tannath Design, representatives. After discussion, the applicant requested the board to table the request to allow him time to revise the site plan that was presented. Mr. V onHerbulis moved to table for 30 days. Ms. Dennison seconded. All in favor. Motion carried. STAFF REPORTS A staff report was distributed in the agenda packet. Mr. Robertson informed the board the July 3'd meeting will be held at lOAM instead of 6 PM. CITIZEN P ARTICIP ATION None. COMMISSIONERS REPORTS None.
