Mr. Garrett called the meeting to order at 6 PM.
MINUTES
Mr. Yolk moved to approve the Minutes of the July 17, 2008 Regular Meeting. Mr. Robert seconded. All in
favor. Motion carried 6-0.
PROOF OF PUBLICATION
Mr. Robert moved to accept the proof of publications. Ms. Dennison seconded. All in favor. Motion carried 6-0.
PUBLIC HEARINGS
Hold a Public Hearing to consider a conditional use request to expand an existing non-conforming property for a
boarding house in a MR-2, Multiple Family Residential zoning district located at 1308 W. 8th Street. Barbara A.
Harvey, property owner; R.T. Hillery-RLH Consulting & Management, Inc., representative. Queen E. Jones was
present to address behavior issues with the tenants at this property.
Mr. VonHerbulis moved to approve the conditional use per staffs recommendation with the addition that a one
year sunset clause be added to require the conditional use come back to the board. If there are no complaints
during this period, staffwill submit it as a consent item, but if there are significant complaints, staff will submit
it as a public hearing item. Mr~ Robert seconded. All in favor. Motion carried 6-0.
Hold a Public Hearing to consider a request for a Small Scale Comprehensive Plan Amendment to change the
Future Land Use ofO~26 acre at 100 S. Driftwood Lane from LDR-SF, Low Density Residential to NC,
Neighborhood Commercial for a proposed commercial urban infill redevelopment. Phillip w~ Miller and Penny

Present to speak were William Reno (110 Driftwood Lane), Gary Dangleman (182 Lakeside Drive), Helen
Malloy (102 S Driftwood Lane), Jean Murray (126 W Lake Mary Boulevard), Mary Patterson (109 Driftwood
Lane), Pat Coker (155 Lakeside Drive), Brian Terwilliger (110 Lake Minnie Drive), and Charles Haley (417
Ridge Drive)~ Their concerns were traffic congestion, changing the character of the neighborhood, drainage
issues, traffic safety due to location of the driveway, and a decrease in property values.
Mr. Robert moved to recommend denial to the City Commission based on the fact that the amendment is
inconsistent with elements of the City of Sanford Comprehensive Plan; there have been no changes in
population, land use or economic development trends and/or projections that warrant a change in the future land
use designation; there have been no changes in the character of the area or adjacent lands to warrant a different
land use designation; the proposed future land use designation and its allowable uses are incompatible with
surrounding land use designations and with the preferred growth and development pattern of the City; and the
amendment will alter acceptable existing land use patterns and will adversely affect the livability of the area or
the health and safety of the residents. Mr. VonHerbulis seconded~ All in favor. Motion carried 6-0.
