MINUTES Mr. Huber moved to approve the Minutes of the January 18,2007 Regular Meeting. Mr. Kutz seconded. All in favor. Motion carried 6-0. PUBLIC HEARINGS Remove from Table and Hold a Public Hearing to consider proposed amendments to the City of Sanford Land Development Regulations, Schedule U, Overlay Districts; Antonia Gerli, Principal Planner.. City of Sanford and Tara Salmieri - Glatting Jackson, representatives. Mr. Kutz moved to remove table. Ms. Dennison seconded. All if favor. Motion carried 6-0. Present to speak were Sid Vihlen, Jr., Jerry Mills, Frank Cerasoli, Donald Schreiner, Doreen Freeman, Bob Horian, and David Gierarch. Mr. V onHerbuJis moved to recommend approval of the amendments to Schedule U with the following additional changes: 1) under Building Height definition - delete towers and podiums and leave it as decorative elements. Also include decorative elements on buildings four stories and smaller shall not exceed twenty percent of the total height of the building and on buildings greater than four stories the decorative elements shall not exceed ten percent of the total building height; 2) the twenty-foot wide buffer to accommodate an extension of the Riverwalk is limited to the north shoreline area; 3) an additional four stories will be permitted on any parcel that has the high density of SO units per acre; and 4) a side yard structure to structure setback of twenty feet is to be added to the Transitional Residential Development Block designation section. Mr. Garrett seconded. Motion carried 4 to 2; Mr. Kutz and Mr. Huber in opposition. MINUTES - FEBRUARY 1, 2007 PLANNING AND ZONING COMMISSION PAGE 2 Since there was discussion regarding the conference center referendum and the park designation, Mr. Kutz requested staff for a clarification as to what would be required to legally change the referendum from allowing a conference center to designating the area for a park. ST AFF REPORTS A staff report was distributed for the board's review~ COMMISSIONERS REPORTS Mr~ VonHerbulis asked staff to verify if"skirting" is required in the historic district Antonia stated she would research it and report back. CITIZEN P ARTICIP A TION Doreen Freeman informed the board there are times the audience has a difficult time hearing them and staff when they are speaking.
